EASTERN CAPE GAMBLING AND BETTING BOARD (ECGBB)
The Eastern Cape Gambling Board is a statutory body established for the purposes of regulating gambling activities in the Eastern Cape Province. The Board is located in the scenic coastal city of East London.
CHIEF EXECUTIVE OFFICER (5 YEAR CONTRACT)
Essential Requirements: ● Relevant postgraduate qualification (NQF Level 8) in Business Administration/Public Administration/Governance/Finance/Economics/Law, or a related field ●8-10 years experience at a Senior Management level, of which a minimum of five (5) years must be at Executive Management level.
Preferred Requirements: ● Masters Degree (NQF Level 9) in Business Administration/Public Administration/Governance/Finance/Economics/Law, or a related field ●Executive Management experience within a regulatory authority/public entity/similar environment.
Competencies and Skills: ●Comprehensive knowledge of gambling legislation and regulatory framework and public sector governance framework● Knowledge of regulatory systems ● Knowledge of digital transformation, systems-based regulation, data governance, and the application of technology (including AI) ●Knowledge of stakeholder and government relations within a public sector and intergovernmental context ●Strategic leadership, institutional governance, Board engagement, and executive accountability ●Financial oversight, resource optimisation, and fiscal management ●High-level stakeholder engagement, negotiation, and influence across government and industry.
Key Performance Areas: ●Provide overall strategic leadership and direction for the ECGB, ensuring alignment to its statutory mandate and the strategy● Position the ECGB as a leading, efficient, and credible gambling regulator and jurisdiction of choice ● Ensure the effectiveness, integrity, and coherence of the regulatory system across licensing, compliance, enforcement, and gaming control ●Drive strategic interventions to displace illegal gambling activities and strengthen regulatory enforcement capability● Ensure the financial sustainability of the ECGB through effective revenue generation, including gambling taxes from land-based and online operators ● Ensure the implementation of sound corporate governance, ethics, accountability, and reporting frameworks across the organization ●Enable the effective functioning of the Board and its Committees through accurate, timely, and decision-ready support● Ensure effective organisational performance management ●Position the ECGB as an Employer of Choice ●Drive the adoption and integration of digital technologies, including AI and systems-based regulation to enhance regulatory intelligence and decision-making capability● Lead research, knowledge management & policy development.
EXECUTIVE MANAGER – COMPLIANCE & LICENSING (PERMANENT)
Essential Requirements: ● Postgraduate qualification (NQF 8) in Accounting/ Auditing/ Compliance Management/Risk Management/Finance/Information Systems, ●5 years Senior Management experience in the gambling industry.
Preferred Requirements: ●Masters Degree (NQF 9) in Accounting/ Auditing/ Compliance Management/Risk Management/Finance/Information Systems ● 5 years Executive Management experience●5 years’ experience within a regulatory environment.
Competencies and Skills: ●Gambling legislation and regulatory frameworks, including the Eastern Cape Gambling Act and National Gambling Act ●Public sector governance, including PFMA, corporate governance, ethics, and accountability frameworks ● Strategic leadership, executive management, and decision-making ●Stakeholder, Board, and external relationship management. ●Financial management and budget oversight ●High-level communication, report writing, and presentation ●Sound judgment in complex and dynamic regulatory environments ●Leadership presence and ability to influence at executive and Board level.
Key Performance Areas: ●Provide executive leadership and strategic direction to the Compliance and Licensing Programme including oversight of audit, compliance, gaming control, and law enforcement services ●Oversee compliance monitoring of both land-based and online gambling platforms, including websites, betting systems, mobile applications, and associated technologies ●Ensure effective utilization and integrity of regulatory systems and databases, including Gambling Regulation System (GRS), the planned Gambling and Gaming Regulatory Monitoring System (GGRMS), and related regulatory platforms. Lead the development, implementation, and monitoring of the Gambling Regulation Strategy ●Integrate regulatory intelligence derived from audits, investigations, systems monitoring, and industry analysis into strategic and operational planning ●Identify and respond to emerging gambling trends and risks, including technological developments, online gambling growth, and systemic compliance threats ●Provide executive oversight and strategic direction to investigation and licensing functions ●Ensure that licensing outcomes support regulatory integrity, consumer protection, and industry sustainability ●Provide executive accountability for consumer protection initiatives, including responsible gambling and public education programmes ●Manage and oversee the utilisation of the Programme’s budget in accordance with PFMA and ECGB policies ●Oversee revenue assurance mechanisms linked to compliance monitoring, audits, systems regulation, and licensing activities. Provide executive oversight and coordination of submissions to the Board and the Compliance, Licensing and Transformation Committee (CLTC).
