CHIEF DIRECTOR: PROVINCIAL BROADBAND & INFRASTRUCTURE 
(12 MONTHS CONTRACT) 
Salary Range: R1 189 338 – R1 422 781 Per Annum (Level 14)

Minimum Requirements: A Management Degree at (NQF8) level with a minimum of 6 years’ experience at a senior strategic management level within the ICT/Telecommunications or related work environment. Project Management skills is a must. Experience in managing the implementation of mega or large scale project/s of a similar nature would be an added advantage. Able to work collaboratively with others, build co-operation and overcome barriers and have strong influential and negotiation skills. Strong financial management skills with a good knowledge of PFMA. 
 
Minimum Competencies: Analytical thinker with strong background in turnaround strategies and change management. A good understanding of political, governance and service delivery issues. Ability to develop and manage effective working arrangements with other spheres of government to ensure coordinated and integrated actions. Ability to manage conflicting priorities, work to deadlines, and handle pressure. Good written and oral communication skills, ability to present concisely and accurately. 
 
 
KPA’s: • Overall responsibility for the rollout and maintenance of the ECPG Broadband and Infrastructure initiative, incorporating Provincial Unified and Telecommunication Services, in accordance with the ECPG Broadband Strategy and Implementation Plan. • Oversee contract and service level management of Broadband services agreements. • Implement the roll-out of broadband connectivity initiative to ECPG sites. • Render transversal telecommunications services. • Active involvement in the development and management of the strategic and business plans for the Chief Directorate. • Evaluate the performance of the Chief Directorate on a continuing basis against pre-determined key measurable objectives and standards. • Report to the Director-General on a regular basis on the activities of the Chief Directorate. • Monitor and ensure compliance with relevant legislation and prescripts in respect of adequate and appropriate record keeping of the activities of the Chief Directorate, and of the resources employed by it. 
 
 
 
 
 
ASSISTANT DIRECTOR: PERFORMANCE MANAGEMENT AND DEVELOPMENT (PMDS) 
Salary Package: R356 289. 00 Per Annum (Level 09)

Minimum Requirements: NQF Level 7 as recognized by SAQA/ Bachelor Degree or Advanced Diploma in HRM or Public Management. Minimum of three (3) years’ experience in Performance Management and Development environment at supervisory level. Knowledge & Skills: Knowledge of legislative framework that governs the Public Service; knowledge and application of legislative framework as well as polices that govern the performance management in the public service. Good communication skills (written and verbal skills), managing interpersonal conflict, problem solving, networking, planning and organizing. He/she must also be in possession of information management skills and ability to deal with pressure. Suitable applicants must be both compliance and quality driven as well as innovative, ability to utilize technology, project management, budgeting and financial Management. 
 
KPA’s: Facilitate and coordinate the development of PMDS policy. Manage training and development processes and programmes. Assist in the management of the PMDS database. Facilitate the implementation of PMDS performance incentive scheme. Manage timeous and accurate processing of all PERSAL transactions (pay progressions, bonuses etc.) (this also includes checking and approving of transactions on PERSAL. Manage the allocated resources of the unit in line with legislative and departmental policy directives and comply with corporate governance and planning imperatives. Maintain high standards by ensuring that the team / section produces excellent work in terms of quality / quantity and timeliness. Resolve problems of motivation and control with minimum guidance from manager. Delegate functions to staff based on individual potential provide the necessary guidance and support and afford staff.
 
 
 
 
 
ASSISTANT DIRECTOR: OD & CHANGE MANAGEMENT 
Salary Package: R356 289. 00 Per Annum (Level 09)

Minimum Requirements: An NQF level 7 Degree/ Advanced Diploma in Industrial Engineering /Operations management / Management Services / Industrial Psychology and Job Evaluation Certificate with Minimum 3 years’ experience in the field of OD at a Supervisor level. Knowledge of relevant legislation, policies and prescripts that governs OD & JE in the Public Sector, Public Service Act, Public Service Regulations, Labour Relations Act, South Africa Constitution & Job Evaluation Systems. Skills in Applied Strategic Thinking, Applying Technology, Budgeting and Financial Management, Communication and Information Management, Diversity Management, Managing Interpersonal Conflict and Resolving Problems, Planning and Organising & Project Management.

