EXECUTIVE MANAGER: CORPORATE SERVICES
5 YEAR FIXED TERM CONTRACT
Grade 22 – Total Cost to Company
 
The role entails the provision of strategic leadership and management of functions related to human capital management; ICT; Records and Document Management; and Communications, Office and Corporate Image Management. It entails the development and execution of the Corporate Services strategies, policies and plans in line with organisational objectives. The incumbent will be responsible for the establishment and implementation of systems, platforms, and partnerships for advancing corporate support strategies and initiatives.  The role is therefore expected to spearhead corporate support functions with view to providing efficient and effective corporate support services to the ECDC’s core and support business units in line with the ECDC strategy.



KEY DUTIES AND RESPONSIBILITIES
 
The Key Performance Areas will encompass:
 
Strategic Planning and Governance
  • Provide input to the organisational strategy, as well as reviewing organisational activities and recommend corrective actions if necessary.
  • Develop unit operational plans and align all activities undertaken in the unit to ensure delivery of corporate objectives.
  • Enhance and implement treasury systems, processes, procedures, tools, and control systems.
  • Implement controls within the Unit which minimize potential risk to stakeholders.
  • Ensure monthly, quarterly, and annual reports are prepared accurately, maintained, and submitted timeously to all stakeholders.
  • Participate in management forums within ECDC, contributing expertise to enable sound decision making.
  • Facilitate inter-departmental communication through appropriate structures and systems.
  • Manage preparation and support of all internal and external audits.
 
Develop and, implement corporate services strategies, policies and procedures that support ECDC Strategy
  • Develop and oversee the implementation of corporate services strategies, plans, policies and procedures in alignment with the company’s strategic objectives.
  • Spearhead the Human Capital Management function and ensure ECDC’s HR systems and practices are compliant with statutory and legislative requirements.
  • Lead the provision of an effective Records and Document management system, both paper based and electronic, to deliver a corporate support service to the ECDC within prescribed record management frameworks, principles, procedures and national legislation.
  • Oversee the management ICT function to ensure development of IT Strategy and IT Systems appropriate for ECDC business success.
  • Drive the provision the Communications, Office and Corporate Image Management services to build and position the ECDC brand through internal and external communication initiatives.
  • Direct the quality assurance effort of ECDC and ensure the development, implementation and management of the integrated quality management systems.
 
 Regulatory framework and Policy Management
  • Align strategies, policies and procedures of Corporate Services with overall ECDC strategic direction including development and ensuring compliance with:
  • HR policy.
  • ICT policy
  • Communications Policy,
  • Records and Documents Management Policy
  • Other relevant internal policies
  • Implement policies aligned to applicable legislation.
  • Manage the implementation of service delivery plans within the legislative and regulatory framework pertaining to the area of responsibility.
  • Monitor, evaluate and report on compliance of ECDC to relevant policies, procedures and codes of good practice.
  • Ensure corporate services functions are implemented in accordance with the APP targets.
 
Initiate, manage and evaluate corporate services projects and programs in alignment with the ECDC strategy
  • Identify viable and implement Corporate Services initiatives.
  • Envision and deliver technology solutions and services that meet current and future business needs.
  • Ensure effective processes and systems are in place for monitoring the corporate services programmes.
  • Monitor and evaluate the impact of Corporate Services programmes.
  • Identify and mitigate risks for Corporate Services initiatives
  • Analyse the impact of changes in the external and internal environment that could affect Corporate Services.
 
Resource optimisation
  • Develop and embed a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery.
  • Ensure compilation of budgets in accordance with budget policy and regulations.
  • Conduct and lead the implementation of outcomes of organisational culture assessments.
  • Drive a culture of high performance within the unit.
  • Ensure effective project and program management and reporting framework and support tools are in place.
  • Ensure that the company has effective business improvement processes in place and monitoring arrangements which support ECDC strategic objectives and commitment to customer care and value for money.
  • Control and monitor performance of the Unit in accordance with the Performance Management System employed by ECDC.
  • Coordinate and manage the implementation of initiatives aimed at maintaining or improving governance within the divisions.
  • Drive the process of staff engagements (quarterly) to ensure that staff is updated on developments within the organisation
 
Build and manage a team of professionals to achieve the strategic objectives
  • Determine staff levels and fill the vacancies to complement strategic objectives and requirements.
  • Determine human resource requirements taking into consideration operational needs, skills scarcity and retention capability.
  • Allocate responsibility and accountability for achievement of goals and targets.
  • Monitor performance and address any issues as they arise.
  • Oversee performance to ensure achievement of strategic plans, goals and key operational areas.
  • Monitor and manage performance towards goals and organizational objectives, to ensure overall success.
  • Identify development needs and implement development plans
  • Ensure required resources are available to enable the staff to achieve objectives.
  • Ensure and lead staff development, health and safety, transformation as well as employee wellness initiatives. 
 
