EASTERN CAPE SOCIO ECONOMIC COUNCIL (ECSECC)
The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity. It was established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning and facilitation.
CHIEF OPERATIONS OFFICER
(5 Year Fixed Term Contract)
ECSECC is seeking to employ a suitably qualified Chief Operations Officer is responsible for the efficient operations of the organisation, including the design, planning, management, implementation and monitoring of the strategic, annual and operational plans for the organisation. The Chief Operations Officer is responsible for information, communication, technology (ICT), digital transformation and knowledge management at ECSECC.
The Manager participates in organization activities and is expected to produce organisation documentation as per the requirements of ECSECC. The Chief Operations Officer must manage and supervise all staff within the Programme. The Chief Operations Officer reports to the CEO.
THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:
• Organisational Operations Management
- Facilitate the development of a comprehensive Strategic Plan, Annual Performance Plan (APP), Service Level Agreement (SLA) and Annual Operational Plan (AOP).
- Develop and manage an effective project management system for ECSECC and monitor the performance of programmes and Ppojects.
- Monitor the implementation of the ECSECC Strategic Plan, Annual Performance Plan and Annual Operational Plan.
- Ensure timely submission of plan and reports as per requirements set out in applicable policy and legislation.
- Provide strategic and operational support to ECSECC Programmes and Projects.
- Coordinate collaboration and integration between ECSECC programs.
• Knowledge and Stakeholder Management
- Develop and manage organisational policy, strategy and systems for stakeholder management and communications.
- Develop and manage organizational policy, strategy and systems for knowledge management and research.
- Develop and manage systems and mechanisms for internal and external access to socio-economic, data analysis and information.
- Facilitate partnership with HEIs and research institutes for collaboration on applied research to inform development work.
- Develop and manage organizational policy, strategy and systems for ICT and digital transformation.
- Ensure sound and compliant ICT governance.
- Build an ICT that enables ECSECC success in executing it Value Proposition
- Participate in and give strategic guidance to organizational committees. Participate in and support governance and oversight structures (Board of Directors OTP, Treasury, Legislature).
- Design, prepare and manage strategic and annual plans of the Programme and its sub-programmes.
- Manage programme budget and approve programme expenditure.
- Develop the potential and capacity of programme staff
- Negotiate & resolve conflict within the Programme
- Implement quality insurance standards in the Programme.
- Manage and supervise programme staff
- Delegate & assign work to employees within the programme
- Maintain discipline and staff morale
QUALIFICATIONS, SKILLS/EXPERIENCE AND COMPETENCTIES
• Post graduate degree in either Business Management / Human Sciences / Development or related field (NQF Level 9).
• Development or related field (NQF Level 9)
• Understanding of relevant policies and legislation of provincial and national government.
• Advanced comprehension of strategy management, digital transformation, knowledge and information management.
• In-depth understanding of socio-economic context of South Africa and the Eastern Cape.
• Ability to work independently and under pressure.

Experience
• Minimum of eight years’ experience in enterprise operations management.
• Minimum 5 years senior management experience.
• Experience in digital transformation and knowledge management.
• Experience in managing programme budget and approve programme expenditure.
• Experience in monitoring and evaluating expenditure against budget.
• Exposure to working in or with the public sector.
Extent of Stakeholder Network
• Office of the Premier.
• Department of Treasury.
• Eastern Cape Legislature
• ECSECC board of Directors and their constituencies (government, private sector, civil society, trade unions and universities)
• Any other institution that has a relationship with ECSECC.
