Job Description

Key Responsibilities
Planning and Standards
- Circulation and awareness building on procurement policy, procedures, process, templates, delegations and performance metrics etc.
- Ensure business units understand and are trained in managing and/or participating in the procurement process, including quotations and tenders
- Engage Business Managers to understand the pipeline of work and support requirement from SCM
- Plan the work schedule and timelines to meet Sourcing and Business demands
- Engage Business units to understand and plan for non-contracted spend through RFQ / RFP process
- Accurate analysis on procurement transactions (spend information) for trends
- Assessment on off contract spend, spend without quotations, non-compliance to policy (deviations), single source, processing errors etc. - for the purpose to inform planning, risk management, gap closure and reporting
- Support the SCM Unit on making a positive contribution towards delivering on the financial strategy and operational plan of the Division
Value Management
- Support the Financial Division and SCM Unit on delivering on the key business imperatives pertaining to cost containment; innovation, productivity and business relevance
- Work with the appropriate Business Unit Managers to understand their operational plans, sourcing requirements, budgets, service standards and targets (cost, transformation etc.)
- Development and maintenance of the demand pipeline and sourcing plan for business
- Conduct relevant research and maintain business intelligence to support effective solutions, advice and decision making to business
- Lead and guide decisions on consolidation, rationalisation and relevance of services in line with changing business requirements and alignment to strategic imperatives such as cost containment
- Support business units with drafting specifications / requirements for quotes and tenders
- Support Tender unit and Business with analysis of quote and tender documentation / submissions
- Negotiate prices, terms and conditions with suppliers. Deliver savings targets to the bank
- Support the SCM Manager and Procurement Lead when required
- Providing integration and support to internal Business Units, decentralised operations and related partners / agencies pertaining to supply chain activities

Expertise & Technical Competencies
Minimum Requirements
- Relevant Supply Chain Management qualification (minimum degree or NQF equivalent) with strong procurement / sourcing expertise
- At least 5 to 8 years’ experience in procurement, specifically sourcing
- Working experience with SAP Procurement module or a similar ERP system
- Member of Chartered Institute of Purchasing and Supply (CIPS) would be an added advantage
- Strong understanding of and a strong commitment to good corporate governance, SCM regulations and laws and other regulatory requirements including the PFMA.
- Detailed working knowledge of the PPPFA, supply chain regulations from National Treasury, BBBEE

Job Description
The Quantity Surveyor is responsible for managing and forecasting all costs associated with infrastructure projects, from planning through to completion, ensuring cost efficiency and value for money while maintaining quality and regulatory standards. - Calculate and verify project costs to enhance value and cost efficiency for infrastructure projects in line with regulatory standards and quality.

- Verify the accuracy of deriving costs for project ancillaries, labour and material for each item or activity, especially for large volume, high value or high-risk services and works.

Job Description
The Department of Water and Sanitation (DWS) is mandated by the National Water Act, 1998 and Water Services Act 1997 to be responsible for national water resource infrastructure and supporting municipalities with the provision of water services. To support the implementation of the National Water & Sanitation Masterplan, DWS has designed and implemented the National Water Partnerships Programme (NWPP) comprising of several sub-programmes within the water sector that will address specific challenges facing the sector.
The DWS has signed a Memorandum of Agreement with the South African Local Government (SALGA) and the Development Bank of Southern Africa (DBSA) to jointly implement the programme. To give effect to the NWPP, the parties have established the Water Partnerships Office (WPO) which includes the following:
• The development of a standardised programme for the preparation, funding and implementation of projects within the water sector.
• Providing support to municipalities and water boards to prepare, fund and implement projects according to a standardised approach.
• The development of innovative and blended finance funding solutions, that will unlock and enable private sector investment in the water sector.
• Facilitating partnerships with the private sector and other key stakeholders.
The role of the Programme Manager: Wastewater Treatment (WWT) is to manage the development of a pipeline of municipal WWT projects to be prepared, financed and implemented.
Key Responsibilities
1. Programme Development and Establishment
• Develop strategies and plans for the execution of the programme and to optimise the support provided to municipalities and water boards.
• Develop and establish the WWT Programme as a standardised programme within the WPO, to support municipalities to address to address their sanitation treatment challenges.
• Develop a “toolbox” of standardised documentation, best practice approaches, methodologies, models and mechanisms to support the preparation, funding and implementation of projects.
• Engage with municipalities and water boards to introduce the programme and the Unit/Team as the “centre of excellence” for municipal WWT interventions in the country.
• Conduct a needs analysis to identify project opportunities and develop a pipeline of projects to be prepared, financed and implemented.
• Identify sources of project preparation funding for WWT projects and work with the Head: WPO to secure the funding.
• Populate and run the WWT financial model to determine opportunities for applying the Private Sector Participation PSP Model to finance and implement wastewater treatment projects in under resourced municipalities in SA.
• Manage the preparation, design, development and structuring of projects according to the clients and funders agreements.
• Design and review the implementation of projects / programmes including:
o The preparation estimates and detailed programme plans for all phases of the programme.
o Implementation plans with outputs, activities, responsibilities and time frames.
o Programme budget and report against budget.
o Resource plan and allocate responsibilities.
• Manage, coordinate and monitor a portfolio of WWT infrastructure projects and programmes involving multiple stakeholders from cradle to completion in line with the overarching policies, frameworks and master plans in the Local Government structures and the Department of Water and Sanitation’s strategy.
• Facilitate project costing and cost control methodologies and procedures to ensure that projects are completed within budget.
• Map key programme dependencies and the interfaces between projects and facilitate cohesive project interfaces and collaboration.
• Manage challenges, risks and programme change requests and implement risk mitigating measures to prevent adverse impact on the project deliverables.
• Provide status reporting regarding programme milestones, deliverable, dependencies, risks and issues, communicating across leadership and identified stakeholders.
• Develop and support the implementation including improvement of project management methodologies, tools and standards.
• Provide inputs to contracts, agreements, MOA’s and other legal documents with partners/ service providers and manage the enforcement of agreements.

