EASTERN CAPE DEPARTMENT OF COOPERATIVE GOVERNANCE AND TRADITIONAL AFFAIRS
 
 The Department of Cooperative Governance and Traditional Affairs is in the process of establishing a database of suitably qualified persons who can be considered in appointed as Acting Municipal Managers or Acting Chief Financial Officers in municipalities of the Eastern Cape when the need arises. 
 
 Applications are hereby invited for suitably qualified persons to express an interest in being in the Departmental Database of potential Municipal Managers and Chief Financial Officers of the Eastern Cape Municipalities. 
 


ACTING MUNICIPAL MANAGERS 
COMMENCING SALARY: SUBJECT TO THE APPROVAL AND GAZETTING OF THE 
UPPER LIMITS FOR THE MUNICIPAL CATEGORY 
CENTRE : RELEVANT EASTERN CAPE MUNICIPALITIES

MINIMUM REQUIREMENTS: A Bachelor’s degree in Public Administration/ Political Science/ Social Sciences/ Law or an equivalent related qualification. A post-graduate related. 5 years’ relevant experience at a senior management level; and Have proven successful institutional transformation within public or private sector. Must have proven successful management experience in administration. Advanced computer skills (MS Word, MS Excel, MS PowerPoint and MS Outlook). Excellent communication skills in at least two official languages English and IsiXhosa. Valid code B driver’s license. 
 

ADDITIONAL REQUIREMENTS: Must have proven successful management experience in administration. 
 
KNOWLEDGE REQUIRED: Advanced knowledge and understanding of legislation and regulations for municipalities; Advanced understanding of institutional governance systems and performance management for municipalities; Advanced understanding of municipal council operations and delegation of powers; Good governance; Audit and risk management establishment and functionality; and Budget and finance management.

KPA’S: Providing support to the municipal council work and development of the Integrated Development Plan and budget. Strategic and administrative leadership of the municipalityImplementation of legislation and regulations applicable to the municipalitiesManaging the provision of services to local community in a sustainable manner. Managing communication between municipal administration and political office bearers. The administration and implementation of the Municipal by-laws, policies and other local legislation. Management of finances of the municipality. Promotion of sound Labour relations and compliance with other applicable laws. 
 
N.B Appointments/deployment will be made in terms of Local Government Regulation on the appointment and conditions of Municipal Managers, upper limits of total remuneration payable to Municipal Managers directly accountable to the Mayors as well as performance regulations, 2006 and Local Government Finance Management Act: Municipal Regulations on minimum competency levels of 2007. 
 
 
 
 
 
ACTING CHIEF FINANCIAL OFFICERS 
COMMENCING SALARY: SUBJECT TO THE APPROVAL AND GAZETTING OF THE

MINIMUM REQUIREMENTS: A Bachelor's degree in Accounting/ Finance/ Economics/ Commerce at NQF Level 7. A post-graduate degree will be an added advantage. Minimum of five (5) years' experience at middle management level in financial management preferably at local government or public service; A Certificate Programme in Management Development for Municipal Finance (CPMD) qualification as per Government Gazette 29967 or in the process of acquiring this certificate programme within 18 months after appointment; Valid code 8 driver's license.

ADDITIONAL REQUIREMENTS: Demonstrable past financial and general management experience and should possess good business acumen, Knowledge and experience of the principles of good corporate governance and compliance in a government or quasi-government environment. Practical understanding of the Constitutional, Legislative and Policy frameworks governing the local sphere of government, and in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act No. 32 of 2000 and the Municipal Finance Management Act. 
 
DUTIES: Fulfilling the role of Chief Financial Officer (CFO) as prescribed by the Municipal Finance Management Act NO. 56 of 2003 (MFMA), Provide strategic support to the offices of the Municipal Manager and the Mayor for the day to day financial management of the Municipality. Preparing and implementing the budget, advising the senior managers in terms of budgeting, accounting, analysis, financial reporting, cash management, debt management and other duties as delegated to the CFO from time to time. Advising the Municipal Manager, Mayor and other Office-bearers on matters of financial and economic strategies including policy formulation, development and implementation of appropriate financial policies, procedures and rules applicable to the Municipality or re-evaluate the existing financial policies, procedures and rules applicable to the Municipality or re-evaluate the existing financial architecture to ensure relevance & compliance. Preparing and submitting regular reports to Council, Mayor, Provincial and National Departments as prescribed by various pieces of legislation. Preparing budget in terms of legislated timeframes. Preparation and implementation of medium term financial plans, calculation, determination and implementation of tariffs for Municipal Services and facilities. Budgetary controls and monitoring of spending patterns and generation of income in terms of Council's approved SDBIPs. Monitoring and controlling of proper accounting systems, preparation of annual financial statements in accordance with acceptable accounting practices, cash & investment management, billing processes and revenue collection, development, implementation, monitoring and maintenance of asset registers and municipal wide internal control systems. Managing the human capital of the Budget and Treasury Office. Taking an active role in the preparation of audit periods.
