DEPUTY DIRECTOR: MULTI-WAVELENGTH ASTRONOMY
CENTRE: Pretoria
SALARY PACKAGE: R733 257,00 - R863 748 per annum (all-inclusive remuneration package)
 
REQUIREMENTS: Undergraduate Degree in a Natural or Applied Sciences. Three years management experience in science research environment. Good knowledge of the National System of Innovation (NSI) and the South African Astronomy landscape. Understanding of basic Physics and Astronomy concept. Knowledge of the Public Finance Management Act (PFMA). Project management, negotiation, communication, research and analytical, writing, organising, computer and interpersonal skills.
The incumbent must be energetic and creative, be able to take initiative and prepared to travel extensively, work individually, as part of a team and work under pressure.
 

DUTIES: Support the implementation and review of the Multi-Wavelength Astronomy strategy and policy. Ensure Human Capital Development. Strengthen Astronomy Programmes at HDI’s. Support the development of appropriate Astronomy outreach and awareness programmes. Support strategic partnerships in conjunction with the International Cooperation and Resources.

DEPUTY DIRECTOR: PERFORMANCE MANAGEMENT
CENTRE: Pretoria
SALARY PACKAGE: R733 257,00 - R863 748 per annum (all-inclusive remuneration package)
 
REQUIREMENTS: A National Diploma or Degree in Human Resource Management/Human Resource Development and Industrial Psychology. Three years management experience in Performance Management. Clear knowledge and understanding of the departmental policies that governs Performance Management System. Good understanding and implementation of Balance Score Card. Good understanding and implementation of Balance Score Card, Performance Management Systems. Human Resources policy formulation and implementation. Public Service Act and Regulations (PSAR). Sound experience in Performance Management Implementation. Project management, negotiation and advanced computer skills. The incumbent must have good interpersonal skills, be innovative and have the ability to work independently.
 
DUTIES: Support line managers in the effective management of individual performance. Manage implementation of performance enhancement plans. Ensure effective management of probation reports. DEPUTY DIRECTOR: RECORDS MANAGEMENT

REQUIREMENTS: National Diploma or Bachelor’s Degree in Information Management. Advanced training in National Archives and Records Services and Records management. Three years management experience in Records Management and library services. Knowledge of the history and functions of the office, government environment; information management statutory framework. Specialist in knowledge of Records Management practices. Understanding the most prevalent systems employed (i.e., Transaction Processing Systems, Database Management Systems; Management Information Systems; Electronic Document Management Systems; Data Warehousing). Knowledge of relevant standards as well as the statutory and regulatory framework within which the office functions, Promotion of Access to Information Act (PAIA) and related information access and protection legislative framework. The incumbent must have research and analytical skills, Organising and planning, Good interpersonal skills, Computer operation skills, Basic IT skills, Project management, Report writing and Facilitation skills. The incumbent must have ability to work under pressure and with variety of people and teams also be able to pay attention to detail.

DEPUTY DIRECTOR: IP ATTORNEY
CENTRE: Pretoria
SALARY: R733 257- R863 748 - R863 748 per annum (all-inclusive remuneration package)
 
REQUIREMENTS: Qualification in law, preferably LLB degree. Admission as an attorney of the High Court of South Africa. Registration with SAIIPL as a patent/ trade mark attorney will be an added advantage. Three years management experience within legal environment and on intellectual property. Clear understanding of commercialization. Proven experience in drafting and interpreting contracts and legislation. Knowledge, understanding and ability to interpret and apply South African intellectual property laws and regulations, in particular Patents Act, Copyright Act, Design Act, Trade Marks Acts, Plant Breeders Rights Act and IPR-PFRD Act and all relevant case law. Knowledge of Legal opinion formulation. The candidate must people management skills and good communication skills. The candidate
must be a team player and have interpersonal skills and ability to serve with honesty and integrity.
 
DUTIES: Review and propose amendments to the IPR-PFRD Act and regulations. Develop guidelines, practice notes and interpretation notes as required by the IPR-PFRD Act and as necessitated for stakeholder compliance for approval. Review and propose amendments to existing guidelines, practice notes and/or interpretation notes for approval. Review of commercialised/ non-commercialised IP held by recipients and audits conducted where necessary and/or government walk-in rights. Review requests from recipients for NIPMO approval for certain IP Policies and IP transactions as per the legislative requirement. Provision of Legal Support to NIPMO and general public stakeholders. Stakeholder engagements.

