EASTERN CAPE PARKS AND TOURISM AGENCY (ECPTA)
POSITION : CHIEF EXECUTIVE OFFICER (5 year fixed term contract)
Centre : HEAD OFFICE – EAST LONDON
Level : E4
Purpose
To provide strategic leadership to the ECPTA and implement Board of Director’s decisions in accordance with the mandate of the ECPTA as provided for in the Eastern Cape Parks and Tourism Act (2010) and related Legislation.
Requirements
- An appropriate post-graduate qualification (Conservation or Tourism) with preference for a Master’s degree, MBA or MBL.
- A minimum of 10 (ten) years relevant experience of which 5 (five) years at senior/executive management level.
- Experience in eco-tourism operations within commercial settings and/or experience in biodiversity management linked to the green economy would be advantageous.
1. Strategic management
- Develop a strategic plan for the ECPTA.
- Provide direction to the executives on the successful implementation of the plan.
- Ensure alignment of the strategies across various functional areas in ECPTA.
- Monitor, evaluate and report on progress against the strategic plan and take corrective action to keep plans on track in the light of new challenges in the environment.
- Lead changes required in the ECPTA.
- Develop and implement an organisation performance framework.
- Provide direction on strategic resourcing of ECPTA.
- Establish and maintain strategic relationships on local, provincial, national government level, international level and/or other external stakeholders.
- Ensure the organisational structure is in alignment with the strategy of ECTPA.
- Develop a strategic risk management vision and make decisions on risk management issues that directly impact on the strategic direction of ECPTA.
- Evaluate all activities to determine value added and alignment with the ECPTA strategic goals.
2. Stakeholder Management
- Engage with stakeholder groups on biodiversity, tourism and heritage.
- Engage with executive authorities on local, provincial and national level.
- Promote the ECPTA’s mission and vision to all relevant stakeholders.
3. People management
- Create processes to ensure accountability for people management and development.
- Develop comprehensive and integrated strategies and approaches for managing human resources.
- Create an environment conducive to effective management of diversity.
- Inspire a culture of performance excellence by providing constructive and positive feedback.
- Oversee the implementation of skills and training initiatives in accordance with the skills development plan.
- Ensure performance management of staff in accordance to ECPTA policies and procedures.
- Ensure organisation structure is appropriately resourced.
- Ensure employee relations are managed in accordance with ECPTA polices and regulations.
- Share knowledge of the big picture to help subordinates understands their roles.
4. Financial management
- Evaluate the financial impact of strategic decisions across ECTPA.
- Develop long term plans, performance measures and budgets that are aligned to the strategic objectives.
- Allocate financial resources according to competing internal and external objectives in compliance with relevant legislations and policies.
- Ensure compliance with supply chain management processes as required by the PFMA.
- Discharge responsibilities as accounting officer as set out in the PFMA.
