- Enhance and implement treasury systems, processes, procedures, tools, and control systems.
- Implement controls within the Unit which minimize potential risk to stakeholders.
- Ensure monthly, quarterly, and annual reports are prepared accurately, maintained, and submitted timeously to all stakeholders.
- Participate in management forums within ECDC, contributing expertise to enable sound decision making.

Develop and implement a Provincial-wide industrialisation plan in alignment with the provincial government priority sectors
- Develop goals and projects in the agro-processing, manufacturing, tourism and oceans economy, creative and digitisation, industrialisation and renewable energy that enable economic growth in the province.
- Conduct research and identify upstream and downstream industrialisation opportunities in mining, agriculture, technology and manufacturing.
- Working in collaboration with other stakeholders, take the entitative to create, facilitate and coordinate activities that will result in increased and diversified industrialization.
- Provide leadership to support and capacitate existing and economic growth initiatives including the development of Industrial hubs.
- Review existing national and provincial industrial policies with the view to refining them to suit the specific conditions of Eastern Cape and to capitalize on the competitive advantages of the province.
- Market the province’s industrial opportunities among potential local and international industrialists through among other things an annual industrial convention, industrial support services, industrial exhibitions, etc.
- Working with other development institutions, coordinate the development of infrastructure in support of Industrial hubs.
- Provide leadership for the project teams responsible for the development of the industrial hubs in the province.
- Create the framework for and develop an operational plan for an Industrial Development Fund.
- Initiate the capitalization of the fund and develop the funding criteria.
Establish, manage and evaluate industrial development projects and programs in alignment with the Provincial Economic Development Strategy
- Initiate ideas that are conducive to industrialisation in the Region or Sector.
- Develop clear business plans, concepts, prototypes and assume or take ownership of all entrepreneurial activities in the region.
- Lead the developmental goals of the sectors with regards to investments developmental growth and decent value adding jobs and improving skills base.
- Attract quality FDI that will create jobs, enhance the skills base of the sectors, facilitating the transfer of technology and boosting commercial activity, also creating the atmosphere for more investment both foreign and local.
- Lead and identify industrial hubs in underdeveloped and rural regions of the province with untapped economic growth potential and a high need for employment creation opportunities, downstream economic development and basic services.
- Lead and facilitate the formulation and implementation of the Economic Growth strategy.
- Direct and promote the diversification of economic activities, in particular, the diversification of industrial production.
- Facilitate the research and investigation necessary to optimize the industrial development potential of the relevant sectors within the province.
- Transforming Industrialisation opportunities into realizable projects and programmes through the coordination of viability studies, business planning, funding structuring, partner identification, etc.
Resource optimisation
- Develop and embed a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery.
- Ensure compilation of budgets in accordance with budget policy and regulations.
- Conduct and lead the implementation of outcomes of organisational culture assessments.
- Drive a culture of high performance within the unit.
- Ensure effective project and program management and reporting framework and support tools are in place.
- Ensure that the company has effective business improvement processes in place and monitoring arrangements which support ECDC strategic objectives and commitment to customer care and value for money.
- Control and monitor performance of the Unit in accordance with the Performance Management System employed by ECDC.
- Coordinate and manage the implementation of initiatives aimed at maintaining or improving governance within the divisions.
- Drive the process of staff engagements (quarterly) to ensure that staff is updated on developments within the organisation>
Forge and maintain strategic relationships
- Identify, build and maintain stakeholder relationships and partnerships to advance corporate support services in the organisation.
- Communicate with the relevant stakeholders and implement initiatives in support of organisational objectives.
- Participate in relevant internal and external forums.
- Develop and sustain close working relationships with provincial and national organisations that play a role in the economic development arena.

Accountability for the overall Financial Management for the business unit
- Prepare and approve the consolidated forecast of annual capital and operational budgets in line with corporate guidelines.
- Manage overall costs against guidelines and take action where necessary.
- Monitor the utilisation of the budget to ensure that expenditure is effectively managed and allocated efficiently.
- Identify and analyse reasons/causes for deviations against the allocated budget and justify any significant deviations from allocated budgets and implement corrective measures to address deviations.
- Review liquidity reports to ensure there are sufficient funds available to meet the financial obligations of ECDC.
- Present key findings from the financial report and financial position of the organisation in relation to projected financials of the Unit.
Build and manage a team of professionals to achieve the strategic objectives
- Determine staff levels and fill the vacancies to complement strategic objectives and requirements.
- Determine human resource requirements taking into consideration operational needs, skills scarcity, and retention capability.
- Allocate responsibility and accountability for achievement of goals and targets
- Monitor performance and address any issues as they arise.
- Oversee performance to ensure achievement of strategic plans, goals and key operational areas.