Implement and maintain post establishment. Conduct business processes mapping and develop standard operating procedures for the department: Identify and prioritise processes to be mapped. Conduct business process modelling. Conduct business process analysis. Conduct process improvement. Develop Standards Operating Procedures for the department. Facilitate the development of job description for the department: Review Job Descriptions and ensure alignment to the approved organisational structure. Render guidance / assistance to all stakeholders on the development of Job Descriptions. Conduct workshops on development and reviewal of Job Descriptions. Ensure job description database is developed. Maintain the job description database and keep it up to date. Coordinate and ensure implementation of job evaluation: Identify all positions that are due for a job evaluation process. Conduct job analysis and the capture data in the system. Present evaluated positions to relevant je structures. Draft report requesting approval 
 
 
 
 
ASSISTANT DIRECTOR: SIGN LANGUAGE INTERPRETER 
Salary Package: R356 289. 00 Per Annum (Level 09)

Minimum Requirements: NQF Level 7 as recognized by SAQA/ Bachelor’s Degree or Advanced Diploma in Languages or any related field with a minimum of 5 -10 years of practical experience in SASL. In-depth knowledge of policies on reasonable accommodation, Computer literate including research skills and a Valid Cod B/EB driver’s license 
 
KPA’s: Implement the Integrated Provincial Disability Programmes, focused on deaf persons according to provincial and national government objectives. Administer a database of sign language interpreters according to relevant policies and procedures. Implement capacity building programmes for sign language interpreters and government officials in South African Sign Language according to program objectives. Manage the allocated resources of the unit in line with legislative and Departmental policy directives and comply with corporate governance and planning imperatives
 
 
 
 
PERSONAL ASSISTANT TO THE DIRECTOR GENERAL 
Salary Package: R242 475.00 Per Annum (Level 07)

Minimum Requirements: NQF level 6 in Office Management/ Office Support with 3-5 year’s working experience in similar role in the office of a Senior/Executive Manager or Matric with ten (10) years’ experience in administrative environment. Knowledge: Good understanding of Government Operations, basic knowledge of Financial and Human Resource process. Skills: Communication skills, telephone etiquette, and computers skills. 
 
KPA’s: Provides a secretarial/receptionist support service to the Director General. Renders administrative support services. Provide support to Director General regarding meetings. Supports the Director General with the administration of the budget. Studies the relevant public service and departmental prescripts/policies and other documents and ensure that the application thereof is understood properly.
 
 
 
 
 
ADMIN OFFICER: TECHNICAL SUPPORT (X2 POSTS) 
(6 MONTHS CONTRACT) 
Salary Package: R242 475.00 Per Annum (Level 07)

Purpose:To produce a 5th administration handover report 
 
Minimum Requirements: NQF Level 7 as recognized by SAQA in the areas of Public Administration, Office management, Office Administration with at least 2 years working experience in a government administrative environment. Skills: Ability to apply technical/professional skills; Ability to accept responsibility, work independently, and produce good quality work. Must be a team player, flexible, reliable and have good verbal and written communication skills. Must have good interpersonal relations, planning and execution skills and good analytical skills. Must have knowledge of the PFMA and the Public Service Act and Regulations. Competencies: Computer literacy especially in Microsoft Office; Excellent communication skills; Administration skills; Interpersonal skills; Organisational skills; Analytical skills; Typing and Report-Writing Skills; Minute taking and report writing skills. 
 
KPA’s: Render technical assistance in producing the 5th administration hand-over report which includes data collection, analysis and collation of information, document management, file management, liaising with stakeholders including through the drafting of correspondence (submissions, letters…etc.), and compiling interim reports. Provide effective administration support to the Office of the Director-General as and when requested by the DG, administratively manage, organise and coordinate activities to ensure a seamless flow of information during the compilation of the 5th administration hand-over report.