The role of the Programme Manager: Wastewater Treatment (WWT) is to manage the development of a pipeline of municipal WWT projects to be prepared, financed and implemented.
Key Responsibilities
1. Programme Development and Establishment
• Develop strategies and plans for the execution of the programme and to optimise the support provided to municipalities and water boards.
• Develop and establish the WWT Programme as a standardised programme within the WPO, to support municipalities to address to address their sanitation treatment challenges.
• Develop a “toolbox” of standardised documentation, best practice approaches, methodologies, models and mechanisms to support the preparation, funding and implementation of projects.
• Engage with municipalities and water boards to introduce the programme and the Unit/Team as the “centre of excellence” for municipal WWT interventions in the country.
• Conduct a needs analysis to identify project opportunities and develop a pipeline of projects to be prepared, financed and implemented.
• Identify sources of project preparation funding for WWT projects and work with the Head: WPO to secure the funding.
• Populate and run the WWT financial model to determine opportunities for applying the Private Sector Participation PSP Model to finance and implement wastewater treatment projects in under resourced municipalities in SA.
• Manage the preparation, design, development and structuring of projects according to the clients and funders agreements.
• Design and review the implementation of projects / programmes including:
o The preparation estimates and detailed programme plans for all phases of the programme.
o Implementation plans with outputs, activities, responsibilities and time frames.
o Programme budget and report against budget.
o Resource plan and allocate responsibilities.
• Manage, coordinate and monitor a portfolio of WWT infrastructure projects and programmes involving multiple stakeholders from cradle to completion in line with the overarching policies, frameworks and master plans in the Local Government structures and the Department of Water and Sanitation’s strategy.
• Facilitate project costing and cost control methodologies and procedures to ensure that projects are completed within budget.
• Map key programme dependencies and the interfaces between projects and facilitate cohesive project interfaces and collaboration.
• Manage challenges, risks and programme change requests and implement risk mitigating measures to prevent adverse impact on the project deliverables.
• Provide status reporting regarding programme milestones, deliverable, dependencies, risks and issues, communicating across leadership and identified stakeholders.
• Develop and support the implementation including improvement of project management methodologies, tools and standards.
• Provide inputs to contracts, agreements, MOA’s and other legal documents with partners/ service providers and manage the enforcement of agreements.
• Ensure implementation of safety, health and environmental standards by contractors in compliance to the requirements and guidelines of the DBSA.
• Prepare monthly progress reports that is required by the WPO (for purposes of reporting to the Oversight Committee as well as to the DBSA).
2. Procurement
• Establish and maintain service provider panels to ensure there are adequate resources to achieve programme objectives in planned timeframes.
• Procure, appoint and manage service providers for the preparation, funding and implementation of projects.
• Support the procurement of contractors and operators for the implementation and operation and maintenance of projects, potentially on a Performance Based Contracting model.
• Support the procurement of contractors and operators for the implementation and operation and maintenance of WWT projects, potentially using the Private Sector Participation (PSP) Model.
3. Stakeholder Management
• Establish parentships with private sector role players in the WWT environment.
• Build and manage relationships at various levels with the project stakeholders, partners in accordance with the NWPP and WWT Programme development objectives and stakeholder relations and communication strategy.
• Coordinate efforts and work with the WWT teams within the DWS, City Support Programme, SALGA, Water Research Commission) WRC, Municipal Infrastructure Support Agent (MISA) and others.