REQUIREMENTS
- A Masters’ degree in Commerce or Development Studies.
- Minimum of 10 years work experience of which 5 years should be at senior management and/or senior consultancy level in an economic development or industrial development environment.

The role focuses on strategy and governance, facilities management, contract management, budget management, customer/stakeholder management, monitoring and reporting, and building a professional team. The incumbent will therefore be responsible for overseeing the ECDC Facilities Management portfolio which includes driving and managing functions relating to preventative property maintenance; adhoc property maintenance; internal infrastructure operations (water, electricity, etc.); installation and maintenance of fixtures; effective facilities management of organisational environment and immediate external environment and parameters; office premises cleaning, fumigation services and occupational health and safety services; procurement and contract management relating to security services; and interventions relating to emergency action response approval and associated repairs. The work of the incumbent shall thus entail overseeing and driving pre-planning which includes assessment of the condition of facilities, determination of required works, costing and recommendations for inclusion of the same in budget processes, preparation of specifications for the required repairs & maintenance, monitoring of the performance of service providers and authorisation of payments. - Facilitate the research and investigation necessary to maximise property rentals within the province.
- Conduct suitable and sufficient risk assessments for property rentals, record the findings and reduce risk to an acceptable level.
- Develop annual maintenance budget, and monitor disbursements against deliverables carried out.
- Manage and control the capital and operational budget of the Unit to ensure effective and efficient functioning within budgetary constraints of ECDC.
- Evaluate the unit’s performance against the approved budget and addressing deviations/variances.
- Authorise requisitions, payments, etc. regarding expenditure as delegated.
- Sound planning and forecasting of capital expenditure within area of responsibility
- Approve facilities and maintenance commitments / repairs submitted against approved budget.
- Develop financial controls for payment and reimbursement of tenant expenditure.
Customer / Stakeholder Management
- Stakeholder engagement and regular interaction with local municipalities and relevant authorities for resolution of major utility issues.
- Manage internal stakeholder engagement to inform facilities management planning and implementation approaches.
- Network and collaborate partnerships by building key strategic relationships to enhance leveraging of available resources and market ECDC’s property facilities management packages.
- Gauge the performance of projects and recommend areas that need improvement and changes to achieve the desired/expected outcomes.

MINIMUM REQUIREMENTS
- Postgraduate degree or equivalent in Civil Engineering, Quantity Surveying or Built Environment with relevant professional registration / Pr Eng / Pr QS / Pr Arch.
- At least 8 years relevant experience of which 5 years should be in the built environment or facilities maintenance/management at middle management or senior consultancy level.
- An in-depth understanding of facilities management, advanced project and maintenance management, sound understanding of Health, Safety and Environmental legislation and its application to the built environment; as well as working with multi-disciplinary teams is a pre-requisite.

- Collate valuable information, track quality and lucrative flagship projects and worthy milestones created as source of attraction to ECDC’s products and services.
- Develop content of good quality for the Corporate Plan and reports for circulation to all relevant stakeholders and ECDC clients.
- Revise the relevance and content generated to ensure that ECDC’s integrity and reputation in the form of updates on corporate information, reports, and marketing material is maintained and aligned with the market.
- Monitor and evaluate progress made and report to the Senior Management, as well as mitigate risks that might arise.
Provide Oversight on External Communication
- Develop social media strategy for the organisation and manage the day-to-day social media platforms, as well as manage and oversee website and social media content creation.
- Develop, implement and manage the company’s social media and website strategy, and report on key performance indicators.
- Sharing content to raise brand awareness and monitoring web traffic and metrics to identify best practices.
- Build a brand identity and online presence through the creation and dissemination of multimedia content online.
Digital Communication
- Oversee the execution of content for the ECDC’s digital platforms, and strategize, implement and oversee the production of digital marketing campaigns for ECDC’s programmes.
- Create and distribute timelines for each campaign, and oversee output in collaboration with project managers, also liaise with them and client to ensure projects are represented well on all platforms.
- Social Media Platform- Conceptualise and implement new and creative digital growth strategies for ECDC and associated projects.
- Plan digital marketing campaigns for projects, including website, email, social media and display advertising.
- Provide strategic direction to Digital Communications team to ensure campaigns are implemented in line with project and business goals.
- Manage and execute campaigns to drive sales within existing base as well as customer feedback / satisfaction surveys on existing services/products.
- Measure the success of digital campaigns, suggest and implement tactics to improve performance.
- Develop and manage relationships with all internal and external stakeholders and implement customer service management via digital platforms.
Provide oversight on the design, development and maintenance of Intranet
- Drive and manage the continuous development and upgrade of the business internal communications app and also external website.
- Develop content for various campaigns through various marketing channels and keep abreast with the latest digital marketing and social media best practices and technologies.
- Collaborate with the development team in designing content for online portal and sms/email campaigns for ongoing sales / additional services.
- Monitor, evaluate and report progress weekly on digital campaign and platforms’ performance.
Corporate and Office Image Management
- Formulate appropriate strategies, business plans and budgets for corporate and image management for the ECDC.

