BUDGET AND TREASURY - (Post Level 2-1)
Salary: R448 999.71 pa
Requirements: B.com degree /BTech or relevant NQF level 7 qualification in Supply chain management from a recognized tertiary institution, 5 years 'experience, 3years relevant in Supply Chain Management, Knowledge of Management accounting and financial management systems, Knowledge of expenditure control and management systems, processes and procedures, Knowledge of Treasury and Audit regulations, Knowledge of policy and procedures manual development. Responsibilities: To manage and lead the unit and ensure that the strategic plan, operational plan, budget and resources are optimally implemented and managed • Manage the administration of bids and quotations, bid specification committee, bid evaluation committee and bid adjudication committee • Monitor the progress of orders and goods received (Value for money) • Implement finance value chain processes and audit trail leading to period closure reporting and prepare audit file for internal and external audit purposes • Implement Internal Control measures and the effective management of human capital within the Unit • Ensure compliance with SCM policies and practices with applicable GRAP standards, MFMA and SCM Regulations, Preferential Procurement Policy Framework Act, the Constitution and other various regulations • Develop and maintain adequate internal control systems and procedures • Implement fraud prevention and fraud reporting mechanism within the unit • Supporting the implementation of clear roles and responsibilities, segregation of powers and regular reporting lines for all role players to ensure transparency and accountability • Providing administrative support and ensuring access of internal audit, audit committee and Auditor-General to the financial records and all relevant information of the municipality in respect of the supply chain management function • Prepare and submit monthly reports • Ensuring an analytical and methodical structuring of projects and project planning to ensure adequate control over projects and the efficient, effective and economic implementation and completion thereof to a high quality and standard • Supporting the implementation of performance reporting process of the municipality • Submit inputs for the preparation of Annual Financial Statements • Contribute to the timely preparation, submission and publication of statutory reports relating to performance.
MANAGER: EXPENDITURE (1)
BUDGET AND TREASURY
(Post Level 2-1)
Salary: R448 999.71 pa
Requirements: B.COM degree /BTech or relevant NQF level 7 qualification in finance from a recognized tertiary institution • 5 years' experience, 3 years relevant experience in Expenditure Management • Knowledge of Management accounting and Financial management systems • Knowledge of expenditure control and management systems, processes and procedures • Knowledge of Treasury and Audit regulations • Knowledge of policy and procedures manual development, High Computer literacy • A valid driver's license • Report writing skills, ability to work under pressure • Good planning, project management skills and coordination skills • Excellent communication and interpersonal skills • Problem solving / Conflict. Resolution and negotiations skills.
Responsibilities: Provide leadership to the expenditure unit and supervise staff Implement, improve and maintain the expenditure and payroll component of the financial systems • Develop appropriate financial policies and operating procedures relating to expenditure, payments and payroll administration • Develop and maintain adequate internal control systems and procedures • Implement systems to ensure that payments are effected efficiently and timely • Ensure that salaries and 3rd party payments are computed accurately and paid on the due date • Implement fraud prevention and fraud reporting mechanism within the unit • Supporting the implementation of clear roles and responsibilities, segregation of powers and regular reporting lines for all role players to ensure transparency and accountability • Ensure that only accurate payments are made to authentic employees and service providers by instituting internal control measures that protect the integrity of databases and test validity of claims • Providing administrative support and ensuring access of internal audit, audit committee and Auditor-General to the financial records and all relevant information of the municipality in respect of the expenditure control function • Supporting the implementation of finance strategies to enhance good financial management and decision making practices within the expenditure control function • Ensuring an analytical and methodical structuring of projects and project planning to ensure adequate control over projects and the efficient, effective and economic implementation and completion thereof to a high quality and standard • Ensure that all returns are submitted timely and that all deductions are paid over to third parties • Supporting the implementation of performance reporting process of the municipality • Ensure compliance with MFMA, Policy and. Treasury Regulations Contribute to the-timely preparation, submission and publication of statutory reports relating to perform any other related duties as instructed by management.
MANAGER: ASSETS MANAGEMENT (1)

Salary: R448 999.71 pa
Requirements: Appropriate Bcom degree /BTech or relevant. NQF level 7 qualification in Accounting or Finance Management from a recognized tertiary institution • 5 years' experience in finance of which 3 years must be relevant to the Assets Management or Financial Management • Knowledge of Management accounting and Financial Management systems • Knowledge of Treasury and Audit regulations • Proven and extensive experience in GRAP 16, GRAP 17 and other GRAP Statements • Knowledge of policy and procedures manual development • High Computer literacy • A Valid driver's license, Report writing skills, ability to work under pressure • Good planning, project management skills and coordination skills • Excellent communication and interpersonal skills • Problem solving/Conflict Resolution and negotiations skills.
Responsibilities:To manage and lead the asset management unit and ensure that the strategic plan, operational plan, budget and resources are optimally implemented and managed • Asset verification and continuous asset register update • Assets counting and inspection • Advice on compilation of asset criteria and methods • Implement Internal Control measures and the effective management of human capital within the Unit • Develop and maintain adequate internal control systems and procedures • Porting the implementation of clear roles and responsibilities, segregation of powers and regular reporting lines for all role players to ensure transparency and accountability • Providing administrative support and ensuring access of internal audit, audit committee and Auditor-General to the financial records and all relevant information of the municipality in respect of the asset management function • Prepare and submit monthly reports • Supporting the implementation of performance reporting process of the municipality • Submit inputs for the preparation of Annual Financial Statements • Contribute to the timely preparation, submission and publication of statutory reports relating to performance • Perform any other related duties as instructed by management • Fixed Vehicle allowance and all other allowances relevant to this post.
