Job Purpose Statement
- To assist the Team Leader Rehabilitation and Nursery and Rehabilitation
- Supervisor to perform the DTPC site-wide maintenance and rehabilitation activities.
Key Performance Areas
Operation Support
- Work in partnership with the Supervisor to ensure the daily operations of the site rehabilitation programme, adhering to the policies and procedures of DTPC.
- Remove alien plant species by hand pulling or use of bush knives.
- Remove alien plant species mechanically (operate chainsaw and pole pruner)
- Remove alien plant species chemically (operate knapsacks for spraying of herbicides)
- Assist in mixing of herbicides.
- Assist in habitat restoration and recreation by planting indigenous plants as instructed.
- Actively participate in the maintenance of already cleared areas.
- Check equipment daily and report any faults.
- Assist in the nursery operations when instructed to do so.
- Cut grass mechanically (operate brush cutter) for maintenance of grounds within DTP land parcels.
- Follow necessary safety precautions.
House Keeping
- Clean tools and equipment (i.e. chainsaws and brush cutters) and store safe.
- Clean safety gear (helmets, shin guards, gloves, etc.) and store safe.
- Clean the nursery workshop.
Qualifications, Knowledge, Skills and Behavioural Competencies Required
- Minimum of Standard 8.
- FETN3/Matric or studying towards such qualification would be an advantage.
- No work experience is required, as training will be provided.
- Physically fit to perform duties related to nursery and site maintenance and rehabilitation.
- Experience with indigenous and alien invasion species is not a requirement but will be an added advantage.
- Experience in safe working procedures as it relates to agricultural equipment, herbicides and pesticides will also be an advantage.

Key Performance Areas
To monitor the accounts payable process
- Update and manage the Municipal accounts and DTPC strategic creditors accounts effectively in line with accounts payable processes, policies and procedures from receipt date of an Invoice to payment date.
- Carefully monitor all outstanding invoices and escalate to the relevant Executive before any interest expense is charged to the accounts (overdue).
- Analyse invoices to determine the correct accounting treatment and accurate cost centre for allocation of expenditure for the municipal accounts and strategic creditor accounts.
- Match and validate purchase orders, invoices, credit notes to ensure accuracy and prevent duplicate payments and to identify potential irregular expenditure for the municipal accounts and strategic creditors.
- Review and validate best payment options considering the payment terms.
- Review of the payment vouchers prepared by accounts payable officers, testing for accuracy, validity and completeness.
- Prepare the payment vouchers for the Municipal accounts and strategic creditors.
- Allocate payments on Pastel Evolution from the creditors control account.
- Identify anomalies on creditors account and recommending a journal for approval.
- Review the “accounts inbox” to ensure that all invoices received by DTPC has been uploaded by the Accounts Payable clerks within two days of receipt.
- Monitor the 30 days payment period for all creditors to comply with Public Finance Management Act (PFMA) Regulations.
- Scrutinise an open purchase order report to identify potential accruals and compile a report for submission to the Accounts Payable Manager.
- Engage with suppliers and internal stakeholders to resolve all creditors’ queries.
- Assisting with the external and internal audit readiness.
- Comply with the relevant accounts payable policies, procedures and internal controls.
- Oversee weekly follow up with stakeholder(s) on the invoice status to eliminate any delays affecting the payment of suppliers.
- Prepare accounts payable journals and as and when required.
- Weekly following up with stakeholder(s) on the invoice status to eliminate any delays affecting the payment of suppliers (invoices older than 7 days).
- Monitor completeness of third-party payroll related payments to ensure payment has been effected by the last day of the month.
- Prepare and collate quarterly and annual BBBEE spend analysis Dube Tradeport Corporation for review by the Accounts Payable Manager.
- Follow-up on the potential irregular e-workflow items.
- Contribute to compliance and implementation of accounts payable policies and procedures.

- Reconcile Municipal creditor’s ledger account to supplier statements accurately and on a timely manner.

- Review all creditors’ recons prepared by Accounts Payable Officers and raise relevant queries.

- Develop and implement contract management tools to assist project managers in managing their contracts.
- Conduct periodic operational and contract compliance reviews.
- Review all payments relating to contracts for accuracy, completeness and validity.
- Advise project managers of identified invoice queries and or issues.
- Create and update contract payment schedules for each contract.
- Monthly reconciliation of the Escrow and Retention bank account
- Review contract variations and any deviations to the contract, including presentation to BAC as when required.
- Enquire and confirm with Project Manager on any amendments to their contracts.
- Quarterly reconciliation of the contract payment schedule to the General Ledger
- Reconcile the outstanding contract value to the available finding per contract.
- Review and advise on the process applied by the project manager to monitor contracts progress.
- Monthly Review of the contract register

- Present contract variations to the Bid Adjudication Committee for approval

Review of Request for Quotations (RFQ)
- Perform internal compliance review on a sample of RFQs.
- Assist supply chain management officers to implement the recommendations.
- Monitor and assess the implementation of the recommendations.
Review of Purchase Orders
- Review all Purchase Orders for accuracy, completeness and validity.
- Confirm Purchase Order agrees to the conditions of the award.
- Conduct periodic reviews on identified purchase orders
Maintain and reconciliation of Guarantee and Warranty Register
- Monthly review and update of the following registers:
- Warranty and guarantee registers; and
- Licence and subscription registers.
- Liaise with SCM to identify repairs and maintenance procured to identified assets.
- Liaise with the Asset Manager to confirm assets that are under warranty
Performance Information Verification
- Review quarterly outputs reported in DTPC’s Quarterly Performance Report.
- Confirm the sources for the quarterly output agrees to the technical indicator.
- Verify the accuracy and completeness of the quarterly outputs reported.
- Provide information and response to both Internal and External Auditors auditing the Performance Information.
- Validate the accuracy of performance targets achieved for Dube TradePort as reflected in the Annual Performance Report via performing audit procedures to test the output.

