The ETDP SETA seeks to appoint a suitably qualified and innovative incumbent with essential attributes and skills to assume responsibility as:
QUALITY ASSURANCE SPECIALIST
Ref No: SSQA-ETDP-01
Salary: R 912 659,83 per annum (Total Cost to Employer)
Job Purpose: The successful incumbent will manage and coordinate quality assurance processes to support the ETDP SETA in implementing the Sector Skills Plan through the delivery of quality skills development programmes for constituency employers in the ETD sector. Reporting directly to the Manager: ETDQA, the Quality Assurance Specialist will develop strong working relationships with external stakeholders, QCTO and accredited providers within the ETDQA. The successful candidate will be based at the ETDP SETA’s Head Office in Johannesburg and must meet the following minimum requirements:
Qualification and experience required:
- A Bachelor’s degree at NQF 7 in Education, Training, and Development, while a postgraduate qualification in Education, Training and Development or Management Development Certificate would be an added advantage.
- At least 8 years of skills development experience of which 3 years should be at a supervisory or middle management level and understanding of the Education, Training and Development, and SETA environment.
- Strong Project and Programme Management skills.
- A good understanding of skills development legislation, including the National Qualifications Framework Act, Skills Development Act, Skills Development Levies Act and Public Finance Management Act (PFMA), etc.
- Strong knowledge and experience in the management of assessment processes.
- A good understanding of the QCTO mandate, functions and processes.
- Strong awareness of the SETA landscape.
- Demonstrated knowledge and experience in managing people and performance.
- Knowledge of curriculum design and development.
- Knowledge of learning programmes design, development and evaluation.
- An understanding of the role of ETDQA within the ETD Sector.
- A good understanding of educational management or quality management systems.
- Knowledge and understanding of budgetary implementation programmes, strategic control systems and proven record on stakeholder management principles.
- Strong data analysis skills (quantitative/qualitative) and report writing skills.
- Excellent verbal and written communication skills.
- Advanced Computer skills (MS Office packages) with the ability to work with data.
- A valid driver’s license is essential and a willingness to travel.

Duties and Responsibilities:
The incumbent will be responsible for the following duties and responsibilities:
- Develop, implement, and review accreditation, guidelines, tools, and instruments for historically registered qualifications.
- Develop, implement, and review external moderation, guidelines, tools, and instruments for historically registered qualifications.
- Identify and manage the realignment process of historically registered qualifications to comply with the occupational qualification specifications.
- Develop, implement, and review monitoring tools and instruments.
- Manage skills development provider accreditation processes in line with the approved Quality Assurance Policies and Standard Operating Procedures of the ETDP SETA and the QCTO.
- Manage learning programme evaluation in line with the approved learning programme evaluation criteria of the ETDP SETA and the QCTO.
- Ensure that skills development providers are accredited and re-accredited in line with the approved Quality Assurance Policies and Procedures of the ETDP SETA and QCTO.
- Ensure that an accurate database is kept of not yet accredited and accredited skills development providers and assessment centres.
- Ensure that accreditation letters are issued only when all accreditation and learning programme evaluation requirements have been met.
- Facilitate and co-ordinate the necessary committees, (e.g., the irregularity and appeals panel) related to the focus area including the reporting requirements to the Quality Assurance.
- Manage the implementation of the Recognition of Prior Learning projects.
- Manage the establishment of the Recognition of Prior Learning assessment centres.
- Approve external moderation recommendations and ensure that the statements of results are issued to qualifying learners.
- Ensure that qualifying learners receive Statements of Achievement and Certificates of Competence against occupational qualifications.
- Obtain and analyse research information for occupations in high demand in the ETD sector.
- Assist with the compilation of the Strategic Plan and Annual Performance Plan of the ETDQA Unit.
- Compile and implement the Operational Plan of the Department.
- Compile monthly, quarterly, and annual reports with recommendations regarding the focus area of the ETDQA.
- Present monthly quarterly and annual reports to various structures such as Management, Quality Assurance Committee (QAC), and Quality Council for Trades and Occupations (QCTO).
- Prepare the budget for the Department and programmes and ensure astute budgetary management.
- Manage the Unit’s staff performance and conduct quarterly staff appraisals.
- Setting goals and objectives, delegating, providing assistance and support to the Unit Staff.
NB: The incumbent will be required to enter into a Performance Contract with the ETDP SETA.