3. A minimum of 10 years’ demonstrated technical work experience (planning, design, implementation) in the field of municipal wastewater treatment, both Engineering, Procurement and Construction (EPC) and Operation and Maintenance (O&M).
4. A minimum of 5 years’ post-accreditation experience in a similar job function as well as the skills and experience to manage teams of professionals.

Job Description
The Department of Water and Sanitation (DWS) is mandated by the National Water Act, 1998 and Water Services Act 1997 to be responsible for national water resource infrastructure and supporting municipalities with the provision of water services. To support the implementation of the National Water & Sanitation Masterplan, DWS has designed and implemented the National Water Partnerships Programme (NWPP) comprising of several sub-programmes within the water sector that will address specific challenges facing the sector.
The DWS has signed a Memorandum of Agreement with the South African Local Government (SALGA) and the Development Bank of Southern Africa (DBSA) to jointly implement the programme. To give effect to the NWPP, the parties have established the Water Partnerships Office (WPO) which includes the following:
The development of a standardised programme for the preparation, funding and implementation of projects within the water sector
Providing support to municipalities and water boards to prepare, fund and implement projects according to a standardised approach
The development of innovative and blended finance funding solutions, that will unlock and enable private sector investment in the water sector

The Project Preparation Specialist will be responsible for the preparation of projects accepted into the project preparation pipeline. This entails one or more of the following roles: scope or define a project that is in an early preparation phase, for projects scoped/defined facilitate public bidding for participating in the project and conduct feasibility studies.
Key Responsibilities
1. Technical Outputs.
• Prepare projects in partnership with the Head: WPO, Programme Leads and other relevant stakeholders, government, project owners/sponsors by:
o Conducting feasibility studies (economic, technical, financial, social, environmental, legal etc.)
o Manage and guide service providers procured to do the preparation of projects to ensure bankable projects are developed
o Economic cost-benefit analysis if required
o Confirm the development impact of the project and structure accordingly
o Provide innovative and flexible financial structures for (complex) transactions
o Appropriate structuring of the project (project finance or corporate finance) to own, operate and maintain the project
• Provide support in the selection of WPO project preparation pipeline of priority infrastructure projects by:
o Advising on legal, regulatory and policy compliance requirements
o Providing information on the “products” and programmes the WPO is offering and communicate to prospective WPO clients in the public and private sectors
o Working with the relevant Programme Leads and consult with municipalities, water boards, SA Government departments, regional institutions and SOEs (where relevant) and other WPO clients to review master plans/development plans and present potential bankable projects
o Perform project gap analyses of projects selected to determine level of project preparation required as per DBSA Project Assessment Tool (PAT).
• Identify sectoral and product experts and specialists required in line with determined project preparation work required.
• Prepare project appraisal reports for preparation facility and present to the DBSA/WPO decision making structure for approval.
• Provide terms of reference on outstanding preparation work required to prepare the project for bankability, and the implementation agreement and monitoring plan.
• Negotiate with sponsors the preparation facility agreement and oversee the implementation of the facility in accordance with the implementation plan of the preparation facility.
• Oversee disbursements to approved facility agreements.
• Present regular monitor and progress reports as per implementation plan.
• Provide technical support in the procurement of service providers to execute the preparation activities on projects.
• Provide support to Programme Leads to establish and maintain panels of service providers.
• Build and maintain strong relationships with clients at global, regional, local levels including businesses, financial institutions, multilateral partners, and government officials to further develop specific project preparation opportunities.
• Manage relationships at various levels with the relevant project stakeholders, service providers, partners and lead promoters, in accordance with the project’s preparation objectives and products.
• Provide feedback on the status of clients’ application timeously and advise them on the WPO’s processes and procedures.

