EDUCATION LABOUR RELATIONS COUNCIL (ELRC)
 
The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of the South African Public. 
The ELRC’s primary objective is to: • Promote and maintain labour peace in education • Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest.

CHIEF TECHNOLOGY OFFICER: EXECUTIVE 
(Ref. ELRC/EXEC/CTO) 
All-inclusive remuneration package of R1 520 530 per annum 
Non-Negotiable
(Grade DU) 
 
The ELRC is seeking a dynamic and innovative individual with demonstrated success and delivery to guide and manage the overall Information Communication Technology (ICT) function by developing and implementing initiatives that support the achievement of the ELRC’s strategic goals. 
The ICT unit oversees the following areas: Technical assistance and a Help-desk and End-Use support, Systems and software development, ICT contract management, Network Infrastructure Operations, Cyber security, and Business Application support. 
The incumbent will report to the CEO and manage the delivery of ICT initiatives across all ELRC offices nationwide. The position is based in Centurion, and the incumbent will be required to travel as required. 
 
REQUIREMENTS OF THE POST: 
  • Honours Degree in Information Communication Technology (NQF level 8) 
  • A Master’s degree in Information Communication Technology will be an added advantage (NQF level 9). 
  • 8– 10 years ICT experience with at least 5-7 years’ experience at middle management level.

KEY RESPONSIBILITIES 
  • Provide strategic leadership and direction to the organization’s information and communication technology (ICT) portfolio. 
  • Accountable for the development, implementation, and monitoring of the ICT strategy, ensuring full alignment with the organization’s objectives and long-term sustainability. 
  • Co-Lead the ELRC’s digital transformation agenda, driving the adoption of modern technologies to enhance research, data management, operational efficiency, and stakeholder engagement. This includes modernizing ICT infrastructure, implementing innovative digital solutions, and aligning technology strategies with the organization’s vision and strategic priorities. 
  • Provide oversight of ICT operations, infrastructure, systems development, and cybersecurity, ensuring that the organization’s digital environment is secure, reliable, and efficient. 
  • Responsible for ICT policy formulation, disaster recovery planning, risk management, and ensuring compliance with all relevant legislation, including the Protection of Personal Information (POPI) Act. 
  • Management of stakeholder relationships. 
  • Work in collaboration with the Communications department in relation to ICT initiatives/projects. 
  • Oversee the technological infrastructure (network and computer systems) in the organization to ensure optimal performance. 
  • Monitor changes or advancements in technology to discover ways the company can gain a competitive advantage. 
  • Ensure that ICT initiatives directly support and enable organisational priorities. 
  • Analyse the costs, value of information technology to advise the board, board committees, management, and suggest actions. 
 
KEY PERFORMANCE AREAS 
STRATEGIC PLANNING 
  • Developing and leading the overall technology strategy in alignment with the organization’s mission, vision, and strategic objectives. 
  • Identifying emerging technologies and evaluating their potential to enhance efficiency, service delivery, and operational effectiveness. 
  • Driving digital transformation, innovation, and modernization across all business units. 
  • Overseeing enterprise architecture and ICT governance, ensuring security, compliance, and best practice implementation. 
  • Strategic and performance objectives of the ICT department. 
  • In year monitoring of the strategic and performance objectives of ICT. 
  • Prepare the annual budget and review the mid-year budget for the ICT department. 
  • Setting objectives and allocation of workload to the staff. 
  • Development and monitoring of Policies and Procedures related to ICT 
 
OPERATIONAL PLANNING 
  • Managing the delivery of ICT services, infrastructure, and systems to support the organisation’s core operations. 
  • Ensuring the availability, security, and performance of all digital platforms, networks, and enterprise systems. 
  • Overseeing the implementation and monitoring of ICT policies, procedures, and operational standards. 
  • Leading the ICT operations team, fostering a culture of accountability, innovation, and service excellence. 
  • Monitoring and reporting on key operational metrics and service level agreements. 
  • Supporting business continuity planning and disaster recovery readiness across all technological platforms. 
 
FINANCIAL MANAGEMENT 
  • Lead the planning, budgeting, forecasting, and reporting processes in line with organizational objectives 
  • Ensure sound financial governance and compliance with relevant legislation 
  • Monitor financial performance and provide accurate financial insight to the Accounting Officer. 
  • Monitor and approve departmental claims/invoices. 
 
RISK MANAGEMENT 
  • Develop, and implement a comprehensive ICT risk management strategy aligned with corporate goals. 
  • Identify, assess, and mitigate technology and cybersecurity risks across the organization. 
  • Lead the establishment of policies and procedures related to ICT governance, security, and compliance. 
  • Oversee the implementation of secure ICT systems and infrastructure. 
  • Collaborate with leadership to align technology risk with business strategy. 
  • Ensure compliance with applicable legal, regulatory, and policy requirements. 
  • Lead risk assessments and audits, and report findings to management. 
 
HUMAN RESOURCES MANAGEMENT 
  • Provide strategic leadership and direction on all HR matters. 
  • Managing the performance of the subordinates and assessing their performance in accordance with the organizational policies. 
  • Supervising ICT staff. 
  • Conducting all HR related work (discipline, grievance handling, dispute resolution, performance assessment, coaching, mentoring, time and attendance, and training & development). 
  • Providing assistance to staff in identifying and solving problems.