Corporate Performance Reporting
  • Drive and oversee the Corporate Performance Reporting function.  This relates to compilation of:
  • Quarterly Corporate Performance Reports.
  • Annual Corporate Plans.
  • Annual Reports.
  • Corporate Services Reports.
  • Present Corporate Performance Reports to the Shareholder, Board, Board Committees and other relevant forums.
  • Attend to queries relating to corporate performance reporting.
 
Forge and maintain strategic relationships
  • Identify, build and maintain stakeholder relationships and partnerships to advance corporate support services in the organisation.
  • Communicate with the relevant stakeholders and implement initiatives in support of organisational objectives.
  • Participate in relevant internal and external forums.
  • Develop and sustain close working relationships with provincial and national organisations that play a role in the economic development arena.
  • Develop and manage relationships with all internal and external stakeholders
 
Accountability for the overall Financial Management for the business unit
  • Prepare and approve the consolidated forecast of annual capital and operational budgets in line with corporate guidelines.
  • Manage overall costs against guidelines and take action where necessary.
  • Monitor the utilisation of the budget to ensure that expenditure is effectively managed and allocated efficiently.
  • Identify and analyse reasons/causes for deviations against the allocated budget and justify any significant deviations from allocated budgets and implement corrective measures to address deviations.
  • Review liquidity reports to ensure there are sufficient funds available to meet the financial obligations of ECDC.
  • Present key findings from the financial report and financial position of the organisation in relation to projected financials of the Unit.

REQUIREMENTS
  • A Master’s degree in Commerce/Human Resources/ Communications/ ICT or relevant field.
  • A minimum of 10 years’ experience in human resources or corporate support services environment of which 5 years must be a at senior management or senior consultancy level.

SENIOR MANAGER – LEASEHOLD 
(5 year fixed term contract)
Grade 19– Total Cost to Company
 
The incumbent shall be responsible for providing leadership and management of the ECDC’s overall leasehold portfolio in line with the organisation's property management and leasehold policies, strategy and practice, and in keeping with the financial sustainability objectives and strategic mandate of the Corporation. The role entails directing and exercising oversight on operational leasehold and revenue collection plans; leasehold processes, practices and systems; as well as leasehold risk, compliance and governance arrangements. The incumbent shall also take responsibility for the overall performance of the lease portfolio as well as monitoring and reporting on all leasehold related matters including regional office performance, levels of lease rental collections, management of clients, handling of debt collection, as well as ensuring of effective arrangements relating to legal processes for dealing with non-payers.


MINIMUM REQUIREMENTS
  • Post Graduate Degree in Commerce/ Property Management/Legal or relevant field.
  • Minimum of 10 years relevant experience in the property management at management or senior consultant level
  • 3 years’ experience in leasehold or related role.
  • The candidate must possess the following competencies among other:
  • An in-depth understanding of property management dynamics
  • Advanced management and administration skills
  • Experience of working in multi-cultural and diverse teams

PROPERTY MANAGER (2) – REGIONAL OFFICE (MTHATHA AND BUFFALO CITY & AMATHOLE)
5 year fixed term contract
Grade 17 - Total Cost to Company
 
This positions reports to the Regional Manager for Mthatha Office and Buffalo City & Amathole with dotted line reporting to the Head Office based Leasehold, Investment Assets and Property Management functions. The incumbent will be responsible for directing and managing ECDC’s regional office property portfolio and leasehold services in line with the organisation's property management and leasehold policies, strategy and practice, and in keeping with the financial sustainability objectives and strategic mandate of the Corporation. The role incorporates responsibility over the following functional areas:
  • Leasehold Management
  • Asset Management
  • Infrastructure and Facilities Management.
 
