Overview of the entity
The Eastern Cape Rural Development Agency is a schedule 3C entity in terms of the Public Finance Management Act,1 of 1999 as amended, with a mandate to promote, support and facilitate rural development in the Eastern Cape province.
PRINCIPAL PROJECT MANAGER
Task Grade: 16
Reporting line: Infrastructure Delivery Management System Manager
Location: East London (head office)
Duration: 3 years Fixed Term Contract
Main purpose of the position:
The purpose of the position is to provide engineering support in the development of project infrastructure of the organization.
Minimum requirements:
Educational
- Grade 12 (NQF level 4)
- A degree in Civil Engineering or building (NQF Level 7)
- Project management Certificate
- Membership of a professional body such as SACPCMP
Experience:
- A minimum of 10 years' experience in the design and construction of infrastructure.
- Proven record of management of SMME development programmes
- Proven experience in the design and development of Agriculture related infrastructure
- Understanding of PFMA .
- Code 8 driver’s license

DUTIES
- Design Infrastructure projects for the planned projects
- Monitor the service providers who are building the approved designs
- Ensure compliance with that the service providers are maintaining the building standards and safety standards
- Project manage the building of infrastructure of the organization
- Budget for the implementation of the project
- Ensure workmanship by the service provider meets the required standard
- In collaboration with SCM (contracts management), manage the contracts of the service providers and ensure that they comply with the time frames and standards as contained in the contract
- Develop specification for the infrastructure.

MANAGER: INVESTMENT PROMOTION
Task Grade: 15
Reporting line: Executive Trade and Investment
Location: East London (head office)
Duration: Permanent
Main purpose of the position:
The purpose of the position is to develop and implement investment promotion strategies to drive investment into the rural areas of the Province. The role is key in identifying, facilitating, and securing investments that align with the Agency’s rural development objectives.
Minimum requirements:
Educational
- Grade 12 (NQF level 4)
- An Honours degree in Commerce/International Business/Investment Management, or a related field (NQF Level 8)
Experience:
- A minimum of 8 years' experience in the Investment Promotion field.
- Five (5) years in the managerial level.
- Demonstrable experience in developing and implementing investment strategies, especially in rural development, agro-processing, or rural economic sectors.
- A valid Code 8 driver’s license

DUTIES
- Develop, implement, and monitor Investment promotion strategy
- Identify risks register associated with Investment promotion, and implement risk mitigation strategies
- Drive investment facilitation
- Develop a data base of potential investments
- Support projects within the organization to find investors
- Coordinate investment promotion initiatives in collaboration with relevant role players internally and externally