PROVINCIAL SKILLS ADVISOR FOR NORTH-WEST PROVINCE
REF NO: PSANWP-ETDP-02
Salary: R 609 485,50 per annum (Total Cost to Employer)
Job Purpose: The Skills Advisor are tasked with coordinating and facilitating skills development projects/programmes in the province of their appointment. The incumbent will project manage and coordinate all assigned provincial projects such as learnerships, skills programmes, internships, bursaries, workplace agreements, support for small/micro-Levy paying organisations, communication scarce and critical skills in the province. In addition, liaising with external and internal stakeholders concerning all aspects of skills development provided by ETDP SETA. The successful incumbent will report to the Provincial Manager and the position is based at the ETDP SETA office in Potchefstroom.
Qualifications, experience and knowledge required:
- Have a Bachelor’s Degree in Education, Training and Development or Public Administration or Human Resources Management or Human Resources Development or Social Sciences or Management/Business Administration or equivalent qualification at NQF Level 7.
- A postgraduate qualification in Project Management will be an added advantage.
- At least 5 years ETD experience in skills development processes with 3 years of Project Management related experience.
- Sound knowledge of relevant legislation (i.e. Skills Development legislative frameworks, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), National Qualifications Framework Act and Public Finance Management Act (PFMA), etc.).
- Proven project scheduling, budgeting and administrative tasks skills.
- Knowledge of stakeholder management in the coordination of services.
- Ability to plan and organise work, using own initiative,
- Computer skills (MS Office packages) and an ability to work with data.
- Willingness to work outside of office hours and under pressure; and
- A valid driver’s licence and willingness to travel are mandatory.
Knowledge and skills required:
- Good communication, facilitation, presentation and writing skills.
- Good interpersonal skills with the ability to work well within a team and independently.
- Good conflict resolution skills.
- Data analysis and interpretation skills.
- Knowledge of project management principles and project coordination skills.

The incumbents will be responsible for the following duties and responsibilities:
- Manage and implement ETDP SETA provincial programmes and projects within the allocated budgets.
- Develop a monitoring plan and schedules for projects and evaluate projects on an ongoing basis against plans and deliverables.
- Monitor the implementation of Learning Programmes and conduct site visits.
- Monitor providers, learners and workplaces and prepare verification audits.
- Recruit prospective providers to embark on the process of accreditation and encourage those who are already accredited to have their scope extended.
- Recruit employers and learners.
- Prepare, develop and manage the contracts relevant to each project and manage deliverables of the projects.
- Manage all project-related conflicts and build a relationship with ETD providers, ETDQA and stakeholders.
- Collation of documents relating to payments.
- Manage and monitor payment of learners through payroll administration and ensure that provider payments are made timeously.
- Upload learners to the MIS system and manage the learner databases.
- Effectively communicating ETDP SETA initiatives, stakeholders are engaged on what must be done to achieve the strategies priority for skills development in the sector and market all ETDP SETA services, programmes and projects.
- Conduct advocacy and outreach programmes.
- Distribute marketing materials and attendance of exhibitions and shows in the province.
- Plan and implement capacity building programmes in the province.
- Undertake project reporting on completion of projects to be linked to impact analysis.
- Report on progress on a monthly and quarterly basis as required and provide verifiable evidence supporting all reports.
- Provide regular feedback to the Provincial Manager regarding the operational responsibilities and outputs; and
- Any other duties as assigned by the Provincial Manager.
Note: The position will be based in Potchefstroom, North-West. Extensive travelling will be required; hence a driver’s licence is a pre-requisite.
