Dr. Nkosazana Dlamini-Zuma Municipality with its seat in Creighton invites applications from suitably qualified persons for appointment to the following position:
 
Community Service
 
 
SENIOR MANAGER
(This is a 5 year fixed-term employment linked to performance which ends one (1) year after the next Local Government Elections and can be renewable subject to negotiations)
Total Remuneration package will be in terms of Government Gazette No.40118, Notice No.38 I of 2016 which stipulates Remuneration Packages for Category 2 Municipalities as follows:
•Total Remuneration Package:Minimum: R.768 305.00
• Total Remuneration Package:Midpoint R878 063.00
• Total Remuneration Package:Maximum: R987 820.00
 
Minimum requirements:• A Bachelor's Degree in Social Science/Public Administration/Law or relevant NQF Level 7 qualification • Five (5) years' experience at a middle management level • Good knowledge and understanding of relevant policy and legislation 
• Good knowledge and understanding of institutional governance systems and performance management • Understanding of council operations and delegation of powers as well as Health Services Management • Registration with the South African Council of Social Services Professionals (SACSSP) or similar recognised relevant professional body will be an added advantage • A valid Cade 8 driver's licence.
  
Key performance areas:• Report directly to the Municipal Manager on key departmental activities • Overall management of Community Services Department • Implement Integrated Development Plan (IDP) as well as strategic goals of the Community Services Department • Provide support and advice to the Municipal Manager and Council • Implement departmental Service Delivery, Budget Implementation Plan (SDBIP) • Develop and implement key strategic/business plans including Disaster Management Plan, Transport Plan and Licensing Plan and Environmental Plan • Manage Departmental budget, human resources and other resources in accordance with local government legislation and treasury regulations • Manage efficient provision of municipal services • Direct and control key deliverables and structures, processes and systems • Establish operation and maintain support outcomes for department • Liaise with internal and external stakeholders • Facilitate stakeholder participation and involvement • Ensure legislation, regulatory policy, practices and operating standards compliance.

Appointment is subject to the signing of an employment contract and performance agreement in terms of Section 57 of the Municipal Systems Act. 5. The appointment will be done in accordance with the Regulations on appointment and conditions of employment of Senior Managers.
