DIVISION: FINANCIAL MANAGEMENT
REPORTS TO: SECRETARY TO THE LEGISLATURE
GRADE: 19
SALARY NOTCH: R 1 132 456. 00 p.a.
SALARY SCALE: R 1 132 455.00 — R 1 187 661.00 p.a.
TOTAL PACKAGE: R 1 856 349.00 p.a. - inclusive of employer's Medical Aid contribution to a maximum of R31 200.00 pa, housing allowance to a maximum of R51 600.00 pa, a car allowance of 8297 582.00 p.a. 13th Cheque and 22% of Employer's contribution to Provident Fund.

MINIMUM REQUIREMENTS • Postgraduate Degree (NQF 8) in Financial Management or Financial Accounting or Commerce or equivalent qualification in a related field. • CA or Master's Degree (NOF 9) in Financial Management or Financial Accounting or Commerce or equivalent qualification in a related field will be an added advantage. • Eight (8) years experience in Financial Management environment. • Five (5) years experience in Senior Management level.
SPECIFIC REQUIREMENTS • Thorough knowledge of Generally Recognised Accounting Practices (GRAP). • Thorough knowledge of FMPPLA, PFMA, Thorough knowledge of Generally Recognised Accounting Practices (GRAP).• Thorough knowledge of FMPPLA, PFMA, Legislative Sector, SCM Regulations, Treasury Regulations, PPPFA and BBBEE framework. Knowledge of financial management systems including BAS, PERSAL, Caseware. • Knowledge of Risk Management and establishment of Internal Controls. • Knowledge of Microsoft packages — Outlook, Word, Excel, Access and PowerPoint.

KEY PERFORMANCE AREAS • Provide strategic leadership in budget planning in support of the achievement of the Legislature's strategic objectives. • Implement a budget management and expenditure system in line with the provisions of FMPPLA and related laws and regulations and ensure value for money. • Ensure implementation of an enterprise wide risk management, fraud management strategy and ensure continuous improvement of the internal control environment. • Ensure timely preparation of accurate financial reports including annual financial statements in accordance with CRAP standards. • Ensure implementation of an effective and efficient supply chain management (SCM) system that is responsive to the business requirements of the Legislature. • Establish and maintain good relations with senior executives, Audit Committee, Labour unions, and Members of the Legislature to ensure adequate support is provided on financial management matters.
