DIRECTOR: DISTRICT HEAD (3 POSTS)
Salary Range: An all-inclusive remuneration R 1 057 326 – R 1 245 495 (Level 13)

MINIMUM REQUIREMENTS: National Senior Certificate, B. Degree /Diploma (NQF Level 7/6) in Social Science, Industrial Psychology, Business Administration and / or equivalent is essential. Extensive experience in a relevant managerial field. At least five years’ experience at Middle Management level. Experience in developing strategic and business plans. Experience in government financial management. Extensive knowledge and experience in Government policies and procedures. Excellent communication and analytical skills. Computer literacy with and emphasis in excellent PowerPoint. And independent worker, meeting time frames.
Monitoring and managing compliance of the District with the Statutory Bodies. Must be in possession of a valid driver’s license. All shortlisted candidates for SMS posts will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics which will be communicated by the Department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competence assessment (in compliance with the DPSA directive on the implementation of competence based assessment). Pre-entry certificate for the Senior Management Service (SMS) is compulsory.
KPA’s: Overall management of the District Office in terms of the following: Corporate Services which includes Human Resource Management, Financial management and Supply Chain Management and administrative aspects. Provide strategic leadership within the district. Managing alignment of Annual Performance Plan and Budget Plan. Ensure that the line function managers carryout their duties and responsibilities in the following areas: Sport and Recreation, Libraries and Archives Services, Museum and Heritage Resources, Arts and Culture. Establish and maintain inter-governmental and non-governmental organisation relations for the integration of programmes. Manage the district budget and compile all reports as required. Monitor performance of the district in relations to planned objectives. Ensure that the operation of the district is in compliance with regulations.
DEPUTY DIRECTOR: HRP (HEAD OFFICE)
Salary Range: An all-inclusive remuneration R 733 257- R 863 748 (Level 11)

MINIMUM REQUIREMENTS: National Senior Certificate, National Diploma/Degree in Human Resource Management or Public Administration/Management (majoring in Personnel Management/Human Resource Management), Three (3) years’ experience in the field Human Resource Management and Administration at an Assistant Director Level. Knowledge in Human Resources Management with specific regards to Human Resource Planning and Policy formulation Processes. Knowledge of the Public Service Act, Public Service Regulations and PSCBC resolutions, Knowledge of Financial Administration, knowledge of PERSAL system. Analytical skills, Presentation skills, leadership skill and ability to work under pressure. Good written and verbal communication skills. Computer Literacy. A valid driver’s license.
KPA’s: Facilitate HR Planning of the Department. Render effective Human Resource departmental value chain system in the department. Management of Human Resource Policy formulation and implementation processes. Manage the Recruitment processes in the department. Manage investigation on matters pertaining Human Resource Management. Manage Human Resource Audit function.
SCHOOL SPORT COORDINATOR (CONDITIONAL GRANT)
(CONTRACT FROM DATE OF ASSUMPTION TO 31 MARCH 2021)
Salary Range: An all-inclusive remuneration R 108 564 (5/8th) in lieu of benefits
JOE GQABI DISTRICT Ref: DSRAC 06/11/2020
Minimum Requirements: National Senior Certificate, Diploma in Sport Management or Human Movement Science. Experience in the Sport Development continuum at administration, team management, coaching or technical officiating of schools and community sport in at least one sporting code. Experience of working with Sport and Recreation structure are essential. Good communication and organizing skills. Ability to work under pressure, advance computer literacy is essential. Must be in possession of a valid code 08 driving license.
KPA’s: Coordinate the implementation of a schools sport league system in terms of the MPP Business Plan. Provide administration support to schools sport code structures with registration of schools, athletes to annual programme. Assist with the development and implementation of an athletes’ participation and development plan. Maintain credible records of registered schools, code structures and athletes. Provide support with the preparation and hosting of tournaments, festivals and competitions. Maintain database of resources distributed to schools. Overall administrator of training and development programmes.
ADMIN CLERK: (MPP- CONDITIONAL GRANT)
(CONTRACT FROM DATE OF ASSUMPTION TO 31 MARCH 2021)
Salary Range: An all-inclusive remuneration R 173 703 (Level 05)

Minimum Requirements: National Senior Certificate, 3 Year National Diploma in Sport Science/ Sport Management. A valid Driver’s Licence. Deep knowledge on the Long-term Athlete Development. Proven report writing, presentation and facilitation skills. Proven computer literacy including, MS Word, MS Excel and MS Power Point.
KPA’s: Liaise with federations and schools sport structures on identification of talented athletes so as to build a pool for Eastern Cape Aloes. Facilitate registration of clubs and players thereof. Service regions through visits and arranging development programmes including Human Capital Development. Co-ordinate participation opportunities for athletes. Liaise with Netball Sport Focus Schools that are part of the programmes of the Academy System. Compile and submit monthly reports on the activities/support and performance by clubs, coaches and athletes guided by the understanding of Conditional Grant Framework.
