EASTERN CAPE SOCIO ECONOMIC COUNCIL (ECSECC)
The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning, and facilitation.
Development Economist
(Three Years Fixed Term Contract)
ECSECC seeks to employ a suitably qualified Development Economist who will be responsible for providing support to Human Resources Development and Economic Development Programme, focusing on issues of economic development. The incumbent reports to the Programme Manager: Economic Governance and Human Resource Development.
Following are the responsibilities and requirements:
Key Responsibilities:
• Conduct research, prepare reports, or formulate plans to aid in solution of economic problems arising from production and distribution of goods and services.
• Provide economic policy analysis for ECSECC.
• Conduct collect and process economic, labour and skills related data using a wide range of quantitative and qualitative methods.
• Evaluate past and present economic issues and trends.
• Develop numerous oral and visual presentations, which non-technical audiences must be able to understand thoroughly in order to inform decisions.
• Provide economic advice into strategic policies and policy development processes in the province of Eastern Cape.
• Develop and support development of economic think pieces, provide strategic economist and intellectual leadership to the programme.
• Participate in a range of research conducted by ECSECC.
• Work closely with provincial government, business, labour and other ECSECC social partners.
• Participate in a range of research conducted by ECSECC.
• Develop reports and plans as per the instruction of the programme manager.
• Implement the policies of the organization.
• Participate in ECSECC activities and sessions.
Qualifications:
• Bachelor’s Degree (NQF Level 7).
• Post graduate qualification in Economics or Finance or related fields, will be an added advantage.
• Good understanding of Socio-Economic challenges confronting South Africa and the Eastern Cape.
• Ability to work under pressure and meet deadlines.
• Have a good understanding and practical experience of a wide range of quantitative and qualitative research methods.
• Have a good understanding of economic statistics (command of econometric and statistical software)
• Good communication skills (verbal and written).
• Good command of statistical and econometric computer software (sources & interpretation).
• Proficiency in the use of MS Excel, MS Word, and MS Power point. Good command of statistical and econometric computer software.
• Ability to source and analyze complex data from different sources.
• Ability to conduct a research independently, and to build econometric models.
Experience:
• Extensive experience in Macro Economics, Sector Studies, Strategy Formation, Fiscal Studies and LED studies.
• At least five years’ experience in, data analysis and report writing.
• Work closely with provincial government, business, labour and other ECSECC social partners.
• Participate in a range of research conducted by ECSECC.