REQUIREMENTS OF THE POST: 
  • Bachelor’s Degree in Internal Auditing, Accounting, Finance (NQF level 7) 
  • A Honours’ degree in Internal Auditing, Accounting, Finance (NQF level 8) will be an added advantage. 
  • Professional registration with IIA SA 
  • At least 5 years of relevant experience in internal audit with 2 years’ experience at management/supervisory level. 
  • Knowledge of external and ICT auditing will be an added advantage

KEY PERFORMANCE AREAS

  • Assist the CAE in developing and executing a long-term internal audit strategy aligned with organizational goals. 
  • Lead enterprise risk-based audit planning and prioritization processes. 
  • Assist the CAE in providing strategic insights to Executive Management and the Audit & Risk Committee. 
  • Monitor governance, risk, and compliance frameworks for effectiveness. 
  • Ensure the effective implementation of audit findings and recommendations. 
  • Build and maintain strong relationships with internal and external stakeholders. 
 
OPERATIONAL PLANNING 
  • Develop and implement risk-based internal audit plans. 
  • Conduct operational, financial and compliance audits. 
  • Evaluate detailed audit reports with findings and recommendations. 
  • Advise management on internal control and risk issues. 
  • Ensure that audits are conducted in accordance with IIA standards. 
  • Draft the Internal Audit report and present to management for comments. 
  • Assist in planning of process audits. 
 
RISK MANAGEMENT 
  • Assist the CAE in developing, and implementing the internal audit plan focusing on risk management processes. 
  • Conduct risk assessments and identify key risk areas across departments. 
  • Perform audits to evaluate the effectiveness of risk mitigation strategies and internal controls. 
  • Provide recommendations to strengthen risk management systems and compliance controls. 
  • Prepare detailed audit reports and present findings to the CAE. 
  • Monitor implementation of audit recommendations and risk action plans. 
  • Ensure compliance with applicable legal, regulatory, and policy requirements. 
  • Lead risk assessments and audits, and report findings to management. 
  • Stay abreast of changes in risk management practices, regulatory requirements, and industry trends. 
  • Support enterprise risk management initiatives and contribute to risk policy development. 
 
HUMAN RESOURCES MANAGEMENT 
  • Managing the performance of the subordinates and assessing their performance in accordance with the organisational policies. 
  • Conducting all HR related work with subordinates (discipline, grievance handling, dispute resolution, performance assessment, coaching, mentoring, time and attendance, and training & development). 
  • Assisting subordinates in identifying and solving problems. 
 
OTHER RESPONSIBILITIES

KEY PERFORMANCE AREAS 
Strategic Planning 
  • Develop and implement the strategic and performance objectives of the Collective Bargaining Services (CBS) Department. 
  • Monitor and evaluate the achievements of the CBS strategic and performance objectives, ensuring alignment with the Council’s mandate. 
  • Establish strategic and supportive objectives of the Secretariat to realise the vision and achieve the goals as set out by the Council. 
  • Coordinate the strategic interface between the Council’s programmes and its Task Teams to ensure alignment and effective implementation. 
  • Provide expert technical support and advisory services to the Council on all matters relating to Collective Bargaining 
 
Operational Planning 
  • Manage processes relating to the monitoring, evaluation, and reporting on the status and implementation of ELRC collective agreements. 
  • Prepare and submit proposals on the collective agreements that require review, amendment, or repeal. 
  • Draft and quality-assure official correspondence, reports, submissions, agenda and minutes of the meetings. 
  • Provide strategic and administrative support in the review and updating of committee work procedures. 
  • Oversee and provide secretarial support services for Council, Governance, committee and Task Team meetings, ensuring effective governance and compliance. 
  • Coordinate and manage special projects of the Council in line with approved objectives and timelines. 
  • Review and approve correspondence and documentation prepared by subordinates to ensure accuracy and quality standards. 
  • Receive Provincial Collective Agreements and facilitate their placement on the bargaining agenda for consideration and ratification. 
  • Lead the periodic review and improvement of committee work procedures to enhance efficiency and governance standards. 
 
Financial Management 
  • Prepare and manage the annual budget and mid-year budget review for the CBS Department (National) 
  • Monitor and analyse departmental budget variance reports, ensuring corrective measures are implemented where necessary. 
  • Ensure that procurement processes are aligned with approved budget allocations and that expenditure is properly authorized and controlled in accordance with Council policies. 
 
Risk Management 
  • Identify, assess and manage departmental risks, and implement appropriate mitigation measures and internal controls. 
  • Monitor the effectiveness of risk controls and submit quarterly risk management reports in line with Council governance requirements. 
  • Implement and track internal and external audit recommendations relating to CBS: National, ensuring timely corrective action and compliance. 
 
Human Resources Management 
  • Manage and assess the performance of subordinates in accordance with corporate governance principles and the Council’s performance management framework. 
  • Provide supervision and leadership to CBS staff nationally, as required, ensuring alignment with departmental objectives and standards. 
  • Oversee all HR-related functions within the department, including discipline, grievance handling, dispute resolution, performance management, coaching, mentoring, time and attendance, and training and development. 
  • Support and guide staff in identifying, analysing, and resolving operational and performance-related challenges. 
  • Monitor and ensure compliance with applicable HR legislations, regulations, policies, and procedures.
