EASTERN CAPE SOCIO ECONOMIC COUNCIL (ECSECC)
The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity. It was established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning and facilitation.
PROGRAMME MANAGER: GOVERNANCE PLANNING SUPPORT
(5 Year Fixed Term Contract)
ECSECC is seeking to employ a suitably qualified Programme Manager is responsible for managing the Governance and Planning Support Programme. (S)he is also responsible for designing, managing, implementing and monitoring the annual strategic plan and budget, as well as the quarterly and monthly work plans for the Programme. (S)he is responsible for designing interventions to enable improved policy decision making, long, medium term, annual-planning, and a shared development agenda for the Eastern Cape.
Furthermore, the Programme Manager must manage and supervise all employees within the Programme. The Programme Manager reports directly to the Executive Director of ECSECC.
THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:
• Programme Management
- Provide strategic governance and intellectual leadership to the programmes.
- Design and prepare strategic plans and work plans of the programme.
- Manage implementation of programme deliverables and outputs.
- Mange and supervise programme staff.
- Manage programme budget and approve programme expenditure.
• Build provincial capacity in long and medium-term planning.
- Facilitate government’s development, adoption, implementation and review of long-term strategies, plans and policies that accelerate social and economic transformation.
- Mobilise stakeholders for the support and implementation of long-term plans policies and strategies.
- Develop, drive and mobilise stakeholders in support of catalytic initiatives in support of Vision 2030 and associated long term plans strategies.
• Facilitate and drive inter-sphere and sectoral planning & master plans support
• Provision of technical support to provincial and local government
- Develop models of developmental local government and Provide technical support and advise to District, Local Municipalities as requested.
- Assist municipalities to align the District Development Model and Integrated Development Plans to the Provincial Development Plan.
- Ensure provision of development planning support to Local, Provincial Government Departments, entities and other ECSECC stakeholders.
- Ensure provision of strategic co-ordination and technical support to provincial infrastructure planning and stakeholder management.
• Provision of technical support to provincial and local government
- Provide technical support and advise to the Office of the Premier, Provincial Treasury, Department of Cooperative Governance and Traditional Affairs and other Departments as required.
- Participate in and provide strategic leadership to relevant national and provincial IGR and multi-stakeholder structures and forums.
- Manage and support provision of quality knowledge-based advice through conducting research and ensure use the research findings and recommendations of research to provide information and support to government and non-government stakeholders.
- Assist in the design and development of strategic plans of ECSECC.
- Implement the Human Resource Policy and other policies within the Unit.
- Maintain discipline and staff morale.
- Participate in management and staff meetings.
- Ensure quality standards in the Unit of all deliverables and outputs.
QUALIFICATIONS, SKILLS/EXPERIENCE AND COMPETENCTIES
• Post graduate degree in development planning, economics, public administration, or related fields. (Minimum master’s Degree or equivalent in experience).
• Demonstrated technical expertise in any two or more of the following areas: town and regional planning; local government, infrastructure planning, local economic development, institutional development, integrated planning, Municipal Finance, public sector transformation etc. with knowledge of the growth and equity agendas.
• Knowledge of social sectors, political economy and development institutions in South Africa broadly, and the Eastern Cape Province specifically.
• Advanced understanding of long-term planning, strategy development and stakeholder mobilisation. Knowledge of foresight methodologies an advantage.
• Excellent Programme and Project management skills.
• Excellent writing abilities in English (demonstrated ability to write papers, short notes, briefings, PowerPoint presentations) A working knowledge of Xhosa would be an advantage.
• Proven ability to work well as part of a team.
• Excellent people and team skills with proven ability to manage complex inter-disciplinary teams.
• Advanced analytical, communication, negotiation and problem-solving skills.
• Computer literacy.
• A valid driver’s license.
Experience
• At least 6 years of operational experience with an emphasis on strategy development and execution.
• A minimum of 8 years of proven experience as a manager.
Extent of Stakeholder Network
• Interact and network with stakeholders.
• Prepare monthly, quarterly and annual reports for the Executive Director
