EASTERN CAPE SOCIO ECONOMIC COUNCIL (ECSECC)
The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity. It was established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning, and facilitation.
CHIEF FINANCIAL OFFICER
(FIVE YEAR FIXED TERM CONTRACT)
ECSECC is seeking to employ a suitably qualified Chief Financial Officer for a period of five years. The Chief Financial Officer (CFO) assists the Chief Executive Officer (CEO) implement the Public Finance Management Act (PFMA) and relevant legislation within ECSECC. The CFO is also responsible for planning, management, administration and monitoring of all the budgets, finances and expenses of the organization in terms of the PFMA, Board policies and audit recommendations. The incumbent is also responsible for management of the Finance, Procurement and IT Units of the ECSECC. Further responsibilities also include overall compliance of the ECSECC as the Compliance officer. The CFO reports directly to the Chief Executive Officer of ECSECC and serves as one of the Executive Directors of the organization.
• To effectively manage and direct the Finance, Procurement and IT business Units of the ECSECC
• Provide strategic finance (including models) and intellectual leadership to the ECSECC
• Develop and implement the ECSECC’s Financial, Procurement and IT strategies and plans
• Oversee and control the budgeting process
• Sound financial reporting to ECSECC Management, Board, external stakeholders and other relevant authorities
• Participate in ECSECC Board and Board Subcommittee meetings and serve as one of the Executive Directors
• Ensure compliance with the Companies and PFMA Acts and continuously ensure that the organization complies with all legal and regulatory requirements
• Preserve relations with internal and external auditors and investigate their findings and recommendations
• Manage and maintain in-depth financial relations with key stakeholders such as OTP and Provincial Treasury
• Performance manage the Finance, Procurement and IT

• Actively mentor interns and junior staff in their professional development
• Implement operational best practices and oversee the ECSECC’s transaction processing systems
• Construct and maintain reliable control systems and monitor effectiveness thereof
• Ensure that financial record keeping meets the requirements of auditors and legislation
• Ensure sound risk management within Finance, Procurement, IT
• Interface with Office of the Auditor-General, Office of the Premier, Provincial Treasury and other funders
• Ensure preparation of compliant monthly, quarterly and annual financial statements for the Board, Legislature and other stakeholders
QUALIFICATIONS, SKILLS/EXPERIENCE AND COMPETENCTIES
• Post Graduate degree in Accounting or Financial Management;
• Registration with the Professional Board as a Chartered Accountant: CA (SA) will serve an as added advantage;
• Experience of ICT Governance and management highly advantageous;
• A Minimum of eight years working experience in Financial and Supply Chain Management;
• A Minimum of 5 years’ experience at Management level;
• In-depth knowledge and understanding of PFMA, Treasury Regulations, Supply Chain Management Regulations, GRAP and all related legislation impacting on and influencing the functioning of the organisation and relevant standards;
• Interpersonal skills, ability to communicate and manage well at all levels of the Organization;
• Ability to operate under pressure and independently;
• Capability to make sound cost conscious decisions that have far-reaching organisation-wide financial implications;
• Problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses;
• High level of integrity and dependability;
• Computer skills and working knowledge of computer accounting packages.
