CHIEF FINANCIAL OFFICER
GRADE 22: FIVE (5) YEAR FIXED TERM CONTRACT
(TOTAL COST TO COMPANY)
The Chief Financial Officer (CFO) position shall be instrumental in steering the organization toward sustainable growth and commercial success. The successful candidate will identify, assess, and mitigate commercial and financial opportunities and risks across the organization championing measures to attain institutional sustainability. Among the primary responsibilities of the CFO shall be the provision of accurate and comprehensive financial reporting and analysis to various stakeholders, including executive management, the Audit, Risk & Compliance Committee, Finance Committee and the Board. The role is also responsible for ensuring compliance with relevant financial regulatory requirements and reporting standards, including the PFMA, Treasury Regulations and public sector financial reporting frameworks, all essential for maintaining the organization’s integrity and reputation. The CFO will be responsible for developing and implementing robust financial planning and budgeting processes including aligning financial resources with the organization’s strategic objectives and maintenance of a commercial and strategic value creation based financial performance reporting incorporating market trends. The role entails establishing sound financial management practices, internal controls, policies, and procedures. Collaborating closely with internal and external auditors, the CFO will manage the institutional audit process towards achievement of positive audit outcomes. Furthermore, the CFO will develop and maintain healthy relationships with key stakeholders, including ECDC subsidiaries, banks, investors, and other external partners. Building and nurturing these relationships will be vital for securing necessary funding, management of financial risks, and exploring future growth opportunities. Finally, the CFO will continuously seek to improve financial governance and systems to enhance overall institutional efficiency and performance.
MINIMUM REQUIREMENTS
This is a 5-year fixed-term contract position, and the successful candidate will be subjected to signing of a performance contract and verification of qualification. MINIMUM REQUIREMENTS
- A bachelor’s degree in commerce and a relevant master’s degree or equivalent professional accreditation such as chartered accountant (CA, SA): and
- A minimum of 10 years working experience of which at least 5 years must be at executive or senior management level.
- Discernible strength and experience in commercial operations management and/or financial turnaround is crucial
- Extensive knowledge of IRFS, GAAP, PFMA, and Treasury Regulations.
- Experience in a parastatal environment shall be an added advantage.

EXECUTIVE MANAGER: ENTERPRISE FINANCE AND BUSINESS SUPPORT - EAST LONDON
GRADE 22 - FIVE (5) YEAR FIXED CONTRACT

KEY DUTIES AND RESPONSIBILITIES
The successful candidate will be responsible for strategic management of Corporation's development finance mandate (DFI), entrepreneurship development and business support services aimed at fostering economic growth and sustainable development in the Eastern Cape particularly under-serviced rural communities. Key responsibilities for the role include developing and implementing comprehensive business finance and development funding support strategies; leading the development and rollout of rural, enterprise finance and business support products with a view to providing sustainable access to funding and business support for Eastern Cape SMMEs; developing and managing the implementation of a comprehensive resources mobilization and resources leverage strategy with clear targets and timelines; and managing and overseeing product designs, systems, practices, and digitization for efficient lending services and business support services.
The incumbent will also be responsible for fostering partnerships with government agencies, non-governmental organizations, and the private sector to enhance development efforts; conducting research and analysis to identify emerging trends and opportunities in enterprise finance, rural development and business support; monitoring and evaluating the impact of development implemented programs; and ensuring continuous improvement, effective business unit management, efficient resource management, and staff performance and accountability management for the incumbent functional area. The role is also responsible for advocating for progressive business lending and development finance policies and contribution to the development and implementation of the corporate strategy, operational plan and overall enterprise risks management.
MINIMUM REQUIREMENTS
- A master’s degree (NQF level 9) in development finance or other relevant commerce field.
- Minimum of 10 years working experience in commercial or development finance, economic development, or business support, with at least 5 years in a senior leadership role.
- Experience of working for a public sector development finance institution (DFI) in an enterprise finance related role will be an added advantage.

SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT
GRADE 19: FIVE (5) YEAR FIXED TERM CONTRACT

The incumbent shall be responsible for the following:
Effectively manage the Supply Chain Management function of the Corporation including the development and implementation of strategies for infrastructure, goods and services procurement within approved budgets whilst ensuring compliance with applicable legislation, policies, and procedures; Develop and implement supply chain strategies for improving the efficacy of acquisition; Develop and oversee the implementation of a demand and supply management strategy for the overall needs of the Corporation; Contribute to the alignment of ECDC service provision strategies, development goals, and goods and services sourcing practices with provincial and national policies; Lead the ongoing review of organisational supply chain activities and practices and drive implementation of corrective actions where required; Collaborate with senior managers from various units to identity business units procurement needs and develop an annual procurement plans; monitor and report on the implementation of annual procurement plans; Oversee procurement process logistics and bid administration processes through the bid lifecycle for procurement of goods and services, infrastructure and technical services procurement; Oversee tender evaluation process and ensure adherence to legislative framework, regulations and policy provisions; Provide technical and administrative support to both internal and external stakeholders relating to procurement and contract management process in alignment with the applicable legislative framework; and Monitor, recommend and implement corrective measures to rectify deviations and/or acts contrary to procurement policy and practice, budgetary provisions, financial regulations, audit requirements and departmental procedures. The incumbent is expected to run the SCM function adopting a strategic partnership model with the ultimate objective of improving overall organizational performance.
MINIMUM REQUIREMENTS
- Relevant postgraduate qualification and a bachelor’s degree in commerce, supply chain Management, legal or other relevant field.
- A minimum of 8 years working experience of which at least 5 years must be at Management or senior consultant level within a Supply Chain Management environment.
