Dr. Kenneth Kaunda District Municipality hereby invites applications from suitably qualified and interested individuals to serve as members of the Audit and Risk Committee (ARC) Shared Services in terms of Section 166(1) and (6) of the Local Government: Municipal Finance Management Act, No: 56 of 2003. In accordance with section 166(6)(b) the Audit and Risk Committee of the District al so serves as an Audit and Risk Committee for the Local Municipality, i.e., Maquassi Hills Local Municipality.
 
MINIMUM REQUIREMENTS:
• Excellent communication (verbal and written) skills. Relevant experience in Corporate Governance, Risk Management, and Financial Management.
• An appropriate and relevant three (3) years qualification or higher. At least five (5) years of management experience gained from the following, Accounting, Internal and External Auditing, Risk Management, Information and Communication Technology, Financial Management, Legal, Human Resources, Performance Management, and Good Governance.
• In addition to the above, candidates should demonstrate experience in serving in governance accountability structures, and the ability to dedicate time (must not be a member of more than 2 Audit Committees or Boards) to the activities of the District Audit and Risk Committee.
• Preference will be given to Employment Equity Target groups and those with extensive leadership and experience in serving on Audit and Risk Committees of Local Government Institutions, but not a political office bearer.
• Applicants may not be in the employment of the District and must have no business or personal relationship with the District. Knowledge of the Dr. Kenneth Kaunda District Municipality will serve as an added advantage.
• Qualification as a Chartered Accountant (CA (SA)), Certified Internal Auditor (CIA), Certified Risk Management Practitioner (CRM Prac), Certified Risk Management Professional (CRM Prof), and Certified Information Systems Auditor (CISA) would be an added advantage.
 
RESPONSIBILITIES:
The Audit and Risk Committee is an advisory committee that:
• Assist the Council in fulfilling its oversight responsibilities with regard to internal controls, risk management and governance processes.
• Assist the Accounting Officer in the effective execution of his/her responsibilities.
• Regulates and discharges all its responsibilities as contained in the Charter, outlining the appropriate formal terms of reference. The Audit and Risk Committee will meet at least four (4) times per annum.
• The Committee will review the effectiveness of the Internal Audit Shared Services, provide direction to the work of the external auditors and the District and Local Municipality’s financial statements.
 
REMUNERATION: Members will be remunerated a combined fee for preparation, attendance to the meetings, performance-related duties in line with the National Treasury Guidelines and in consultation and approval by the District Municipal Council. Members will be paid a cell phone & Data Allowance to cater for the Virtual Meeting and will be reimbursed for transport expenses incurred for attending the Audit and Risk Committee meetings, limited to a 200 km radius, in cases of physical meetings.
 
TERM OF OFFICE: Three (3) years fixed term contract.
