About the Role
The incumbent will be responsible for conducting credit control on all ECDC loans and rental portfolio to ensure revenue optimisation and minimization of bad debts; utilising various communication channels to issue credit notices on defaulting loan debtors and ECDC tenants to enable timely recovery of funds; initiating internal collections processes through issuing of default and statutory notices on all debts overdue; communicating with both loans and property portfolio officials providing updates on the status of overdue accounts; liaising with defaulting tenants and debtors for formalisation of repayment arrangements to maximize revenue collection; and facilitating the handover process to the debt collection and legal services department for formal collection and/or legal processes. The role will also entail administration, reconciliation, payment coordination, and reporting on municipal services including liaising with municipalities to obtain age analysis of municipal rates and services, analysing for anomalies, raising orders for payments of rates and services due, following up with municipalities to obtain statements of rates and services; and conducting monthly and year end accruals on all rates and services due. The role shall also be responsible for ensuring and reporting on bill back of all utilities used by the tenant.

KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
Credit Control Management
- Monitor monthly repayments by ECDC tenants and loan debtors to match instalment raised per account to amount paid/collected and identify excesses.
- Prepare monthly arrears and excesses reports on all loans debtors and properties tenants.
- Issue default and statutory notices on all matters in default.
- Prepare and submit periodic (monthly & quarterly) credit control intervention statistics.
- Communicate with both loans and property portfolio consultants and provide updates on the status of overdue accounts
- Perform ECDC tenant and loan debt account reconciliations when required.
- Monitor payment history of debtors, and indicate when there is a need to take necessary action.
- Improve good relations with debtors/tenants to enhance overall collection increase for maximisation of revenue to ECDC.
- Follow up on overdue invoices, payments and implement company collections procedures as necessary, also look for ways to improve debt collection processes.
- Negotiate new proposed instalment arrangements agreed with default debtors and assist in structuring repayment plans for paying settlement of debt owed to the ECDC.
- Analyse the debtor and tenant account age analysis as would be received from the Portfolio manager
- Initiate the handover process on all matters that are over 60 to 90 days overdue.
- Liaise with municipalities to obtain age analysis on municipal rates.
- Analyse and rectify any anomalies on municipal accounts, raise discrepancies with municipal officials to receive an amicable solutions.
- Raise payment requisitions for all municipal rates due & facilitate payments.
- Follow up with municipalities to obtain statements of rates, conduct monthly and year end accruals on all rates due
- Responsible to bill back all utilities used by the tenants.
- Communicate with debtors to remind them of outstanding rental payments/debit orders due via Emails, SMS, Telephone calls and letters.
- Attend to tenant queries/complaints promptly and where necessary bring payment/s in agreed terms.
- Arrange, attend and contribute to meetings with key stakeholders and manage expectations.
- Maintain proper records of communication with clients regarding payment of rental arrears or account to also determine the date to make follow up.
MINIMUM REQUIREMENTS
- Relevant national diploma or equivalent in commerce or legal field
- A minimum of 3 years working experience of which at least 2 years must be in credit/loans/finance/collections/real estate administration within a Development Finance Institution, private sector or legal practice environment.

The incumbent will be responsible for directing and managing ECDC’s regional office property portfolio and leasehold services in line with the organisation's property management and leasehold policies, strategy and practice, and in keeping with the financial sustainability objectives and strategic mandate of the Corporation. The role incorporates responsibility over the following functional areas:
• Leasehold Management
• Asset Management
• Infrastructure and Facilities Management.
The role entails directing and managing regional office leasehold activities, investment assets and facilities management, revenue collection plans, processes and systems, as well as risk, compliance and governance arrangements relating to the areas of responsibility. PROGRAM MANAGER – INFRASTRUCTURE MANAGEMENT SERVICES (3-YEAR FIXED TERM CONTRACT)

About the Role
The Program Manager will report to the Senior Manager - Infrastructure Program Management Services. The incumbent will be responsible for initiating, packaging, planning, implementation, and oversight for infrastructure programmes managed by the ECDC largely on behalf of National, Provincial and Municipal clients. The role entails facilitation of programme resourcing, planning, coordination, and management of procurement; ongoing monitoring and reporting; and evaluation of performance and risks on programmes implemented. Furthermore, the role will be responsible for mitigating and managing risks and driving performance improvement strategies to ensure attainment of client objectives, retention and growth of client base. The incumbent will be expected to take responsibility for client and stakeholder relations relating to programmes and projects under his/her management.

Compliance and Governance
- Oversee the development of project implementation plans in line with legislation, regulations and ECDC policies.
- Align project implementation with client requirements and acceptable quality standards for infrastructure delivery.
- Facilitate the procurement and management of service providers according to service level agreements and in line with ECDC policies.
- Monitor compliance of appointed service providers within relevant industry / trade legislation, accreditation and regulations while contracted to the ECDC.
Staff Supervision
- Performance management of project management staff.
- Training and development of project management staff and graduates.
Program Management
- Initiate, package and plan programs allocated by external clients.
- Develop procurement and resourcing strategy to meet client requirements and for optimal use of organisation resources
- Consolidate individual project plans and compile a program implementation plan for each external programme
- Evaluate programme performance and identify risks to be mitigated through performance improvement initiatives
Contract Management
- Develop and implement appropriate procurement plans to ensure external projects are implemented on schedule
- Provide guidance on selection of appropriate conditions of contract based on the specifications, insurances, risk mitigation measures etc prior to procuring or commencing construction
- Oversee completion of projects according to project management principles which includes quality, timeframes, budget parameters, consultant and contractor service delivery agreements and any relevant and applicable legislation.
- Provide guidance on project specific targets to increase participation of emerging contractors, use of MSME's and local material suppliers and local labour participation on projects implemented.
- Oversee project risk management at all stages of project including ensuring relevant insurances, guarantees etc are maintained until project close out.
Monitoring and Reporting
- Manage the implementation of programs and projects to completion, in line with approved plans, budgets, quality standards and within legislated policy framework requirements.
- Compile and submit external infrastructure project reports to the Senior Manager: Infrastructure Management Services.
- Compile and submit reports regarding external infrastructure project management to the ECDC funders and clients.

REQUIREMENTS
- A bachelor’s degree in built environment.
- Professional registration with one of the following Professional Bodies:
- South African Council for the Architectural Profession (SACAP),
- Engineering Council South Africa (ECSA),
- South African Council for the Quantity Surveying Profession (SACQSP); or
- South African Council for the Project and Construction Management Profession (SACPCMP).
- A minimum of 8 years post qualification working experience of which:
- 2 years should constitute a post registration work experience, and
- 5 years should be within a social/basic infrastructure or economic infrastructure program management environment at a middle management or senior consultant level.
