(5 YEAR PERFORMANCE CONTRACT POSITION)

The Eastern Cape Provincial Legislature requires a dynamic strategic thinker with exceptional leadership skills as its Secretary to strategically manage the Eastern Cape Legislature in the most effective manner.
The successful candidate will be the Accounting Officer reporting to the Speaker.
Having to operate in a legislative environment, a thorough understanding and knowledge of the Legislative Sector is a critical requirement with the details below:

POSITION: SECRETARY TO THE LEGISLATURE
DIVISION: Office of the Secretary to the Legislature
REPORTS TO: Honourable Speaker of the Legislature
GRADE: 22
SALARY NOTCH: R1 486 887 per annum
SALARY SCALE: R1 486 887 per annum
TOTAL PACKAGE: R2 367 068 per annum - inclusive of employer's Medical Aid contribution to a maximum of R31 200 pa, housing allowance to a maximum of R51 600 pa, a car allowance of R346 359 p.a, 13th cheque and 22% of Employer's contribution to Provident Fund.
MINIMUM REQUIREMENTS: • A Postgraduate Degree (NQF 8) in Public Management/ Administration/ Social Sciences or equivalent qualifications in related field. • A Master's Degree (NQF 9) in Public Management/Administration/ Social Sciences or equivalent qualification in related field will be an added advantage. • Ten (10) years' experience in a Legislative / Public/ Private environment • Seven (7) years at Executive Management level.
COMPETENCIES REQUIRED: • Language proficiency in isiXhosa and English. • Knowledge of Microsoft Programmes (Ms Word, Ms Excel, Ms PowerPoint, Internet & Email. • Knowledge, understanding & interpretation of the Standing Rules of Procedures • Excellent writing and verbal communication skills at a high level. • In-depth knowledge of Acts, regulations, policies and strategies related to the job. • Ability to lead change management initiatives and strategic organisational objectives • Ability to utilise resources effectively and economically to achieve the key deliverables. • Ability to communicate across all sectors and high level interpersonal skills. • Excellent management and leadership skills. • Knowledge and understanding of legal prescripts • Ability to work in a political environment and under pressure. • Ability to analyse critically and adapt to changing environment.
KEY PERFORMANCE AREAS: • Provide leadership to the development of the institutional strategic plan, annual performance plan and operational plans. • Ensure the development, monitoring and evaluation with regular reporting In-Year monitoring, monthly, quarterly, half year and annual reporting. • Maintenance of an effective and efficient administration through administrative leadership and liaison with the institutional stakeholders inclusive of Presiding Officers, Members of the Provincial Legislature and Organised Labour. • Management of support services in terms of Parliament's Constitutional functions. • Ensure good governance of the quality assurance structures which are Internal Audit, Auditor General, Audit Committee, and Legislature Oversight Committee. • Provide leadership in terms of the allocation of resources. • Develop and maintain sound labour relations in the institution with social partners to create sustainable partnerships. • Provide leadership and ensure good stakeholder relationships.

POSITION: LEGAL ADVISOR
DIVISION: Legal and Procedural Services
REPORTS TO: General Manager: Legal and Procedural Services
GRADE: 15
SALARY NOTCH: R870 160 per annum
SALARY SCALE: R870 160 - R1 051 650
TOTAL PACKAGE: R 1 442 181 inclusive of employer's Medical Aid contribution to a maximum of R31 200 p.a., housing allowance to a maximum of R51 600 p.a., 13th cheque and 22% of Employer's contribution to the Provident Fund, car Allowance a maximum of R225 272.
MINIMUM REQUIREMENTS: • A Bachelor's degree / Advanced Diploma (NQF 7) in Law / Legal / LLB or equivalent qualification in a related field. • A Postgraduate degree (NQF 8) in Law / Legal / LLB or equivalent qualification in a related field will be an added advantage. • Five (05) years' experience in legal advisory services /state legal advisory services. • Three (03) years at middle management level.

REQUIRED COMPETENCIES: • Language proficiency in at least two of the four dominant in the Eastern Cape (IsiXhosa, English, Sotho and Afrikaans) • Knowledge of Microsoft programmes (Ms Word, Ms Excel, Ms PowerPoint, Internet & Email) • Knowledge, Understanding & Interpretation of the Standing Rules of Procedures • Knowledge and understanding of legal prescripts • Verbal/Written communication skills
KEY PERFORMANCE AREAS: • Rendering professional advisory and support services to Committees. • Rendering professional legal advisory and support services to law making. • Rendering professional legal services to the institution. • Litigation management. • Policy co-ordination. • Adherence to all legislature policies and procedures in daily work.
DIRECTION TO CANDIDATES: • Applications must be submitted on a properly completed and signed Z83 form accompanied by comprehensive Curriculum Vitae, recently certified copies of qualifications and RSA Identity Document.
