HUMAN CAPITAL MANAGER
Centre: Head Office (East London)
Band: D – Upper
 
Purpose
Reporting to the Executive Director: Corporate Services, the Human Capital Manager is responsible for managing and implementing a generalist Human Resource “one-stop” service to the Head Office, regions and reserves and implementing organizational improvement projects. The incumbent will manage and oversee Recruitment, Selection and Placement; Employee Benefits and Human Resources Administration; Performance Management; and Organizational Development functions for the Eastern Cape Parks & Tourism Agency. 
 
Requirements
  • A B-Degree in Human Resources or Industrial Psychology or equivalent.
  • Five years’ relevant experience in middle management in Human Capital Management.
  • Code EB driving license. 
 
Key Performance Areas
  • Remuneration & Benefits: Development and implementation of a sound remuneration strategy and philosophy for the ECPTA; Develop a mandate for Remuneration; Advise on remuneration increases; Develop salary scales on market related information; Implement Bargaining and non-bargaining increases; Ensure benefit structure is appropriate for Eastern Cape Parks & Tourism Agency and efficient management of the claims process.
  • Recruitment: Oversee and ensure efficiency of entire recruitment process; Ensure Compliance with internal procedures and legislation.
  • Performance Management: Ensure compliance with the performance management policy, calculate performance bonuses at the end of the financial year, ensure all staff of Eastern Cape Parks & Tourism Agency have valid performance contracts, and ensure all staff have been assessed bi-annually.
  • Organisational Development: Manage projects related to Human Resource initiatives; Plan, approve and consult with representatives, unions, and staff; Implement Organisational Development projects.
  • Management: Lead, manage and monitor the performance of Human Capital Administration Supervisor, Employee Benefits Specialist and Human Capital Officers.

MARINE ECOLOGIST
Centre: Head Office (East London)
Level: C – Upper
 
Purpose
Reporting to the Senior Manager Scientific Services, the Marine Ecologist will facilitate and conduct research and biomonitoring programmes, to guide and inform the strategic management of marine protected areas. Furthermore, to provide the Agency and other key stakeholders with strategic guidance and support when required.
 
Requirements
  • An MSC Degree, and a minimum of 3 (three) years’ work experience in a marine research or conservation field.
  • Experience in data analysis and management.
  • Socio-ecological experience and previous scientific publications would be an added advantage.
  • Valid driver’s license.
  • Off Road driving.
  • Open water diving, Radio and Commercial license would be advantageous. [Incumbent must be willing to obtain].
  • Skipper Grade C is advantageous.
 
Key Performance Areas
  • Ecological Research: Determine research priorities, conduct, and coordinate scientific research on marine protected areas. Identify new and emerging threats and problems.
  • Biomonitoring: Design biological and biophysical monitoring programmes for marine protected areas. Keep abreast of new trends and developments.
  • Advisory Service: Provide expert ecological advice and support to regional and reserve management as well as the Agency as a whole.
  • Stakeholder Engagement and Management: Build and maintain effective relationships with stakeholders e.g. government, private organisations, academic institutions, researchers, communities, estuaries management, local municipalities and ecological experts
  • Budget planning and monitoring: Prepare and submit annual budget. Monitor the use of financial resources and ensure compliance with government and organisational directives and prescripts.
  • Project Management: Coordinate projects, build partnerships, write project proposals and source external funding.
  • People Management: Manage subordinates by assigning work/duties and assessing progress. Ensure Policy implementation of HR policies and strategies such as leave management, Employment Equity, etc.

MANAGER: WILDLIFE MANAGEMENT AND GAME INDUSTRY TRANSFORMATION
Centre: Head Office (East London)
Level : D – Lower
 
Purpose
Reporting to a Senior Manager, the Manager: Wildlife Management and Game Industry Transformation will manage and coordinate wildlife commercial activities by means of game auctions, hunting, capture, translocation, culling and to improve game industry transformation in the Eastern Cape.
 
Requirements
  • Minimum 3-year Degree in Conservation or equivalent relevant qualification. A further minimum experience of five years in industry is a pre-requite. A course in wildlife commercialisation would be advantageous.
  • Valid driver’s license.
  • Willingness to travel extensively.
 
Key Performance Areas
  • Revenue Generation: Facilitate and coordinate the hunting, external and internal culling and live sale programmes and ensure appropriate accommodation and other hospitality requirements for hunters.
  • Game Transformation: Implement approved game transformation policy and three-year strategy and submit for approval by Board. Promote and ensure compliance with conservation legislation.
  • Stakeholder Management: Engage with internal and external (including funders, government entities and communities) to source resources (supplementary funding) for the success of the program.
  • Game Management operations in Protected Areas: Facilitate, plan and coordinate game management operations.
  • Mentorship: Develop and coordinate mentorship programme for programme participants.

ECOLOGIST
Centre: Head Office (East London)
Level: C – Upper
 
Purpose
Reporting to the Senior Manager Scientific Services, the Ecologist will facilitate and conduct research and biomonitoring programmes that informs the strategic management of reserves. Furthermore, to provide advice to inform ECPTA strategic decisions, as well as external legislative decisions when required. 
 
Requirements
  • A MSC Degree, and a minimum of 5 (five) years’ experience in an Ecological role within Conservation.
  • Experience in data analysis and management.
  • Socio-ecological experience would be advantageous.
  • Prior experience in scientific research, data analysis and management.
  • Good written and verbal communication skills and the ability to write reports.
  • GIS skills would be an added advantage.
  • Code EB driving license.
 
Key Performance Areas
  • Ecological Research: Determine research priorities and conduct research, through internal research projects or source external researchers. Support external researchers through planning and collaboration.
  • Biomonitoring: Design biological and biophysical monitoring programmes for the reserves.
  • Advisory Service: Provide routine ecological advice to regional and reserve management. Provide expert advice and input into legislation and regulation as and when required.
  • Stakeholder engagement and management: Build and maintain effective relationships with stakeholders e.g. National departments, private organisations, researchers, communities, local municipalities and ecological experts.
  • Budget planning and monitoring: Manage the approved budget as per the project plans and schedules.
  • Project management: Manage research projects (internal on reserves and external researchers).
  • People management: Manage subordinates by assigning work/duties and assessing progress. Ensure Policy implementation of HR policies and strategies such as leave management, Employment Equity, etc.