Facilitating partnerships with the private sector and other key stakeholders
The Project Preparation Specialist will be responsible for the preparation of projects accepted into the project preparation pipeline. This entails one or more of the following roles: scope or define a project that is in an early preparation phase, for projects scoped/defined facilitate public bidding for participating in the project and conduct feasibility studies.
Key Responsibilities
1. Technical Outputs.
• Prepare projects in partnership with the Head: WPO, Programme Leads and other relevant stakeholders, government, project owners/sponsors by:
o Conducting feasibility studies (economic, technical, financial, social, environmental, legal etc.)
o Manage and guide service providers procured to do the preparation of projects to ensure bankable projects are developed
o Economic cost-benefit analysis if required
o Confirm the development impact of the project and structure accordingly
o Provide innovative and flexible financial structures for (complex) transactions
o Appropriate structuring of the project (project finance or corporate finance) to own, operate and maintain the project
• Provide support in the selection of WPO project preparation pipeline of priority infrastructure projects by:
o Advising on legal, regulatory and policy compliance requirements
o Providing information on the “products” and programmes the WPO is offering and communicate to prospective WPO clients in the public and private sectors
o Working with the relevant Programme Leads and consult with municipalities, water boards, SA Government departments, regional institutions and SOEs (where relevant) and other WPO clients to review master plans/development plans and present potential bankable projects
o Perform project gap analyses of projects selected to determine level of project preparation required as per DBSA Project Assessment Tool (PAT).
• Identify sectoral and product experts and specialists required in line with determined project preparation work required.
• Prepare project appraisal reports for preparation facility and present to the DBSA/WPO decision making structure for approval.
• Provide terms of reference on outstanding preparation work required to prepare the project for bankability, and the implementation agreement and monitoring plan.
• Negotiate with sponsors the preparation facility agreement and oversee the implementation of the facility in accordance with the implementation plan of the preparation facility.
• Oversee disbursements to approved facility agreements.
• Present regular monitor and progress reports as per implementation plan.
• Provide technical support in the procurement of service providers to execute the preparation activities on projects.
• Provide support to Programme Leads to establish and maintain panels of service providers.
• Build and maintain strong relationships with clients at global, regional, local levels including businesses, financial institutions, multilateral partners, and government officials to further develop specific project preparation opportunities.
• Manage relationships at various levels with the relevant project stakeholders, service providers, partners and lead promoters, in accordance with the project’s preparation objectives and products.
• Provide feedback on the status of clients’ application timeously and advise them on the WPO’s processes and procedures.
• Communicate continuously with clients/ projects that the WPO has funded with a view to adequately support the office’s monitoring function

1. Number and quality of Project Preparation Appraisal Reports (PAR) submitted, approved and committed
2. Number of projects successfully prepared and committed for implementation
3. Disbursements on project preparation facilities
4. Management of relationships with new/existing clients and service providers.

Expertise & Technical Competencies
Minimum Requirements
1. A bachelor’s degree in Business, Economics, Engineering, or Finance.
2. A minimum of 5 years’ experience in appraising, negotiating and committing project preparation in support of corporate finance or structured finance transactions in a financial institution.
3. Experience in doing business in South Africa with Municipalities is a requirement.
4. Demonstrated experience and understanding of the water sector as well as the project preparation cycle and requirements to prepare bankable projects
5. Knowledge and understanding of all legislation relevant to the business of DBSA/WPO as well as the water sector (i.e., PFMA, MFMA, PPPFA, NWA, WSA, etc.)
6. Strong knowledge and experience in working with local government planning cycle and processes
7. Knowledge and experience in Public Private Partnerships (PPP)
8. Knowledge and experience in Climate Change
9. Demonstrable track record of working with high level government stakeholders
10. Comprehensive knowledge of the complex regulatory environments of municipalities / metros, state-owned enterprises and other government entities in South Africa
11. Demonstrated sound understanding of limited recourse and balance sheet funding, the process required to prepare projects, and financing documentation required to present projects for investment decision
12. Experience in leading an internal team of sector specialists and analysts to appraise and present transaction to internal committees
13. Experience in appointing and managing a team of external consultants/advisors (technical, environmental, financial and legal) to prepare and present the Project Information Memorandum (PIM) to prospective financiers
14. Experience in analysing sponsors’ financial statements, understands and reviews financial models
15. Demonstrated understanding of the water sector to identify potential fatal flaws generally associated in this sector in projects presented and key risks to be mitigated
Desirable Requirements
1. A post-graduate qualification in Business, Economics, Engineering or Finance
2. CA, CFA or MBA qualification
3. Development finance expertise would be an advantage
4. Experience in using financial models and project finance / investment banking experience would be advantageous

Key Responsibilities
1. Sourcing of Data
• Mine Data from Data Warehouses / Data Lakes within the institution.
• Acquire Data from public sources, other financial institutions, and service providers.
• Extract Data from the operating Systems of the Bank (e.g. SAP).
2. Credit Lab Data Warehouse
• Aggregate and organise Data from sources into usable formats for storage and usage in the development of

• Build a library of monthly snapshots of the relevant data sources.
• Integrate the Data Warehouse with Credit Risk Model systems.
3. Credit Portfolio Reporting
• Design, construct and maintain templates providing numeric and graphical output for credit portfolio reporting.
• Provide accurate and timely updates of completed templates for divisional and consolidated portfolio reporting.
• Provide data and numeric support to credit report composers to accurately complete portfolio reports.
• Ensure the accuracy of credit measures and representations in credit portfolio reports.

4. Credit Risk Pricing
• Provide support to the Credit Lab Manager for Credit Risk margin pricing and inputs to the Pricing Working Committee.

5. Country Risk
• Source country and Sovereign Risk ratings from independent service providers.
