EXECUTIVE MANAGER: PARLIAMENTARY SERVICES (ON A FIVE YEAR CONTRACT)
DIVISION : Parliamentary Services
REPORTS TO : Secretary to the Legislature
GRADE : 20
SALARY NOTCH : R1 395 476.00 per annum
SALARY SCALE : R1 395 476.00 – R1 463 553.00 per annum
TOTAL PACKAGE : R2 265 421.00 per annum- inclusive of employer’s Medical Aid contribution to a maximum of R37 887.00 per annum, Housing Allowance to a maximum of R62 660.00 per annum, 13th Cheque, and 22% Employer’s contribution to the Provident Fund, a Car Allowance of R346 104.00 per annum.
MINIMUM REQUIREMENTS
A Postgraduate Degree (NQF 8) in Legal or Law or equivalent qualification in a related field.
Master’s Degree (NQF 9) in Legal or Law or equivalent qualification in a related field will be an added advantage.
Eight (08) years’ experience in Legal environment.
Five (5) years at a Senior Management level in a Parliamentary environment.

SPECIFIC REQUIREMENTS:
Language Proficiency in English as well as isiXhosa or Sesotho or Afrikaans.
Computer proficiency with knowledge of Microsoft Programmes as minimum.
Knowledge, understanding and interpretation of the Standing Rules of Procedure.
Knowledge and understanding of legal prescripts, including the Constitution and Standing Rules of Procedure.
Ability to work in a political environment and under pressure.
Ability to analyze critically and adapt to changing environment.
KEY PERFOMANCE AREAS:
Oversee and manage Parliamentary Services inclusive of House Proceedings, Hansard, Languages and Questions as well as Committees.
Oversee Legal Advice, Drafting of Legislation, Petitions, Research and Oversight processes.
Coordinate and oversee planning and implementation of the public participation and education programme.
Coordinate and manage the programme of Committees and the Legislature to ensure seamless running of government programmes.
Facilitate drafting of legislation, contracts, policies and processing of bills.
Ensure effective liaison with the National Council of Provinces (NCOP).
Management of financial and human resources of Parliamentary Services.

DIRECTION TO CANDIDATES
Applications must be submitted a properly completed and signed Z83 form.
The Z83 form must be accompanied by a comprehensive Curriculum Vitae, recently certified copies of academic qualifications and a certified copy of RSA Identity Document.
The certified copies of documents should have been certified not longer than three months as at the date of application.
Candidates in possession of foreign qualifications should attach a certificate of evaluation of their qualifications from South African Qualifications Authority.
Failure to comply with the above directions will result in the application being disqualified.
All shortlisted candidates will be subjected to Security Screening and Security Clearance.
In the event of any negative outcomes during competency assessment, security clearance, evaluation of documents and other vetting checks, the employer reserves the right to cancel any contractual obligations entered into with the candidate.