The incumbent will also be expected to ensure compliance to funding conditions before disbursement of funds; oversee the monitoring of all funded businesses to ensure compliance to funding conditions; track the provision of other business development support requirements to contribute towards sustainability of funded businesses; prepare periodic reports on the impact of the funding and where applicable refer to other intermediaries; and direct and support a team of consultants in achieving the objectives of the Fund.
KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
Fund Governance
- Assist in the review of the jobs fund framework.
- Assist in the development of fund plans, processes and procedures.
- Ensure compliance with the jobs fund framework.
- Implement controls within the section which minimize potential risk to the shareholder.
- Provide support to adjudication and approval committees to ensure efficient running of the committees.
- Facilitate inter-departmental communication through appropriate structures and systems.
- Develop and manage relationships with all internal and external stakeholders.
- Provide guidance and support in the preparation of fund submissions.
- Review all funding submission in preparation for committee consideration.
- Co-ordinate the compilation of regional pipelines and consolidate for reporting.
Portfolio Management and Reporting
- Compile quality periodic reports on the performance of the fund on due dates.
- Ensure the compilation of portfolio of evidence for reporting.
- Ensure zero audit findings in the programme.
- Ensure all approvals are within the available budget.
Customer / Stakeholder Management
- Present all ECDC products on various platforms.
- Initiate the creation of key partnerships with municipalities, business chambers, traditional authority, and other relevant stakeholders.
- Attend networking sessions to stimulate deal flow.
MINIMUM REQUIREMENTS
- National Diploma in Business Management /Economics/ Finance/Accounting.
- Minimum of 3 years working experience of which at least 2 years should be in enterprise development, enterprise finance or economic development.

ASSISTANT ACCOUNTANT
PERMANENT CONTRACT (Grade 11– Total Cost to Company)
The incumbent will be responsible for rendering technical support in general accounting functions including preparing journals and reconciliations, preparing statutory accounts and ensuring that payments and records are correct. The successful candidate will be responsible for compiling petty cash reconciliation and reviews, daily receipting on selected bank accounts of the ECDC, allocating payments to the correct customer accounts as well as related general ledger accounts; following up on unallocated receipts accounts and ensuring that all receipts are allocated to customers; and where there is inadequate information provided, do the necessary tracing with the banks. The role will also entail the compilation of payment schedules for review by the Accountant and Finance Managers; undertaking daily and weekly banking on ECDC’s online platforms to ensure all transactions are booked timeously; and be responsible for month-end, quarter-end, and year-end closures. The incumbent will also be expected to assist with the internal and external audit requests; undertake manual and electronic filing of supporting documents; issue customer statements on a monthly basis; and ensure compliance with applicable laws and regulations, e.g., VAT ACT, IFRS, PFMA etc. on all transactions affecting his/her functions.
KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
Monthly management accounts
- Maintain Cashbook, Creditors and Debtors subledger systems.
- Prepare and process journals and assist in general ledger reconciliations.
- Perform bank reconciliations.
- Process all transactions into the system to ensure month-end procedures are done within scheduled timeframes.
- Maintain and reconcile Petty Cash
- Perform individual Creditors reconciliations.
Revenue management
- Review and authorise banking daily using ECDC’s online banking system and ensures that all transactions are booked timeously.
- Assist in enforcing Debt Collection strategy by liaising with Debt Collectors and ECDC Debt Collection Unit to ensure correct allocation of payments before processing them into the system.
- Raise invoices for submission to various employers like Govt departments, Municipalities etc. on behalf of ECDC clients to facilitate payment of funded projects.
- Liaise with banks and clients regarding forex invoices for payment.
Expenditure management
- Scrutinize all payment requisitions for general payments and Loan disbursements to ensure completeness and compliance with Procurement policies and company procedures before processing them into the system.
- Ensure strict compliance with the policy by scrutinizing all travel and accommodation requests before processing them into the system.
Financial reporting
- Assist in General Ledger reconciliations and follow ups on long outstanding items.
- Respond to Internal and External audit enquiries by explaining company procedures as informed by the policies.
- Monthly, quarterly, and yearly closing procedures affecting debtors and creditors functions.
Safe keeping of financial records
- Systematically files all financial records according to the approved filing system.
MINIMUM REQUIREMENTS
- National Diploma in Accounting/Finance.
- A minimum of 3 years working experience of which at least 2 years must be in finance (General ledger and management accounting).
- Working experience in the debtors and creditor’s function will be added advantage.
