SPECIALISTS: ORGANISATIONAL DEVELOPMENT (1), HR INFORMATION MANAGEMENT (PERSAL) (1) AND RECORDS MANAGEMENT (1) 
(FOR A SIX MONTHS CONTRACT) 
Salary Range: R948 174, 00 – R1 116 918.00 per Annum (Level 13)

Minimum Requirements: An undergraduate relevant qualification at NQF level 7 in Organisational Development / HR Information Management/Records Management related field with a minimum of seven (7) years relevant experience, five (5) of which should be at a MMS/SMS level. Specialist experience in providing hands-on support to provincial departments in the areas of Organisational Development/HR Information Management (PERSAL)/Records Management will be an added advantage. Ability to work in a multi-disciplinary team. Good understanding of the public service legislation and prescripts applicable to Government, including systems and procedures. Ability to work independently, yet function optimally as part of the team. Good negotiation and conflict resolution skills. Analytical, research and project management skills. Excellent communication (written and verbal), Client Orientation and Customer Service skill. Computer Literacy (MS Word, Excel, PowerPoint, etc.). Valid code 8/EB driver’s licence. 

 
Key Responsibilities: Organisational Development Specialist: Conduct diagnosis and analysis of the environment to identify problems and service delivery bottlenecks. Develop intervention strategies and a business case for change in the identified Department. Analyse organogram and service delivery model of the identified Department to determine alignment with mandate, set norms and standards. Conduct workflow analysis and time studies to determine capacity required to perform functions. Identify, map, and streamline core business processes (ensure standardisation and optimisation). Conduct efficiency/productivity analysis in the identified Department in comparison to CoE spend. Facilitate that approved structure is loaded on PERSAL and ensure that only funded posts are loaded. HR Information Management Specialist (PERSAL): Conduct a training needs analysis and provide training in order to speedily increase the pool of people trained on PERSAL. Facilitate PERSAL clean-up in the identified Department. Draw and analyse monthly Persal reports and produce management reports. Ensure compliance with National Minimum Information Requirements (NMIR). Facilitate that exceptions are reconciled and monitor and report on progress. Records Management Specialist: Determine state of records management in the identified Department and put in place a proper records management system / EDMS. Conduct training and ensure proper indexing and filing of documents/records. Develop and implement a project plan to handle personnel files.

Salary Range: R1 127 334, 00 – R1 347 879.00 per Annum (Level 14)

Minimum Requirements: NQF Level 8/ Post Graduate Degree in Business Management or any other related field preferably in Technical, Finance or Development Economics with 5 years’ Senior Managerial Level experience, Must have a proven track record in Project Management as well as the ability to write and manage correspondence in the Office of the DG. Competencies: Strategic Capability and Leadership; Programme and Project Management; Financial management; Change Management; People Management and Empowerment; Service Delivery Innovation; Knowledge Management; Problem Solving and Analysis; Client Orientation and Customer Focus; Communication. Knowledge of Public Service legislation and prescripts. 
 
Key Responsibilities: Provide executive support services in the Office of the DG: Assist the Director-General with the execution of the responsibilities delegated to her by the Premier as Executive Authority and Head of the Government of the Eastern Cape Province. Ensure that the Office of the Premier complies with appropriate legislation, monitor the implementation of policies of Government as determined by Parliament, the Premier and the Executive Council. Assist in the development and implementation of appropriate structures and systems for the effective and efficient administration of the Office of the Premier. Take responsibility for the submission of reports, notices, returns and other information to Legislature, EXCO, Treasury, Public Service Commission, the Department of Public Service and Administration, and other institutions and ensure compliance with laid down standards, policies and procedures Provide coordination and monitoring services for strategic special projects: Design and set up a Project Management Office. Oversee the management and tracking of strategic projects and programmes on behalf of the DG to ensure quality and on time delivery. Develop and maintain an Organisational Dashboard of all Projects and provide technical advisory services on Project Management Principles and procedures. Provide institutional governance support services: Review OTP Governance Framework and monitor adherence to it by all. Monitor and promote the maintenance of strong communication channels with all role-players at OTP by ensuring that communication forums take place as stipulated in the departmental Governance and Communication Framework. Ensure the improvement and maintenance of the highest standard of security in the Office of the DG and ensure that a safe and secure environment is maintained through the implementation and upholding of various strategic security measures. Facilitate the review of performance in the department to measure productivity and goal achievement and to determine areas needing programme improvement. Coordinate the implementation of strategic management in the department. Assist the DG in: Overseeing the development of strategic plans, APP’s and annual operations plans and budget for the department. Leading the performance management process that measures and evaluates progress against goals for the department. Providing leadership through being actively involved in all programmes and services, identifying opportunities to leverage cross-programme strengths, take advantage of new opportunities to address departmental challenges. Manage area of responsibility: Supervise and co-ordinate the effective and efficient running and management of the Unit; develop and implement service delivery improvement programmes where required. Develop and ensure the implementation of the Unit’s Annual Operational Plans, monitor and report on the implementation thereof monthly, quarterly and annually. Ensure that performance agreements and development plans are developed and implemented for all staff in the Unit within set timeframes. Ensure that staff performance is managed on a daily basis and that Performance Assessments of all employees in area of responsibility are done timeously and within agreed timeframes. Ensure that vacancies are filled timeously. Manage fiscal planning, development and management of annual budgets in the office of the DG.