The role entails directing and managing regional office leasehold activities, investment assets and facilities management, revenue collection plans, processes and systems, as well as risk, compliance and governance arrangements relating to the areas of responsibility. The incumbent further take responsibility for monitoring and reporting on all areas of responsibility including regional office performance, levels of lease rental collections, management of clients, handling of debt collection as well as ensuring of effective arrangements relating to regional office legal and related processes for dealing with non-payers.
 
MINIMUM REQUIREMENTS
  • Bachelor of Commerce, Civil Engineering, Architecture, Property Management, or relevant field
  • 5 years relevant experience in the property, facilities or leasehold management of which
  • 3 years should be at supervisory level or consultancy role.
  • An in depth understanding of property administration and financial management will be an added advantage.

PROGRAM MANAGER – INFRASTRUCTURE MANAGEMENT SERVICES (3-YEAR FIXED TERM CONTRACT)
GRADE 16 –Total Cost to Company
 
The Program Manager will report to the Senior Manager - Infrastructure Program Management Services. The incumbent will be responsible for initiating, packaging, planning, implementation, and oversight for infrastructure programmes managed by the ECDC largely on behalf of National, Provincial and Municipal clients. The role entails facilitation of programme resourcing, planning, coordination, and management of procurement; ongoing monitoring and reporting; and evaluation of performance and risks on programmes implemented. Furthermore, the role will be responsible for mitigating and managing risks and driving performance improvement strategies to ensure attainment of client objectives, retention and growth of client base. The incumbent will be expected to take responsibility for client and stakeholder relations relating to programmes and projects under his/her management.


KEY DUTIES AND RESPONSIBILITIES

The Key Performance Areas will encompass:
Compliance and Governance
• Oversee the development of project implementation plans in line with legislation, regulations and ECDC policies.
• Align project implementation with client requirements and acceptable quality standards for infrastructure delivery.
• Facilitate the procurement and management of service providers according to service level agreements and in line with ECDC policies.
• Monitor compliance of appointed service providers within relevant industry / trade legislation, accreditation and regulations while contracted to the ECDC.


Staff Supervision
• Performance management of project management staff.
• Training and development of project management staff and graduates.
 
Program Management
• Initiate, package and plan programs allocated by external clients.
• Develop procurement and resourcing strategy to meet client requirements and for optimal use of organisation resources
• Consolidate individual project plans and compile a program implementation plan for each external programme
• Evaluate programme performance and identify risks to be mitigated through performance improvement initiatives
 
Contract Management
• Develop and implement appropriate procurement plans to ensure external projects are implemented on schedule
• Provide guidance on selection of appropriate conditions of contract based on the specifications, insurances, risk mitigation measures etc prior to procuring or commencing construction
• Oversee completion of projects according to project management principles which includes quality, timeframes, budget parameters, consultant and contractor service delivery agreements and any relevant and applicable legislation.
• Provide guidance on project specific targets to increase participation of emerging contractors, use of MSME's and local material suppliers and local labour participation on projects implemented.
• Oversee project risk management at all stages of project including ensuring relevant insurances, guarantees etc are maintained until project close out.
 
Monitoring and Reporting
• Manage the implementation of programs and projects to completion, in line with approved plans, budgets, quality standards and within legislated policy framework requirements.
• Compile and submit external infrastructure project reports to the Senior Manager: Infrastructure 


Management Services.
• Compile and submit reports regarding external infrastructure project management to the ECDC funders and clients.
• Review industry best practice to improve internal project implementation and reduce risk.
 
Stakeholder Management
• Manage the implementation of programs and projects to completion, in line with approved plans, budgets, quality standards and within legislated policy framework requirements.
• Compile and submit external infrastructure project reports to the Senior Manager: Infrastructure Management Services.
• Compile and submit reports regarding external infrastructure project management to the ECDC funders and clients.
• Review industry best practice to improve internal project implementation and reduce risk.
 
REQUIREMENTS
• A bachelor’s degree in built environment.
• Professional registration with one of the following Professional Bodies:
  • South African Council for the Architectural Profession (SACAP),
  • Engineering Council South Africa (ECSA),
  • South African Council for the Quantity Surveying Profession (SACQSP); or
  • South African Council for the Project and Construction Management Profession (SACPCMP).
• A minimum of 8 years post qualification working experience of which:
  • 2 years should constitute a post registration work experience, and
  • 5 years should be within a social/basic infrastructure or economic infrastructure program management environment at a middle management or senior consultant level.