- Develop and implement procedures for contract management and administration in compliance with company policy. As appropriate, contribute to or influence company policies and make recommendations to company policies where applicable
- Conduct compliance audits on identified contracts
- Review and advise draft guarantees supplied by the service providers and tenants
Contract Management
- Communicate the implication of the various legislative changes relative to the DTPC as it pertains to specific contracts
- Monitor legislative and legal updates to ensure compliance of DTPC’s contracts
- Liaise with the Manager: Legal Service to compile the supporting evidence file when terminating contract due to non-performance by a service provider
- Prepare and present monthly status reports
- Monthly review of the Performance Guarantee, Retention Guarantee and Rental Guarantee registers
Provide Advice
- Provide advice and support to the user departments in engaging with the service provider on contractual related matters
- Scrutinise all contract and procurement related legal documents and provide recommendations

Green Projects and Green Energy
- Provide advice to DTPC on renewable energies / technologies / biogas, water conservation approaches.
- Identify opportunities for green projects and feasibility studies.
- Develop or execute strategies to address issues such as energy use, resource conservation, recycling, pollution reduction, waste elimination, transportation, and building design (green buildings)
- Prepare Terms of References (ToRs) for green projects.

Green Procurement

Job Purpose Statement
To optimise the AiRoad transport operations across the country thereby facilitating effective deployment of cargo and stock in accordance with customer service levels at the lowest cost; and to manage and maintain the AiRoad fleet and transport team thereby ensuring that team productivity and fleet performance are maximized.
Key Performance Areas
Strategy Execution
- Work in conjunction with the Senior Manager Cargo Development and Operations and the DTPC Manager Fleet, Travel and Office Management to co-create the DTPC transport management framework;
- Work closely with the operations and business development teams to ensure the delivery of an integrated supply chain benefit and strategic target achievement;
- Drive the implementation of improvements in transport operations to achieve significant gains in efficiency;
- Oversee the implementation of transport operations and maintenance policies and procedures across the Cargo operations; and
- Meet commercial obligations that support DTP’s sustainability objectives.
Fleet Optimisation Control
- Plan direct and regular interactions with cross-functional planning and operations teams to ensure effective forward planning;
- Liaise with customers to agree to the number of deliveries;
- Build effective relations with key customers, including their receiving managers and controllers to facilitate turnaround;
- Monitor exception and utilisation reports and follow up on non-conformances or inefficiencies to ensure fleet optimisation;
- Manage and monitor vehicle maintenance programmes to ensure adherence to DTPC policy and manufacturer specifications;
- Manage and/monitor investigations to verify and resolve customer complaints;
- Conduct investigations in cooperation with government agencies to determine causes of transportation accidents and to improve safety procedures;
- Analyse transport costs and other financial information in order to implement plans, budgets and interventions that increase profits and improve services; and
- Participate in management meetings to ensure alignment across cargo operations.
Fleet Management
- Monitor the daily transport schedule;
- Monitor allocated team work and driver productivity;
- Request complaints and difficulties for the day and take the appropriate action;
- Monitor transport performance against benchmarks by obtaining vehicle exception reports as a means of monitoring drivers’ conduct and vehicle performance;
- Take the necessary disciplinary action depending on the particular instance or trend;
- Build a culture of asset care through counselling discussions with staff, particularly drivers;
- Consolidate, on an ongoing basis, accident/incident reports that display each driver’s conduct and make appropriate decisions on the sanction depending on the severity of the incident;
- Conduct physical checks on vehicles, identify areas that require attention and take the necessary action to resolve any issues;
- Analyse the details on the monthly vehicle inspection sheets and take the necessary action;
- Providing reporting to Manager: Cargo Terminal on operations of the division including vehicle performance, people and processes;
- Monitor driver overtime utilization;
- Manage routes ensuring that time is optimised for each delivery;
- Confirm all fines/demerits have been timeously closed off; and
- Control fuel-related issues regarding AiRoad trucks.
Repairs and Maintenance Control
- Consolidate the total cost allocated to each truck on a monthly basis in a Cost Analysis Report;
- Ensure vehicles are maintained in accordance with the manufacturer specifications;
- Demonstrate in report format the reasons for additional expenditure on vehicles; and
- Review the vehicle repair reports reflecting time and reasons spent on trucks booked off.
Risk Management
- Investigate hijacking incidents to establish whether or not they are genuine cases;
- Confirm and monitor driver's licences and PDP's validity;
- Monitor and ensure compliance with applicable laws and regulations governing vehicle safety, environmental controls on fuel emissions, driver hours, customs requirements, and food and hazardous goods transportation; and
- Investigate and report all Injuries on Duty (IOD’s).
Health and Safety Compliance
- Implement safe working procedures to ensure all staff members comply with health and safety requirements.
Cost Management
- Manage and monitor the operating and maintenance costs associated with the department and fleet and ensure they are in line with accepted benchmarks.
People Management
- Train staff on the Standard Operating Procedures that serve to guide their approach to work;
- Implement the Standard Operating Procedures through consistent application and communication;
