SENIOR MANAGER: ENTERPRISE FINANCE

Portfolio Management and Aftercare
- Oversee the loan portfolio monitoring and aftercare services on all approved financial products.
- Oversee the provision of pre-investment business needs analysis, identify key support interventions and ensure implementation of those interventions post-investment by the ECDC.
- Oversee the management of workouts / restructuring of funded businesses and monitor follow-up and recovery of funds disbursed.
- Establish partnerships with institutions to increase access to financial services for enterprises and for the roll out of the enterprise finance programmes.
- Oversee credit control, collections, and portfolio performance to ensure that financial services are provided and managed to optimise entrepreneurship and sustainable livelihoods.
- Ensure provision of monthly reports and facilitate corrective measures if required.
Budget Management of Unit
- Manage, control the capital and operational budget of the Unit to ensure effective and efficient functioning within budgetary constraints of ECDC.
- Evaluate the unit’s performance against the approved budget and addressing deviations/variances.
- Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and departmental procedures.

The incumbent will be responsible for the coordination of corporate performance reporting and performance information management. Functions relating to the coordination of corporate performance reporting entail the collation of relevant information from business units as well as external sources; analysis, interpretation and validation of information and data; compilation of quarterly corporate performance, annual, compliance and ad hoc reports; as well as presentation of corporate performance information to relevant structures.

Performance Information Management
- Develop strategies and project / information management reporting templates to be utilised to guide Corporate reporting processes and standards.
- Data collection, analysis, interpretation and management of performance information for the Annual Report, Corporate Performance Report, Corporate Services Unit Report, Corporate Plan, and adhoc compliance reports;
- Identify opportunities to enhance data collection and analysis including defining and implementing new methods, tools and metrics to support adjustments to data as circumstances change, optimizing automation opportunities and improving reporting efficiency.
- Monitor and report on the key performance indicators within ECDC's portfolio performance reporting framework, including assessment of outputs, outcomes and impact, as well as special analysis when required.

ASSISTANT MANAGER PROCUREMENT - Finance (Goods & Services)
Permanent Contract - Grade 15 – Total Cost to Company
The incumbent will be responsible for supporting in the co-ordination and finalisation of the procurement plan relating to goods and services; co-ordinating good and services procurement requests by business units for purposes of initiating procurement processes; obtaining related quotations from identified suppliers; analyse quotations for compliance to SCM policy and prescripts; collate documents and draft reports for procurement committees; communicate to Contracts Manager the outcomes of the bid adjudication process for initiation of contract awards; liaise with suppliers for the delivery of goods and services and resolution of challenges; provide administrative and technical support to procurement committees; and ensure effective safe keeping and filing of bid documents.

Procurement Legislation, Policies and Procedures
- Facilitate the review of Procurement policy and procedure for possible amendments and communicate to staff members
- Ensure that best governance practices are in place, and provide valuable inputs towards policy formulation
- Keep the organisation updated and informed on the latest developments regarding PPPFA, Treasury Regulations, Procurement and BEE Acts on a regular basis.

Pre-tender Submission
- Ensure that briefing sessions are conducted to provide clarity and additional required information to suppliers.
- Liaise with business unit managers to ensure that bills of quantities, job specifications or Terms of Reference are clearly defined.
- Evaluation of Procurement Proposals and Quotes
- Evaluate adequacy and effectiveness of procurement management control
- Manage and serve as a chairperson of the Evaluation Committees at Head Office and Regional Offices
- Provide guidance, practical assistance and support with regard to evaluation criteria to be used to ensure adherence to procurement policies and procedures
- Ensure that quality standards, fairness and transparency are met, maximum investment returns realised, and the best qualifying supplier awarded the contract
- Formulate comprehensive and accurate evaluation reports with recommendations for authorisation.
Implementation and Monitoring
- Generate, amend and monitor expenditure trends per business unit from the expenditure reports and inform Procurement Committee of the discrepancies observed
- Compile Excel spreadsheet of Procurement approvals by the Business Units to monitor completion of projects and audit disbursements as against budgeted allocations
- Inform Finance Unit and Procurement Committee of transaction status and discrepancies observed, record all deviations for presentation to the Procurement Committee
- Ensure vetting of submissions, and that accountability is maintained and cost savings realised at all times
- Note and record deviation reports approved by the CEO and Executive Management
- Advertise and monitor capturing and maintenance of supplier applications into ECDC Database to encourage utilisation of suppliers on a rotational basis

Reporting and Accounting
Record attendance by Procurement members to the evaluation meetings
- Monitor that Procurement Committee recommendations are carried out and report back on a monthly basis

- Compile a detailed procurement report to the Procurement Committee and to the CEO indicating projects status

APPLICATION SUPPORT ANALYST
Grade 13 – Total Cost to Company
The incumbent shall be responsible for managing the resolution of business-related applications and systems issues across the organisation to ensure that operational processes run smoothly and enable users to conduct their business. The role entails providing detailed analysis and troubleshooting of functional/solution queries escalated by the helpdesk support by maintaining ticket logs and communicating to internal/external stakeholders; and providing effective and high-quality support to end users across all the enterprise systems by overseeing the installation, configuration and implementation of systems software and business-related computer applications. - Manage discipline and absenteeism in accordance with organizational codes and procedures.
- Motivate staff through the implementation of various reward mechanisms to encourage excellent productivity.
Minimum Requirements
- Bachelor's Degree in Commerce
- 8 years working experience in revenue management, debt collection or related area of which 3 years must be at middle management or senior supervisory level.
