EDUCATION LABOUR RELATIONS COUNCIL (ELRC)

The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of the South African Public. 
 
The ELRC’s primary objective is to: • Promote and maintain labour peace in education • Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest. 
 
The ELRC wishes to fill the following vacancy: 
 
Manager: Dispute Management Services
Centurion
All-inclusive remuneration package of R847 430.00 per annum 
Non-Negotiable
(Grade D3) (Ref. ELRC/DMS) 
This position will be reporting to the Senior Manager: Dispute Management Services 
 
 
Requirements:
● REQUIREMENTS OF THE POST 
● A 3-year National Diploma/degree in Labour Law / Labour Relations (NQF level 7) ● Postgraduate qualification in Labour Law / Labour Relations will be added advantage 
● At least 5-8 years’ experience in Employee / Labour Relations field ● 3-5 years’ managerial level with supervisory experience. 
 
COMPETENCIES, KNOWLEDGE AND SKILLS 
● Sound dispute administration knowledge ● Human resources management knowledge ● Financial Management knowledge ● Knowledge in understanding of educational environments ● Knowledge of labour laws ● Performance management system understanding ● Risk Management knowledge. 
 
KEY PERFORMANCE AREAS 
● Ensure compliance with policies and procedures ● Assist the Senior Manager in drafting the strategy for the section ● Prepare and monitor the annual budget for the section
● Determine jurisdiction of referrals and ensure that they are captured on Case Management System ● Manage staff ● Process rescission and variation applications for the ruling of commissioners ● Prepare monthly and quarterly reports for the section ● Request condonation applications of late referrals and prepare same for the  approval of the Senior Manager ● Manage review application ● Identify and manage departmental risks and related controls. 
 
The successful candidate will be required to enter into a Performance Contract with the Senior Manager: Dispute Management Services on an annual basis.
