Job Description
The Eastern Cape Gambling Board is a statutory body established for the purposes of regulating gambling in the Eastern Cape Province. The Board is located in the scenic coastal city of East London.
Job Requirements
Requirements: Relevant National Diploma / Bachelor’s Degree in ICT and/ or Information Systems Audit • 2 years in gambling and / or compliance or regulatory environment • Advanced Computer literacy • A valid Code 8 Driver’s License.
Competencies and Skills: • Knowledge of other applicable legislation • Ability to detect, investigate and prevent illegal gambling • Ability to identify potential problems within internal controls • Ability to draw valid conclusion from an array of evidence • Attention to detail • Report writing skills • Conflict resolution skills • Good communication skills • Knowledge of the ECGB, National Gambling, Standards, Companies, POPIA, FIC, Acts • Stakeholder management skills.
Key Performance Areas: • Testing new and/ or modified gaming systems • Reviewing of betting and gambling internal control systems. • Initiate issuance of Certificate of Approval for Senior’s review and Management’s approval • Communicate compliance policies and guidelines to all licensees as and when necessary and authorised. • Review, maintain and report on the daily compliance control reports to identify any potential risks and work with stakeholders on any required implementation of changes. • Assist Inspectorate with the closure of illegal betting and gambling protocols when identified. • Assists in the designing and finalization of internal procedures as well as training programs. • Assists in planning and implementing compliance measures. • Conduct and report on reviews of Conditional Letters of Certification (C-LoC) from National Regulator for Compulsory Specification (NRCS) and follow up on required action. • Conduct and report on reviews of Penetration and Vulnerability (Pen. & Vul.) Testing Reports and follow up on any issues raised. | Conduct reviews of approved and broadcasted advertisement or marketing. • Conduct and report on ICT / Systems Audits for manufacturers, testing laboratories, and operators. • Conduct and report on regular review of live online betting channels, modes, or platforms. • Conduct and report on research on new industry trends, products, and data privacy and cyber / information security threats. • Conduct and report on reviews of advertisement or marketing approval requests. • Maintain records of all advertisement or marketing including from receipt, approved, rejected, and pending. • Maintain records of C-LoC from NRCS for follow up on required action. • Maintain records of Pen. & Vul. Testing Reports. • Conduct and maintain monthly industry financial and gambling and betting inventory statistical data analysis. • Maintain records of new, decommissioned, non-compliant, and declined devices. • Keep up to date and maintain knowledge of applicable legislative changes and developments in the industry.

Job Description

Job Requirements
Requirements: • National Diploma in Internal Audit / BCom Degree with at least Auditing and Accounting as major subjects or relevant qualification • 2 years experience in a Gambling / Regulatory /Auditing environment • Valid Code 08 Driver’s license.

Key Performance Areas: • Plan , conduct and report on the compliance audits for all Site Operators (type A, B C and D) and Bookmakers licenses in the Eastern Cape Province including review of annual financial statements • Plan, conduct and report on the revenue audits for Route and Site Operator and any other smaller licensees in the Eastern Cape Province • Create and update working papers • Recommend update Audit Programs to the Senior Auditor • Maintain monthly registers for non- compliance findings, under / over payment of taxes • Review quarterly reports submitted by all licensees • Conduct revenue analysis for all licensees • Reconciliation on quarterly basis of the annual fees paid for either employees / devices / licensees and any other registrations.