DEPUTY DIRECTOR: INDUSTRIAL BIO ECONOMY
CENTRE: Pretoria

REQUIREMENTS: National Diploma/ Bachelor Degree in Life Sciences, or Technology and Innovation Management. Postgraduate qualification will be an added advantage. Three years management experience in Science, technology and innovation. An understanding of South African National System of Innovation, science and technology policies and the innovation value chain. Sound knowledge of industrial and environmental component of the Bio economy, policy formulation and strategy implementation. The candidate must have excellent verbal and written communication skills. Planning, and organisational skills, Project, financial and contract management skills. Policy formulation and interpretation skills and problem solving skills. Ability to work individually and in a team. Be energetic, analytical, innovative and creative. 
 
DUTIES: Contribute to the development of an enabling and conducive environment to grow the industrial and environment aspects of the bio-economy. Management of selected strategic Industrial and environmental bio economy Research, Development and Innovation (RDI) portfolio. Ensure the attainment of directorate’s Annual Performance and Operational plan targets, Provision of support in coordinating and initiating strategic relations with national government departments, SADC, African and international cooperation within the bio-economy. Provision of strategic advice on industrial and environmental Biotechnology issues for the Bio-Innovation unit and the SA government.

DEPUTY DIRECTOR: INNOVATION INSTRUMENTS

REQUIREMENTS: A National Diploma/ Bachelor’s degree (minimum NQF level 6) in science, technology or engineering. Three years management experience within business development or management of innovation. The candidate must have knowledge and understanding of the NSI, Corporate governance systems. Policy analysis and implementation. Good knowledge and understanding of PFMA. Management of relevant legislation. The candidate must have strategic capability and leadership skills, project management and economics skill. Be customer and service orientated. Have financial, events management skills. Stakeholder management. Ability to work under pressure, independently and as a team player. Be innovative and creative.
 
DUTIES: Oversight of the Technology Innovation Agency (TIA). Create an enabling environment to stimulate local innovation through policy development. Review existing instruments and make relevant recommendations on the new ones or enhancements. Provide support and advice to department of small business development on policy development relating to innovation. Local and international liaison and relations. DIRECTOR: ADVISORY AND SUPPORT

SALARY PACKAGE: R1 057 326 - R1 245 495 per annum (all-inclusive remuneration package)
 
REQUIREMENTS: A bachelor’s degree or undergraduate degree (minimum NQF level 7) in science, technology, engineering or mathematics. Certificate in Intellectual Property (IP) and Technology Transfer (TT) would be an added advantage. Five years’ working experience at a middle or senior management level within IP management and TT space, working in local and international. Experience within human capital development will be added advantage. Knowledge of Technology Transfer management operation and processes. Understanding of legislation and regulation impacting on TT activities in SA. In depth knowledge and understanding of Intellectual Property Rights from Publicly Financed Research and Development Act, 51 of 2008. Good Knowledge of PFMA and all relevant legislation. The candidate must have strategic capabilities and leadership, people management and empowerment, policy development and managerial skills. Stakeholder management and negotiation skills. Research and analytical skills. Must have Programme and Project Management skills, be customer and service orientated. Ability to liaise with different stakeholders at a different levels. DUTIES: Manage the development and implementation of Intellectual Property (IP) and Technology Transfer (TT) capacity development strategy (including the development and implementation of a NIPMO internship programme for Science, Technology, Engineering, Agriculture, and Mathematics (STEAM) graduate). Manage and implement the Office of Technology Transfer (OTT) Support fund. Develop and manage NIPMO’s advocacy and awareness initiatives. Provide Strategic support, manage and implement (where necessary) IP Utilisation. Provide people management and empowerment and financial management of the allocated budget.

DIRECTOR: HYDROGEN AND ENERGY

REQUIREMENTS: A bachelor’s degree or undergraduate degree (minimum NQF level 7) in Natural Science, Engineering, Technology Management or related field. Minimum five years’ working experience at a middle or senior management level within research, engineering or power sector. The candidate must have an understanding of the energy sector and its challenges, mineral value chains in South SADC and Africa. Knowledge of the hydrogen economy and fuel cell technologies. Have an understanding of the relevant supply chain necessary to develop and commercialize local technologies. Good understanding of NSI, corporate governance systems, policy and strategy analysis development and implementation. Knowledge of the relevant policies and legislations such as IPR Act, National Development Plan and PFMA. The candidate must have strategic and leadership capability, people management and empowerment, policy development and managerial skills. Stakeholder management and negotiation skills. Research and analytical skills. Ability to build relationships and multi-stakeholder management, work under pressure, independently and as part of a team. Be innovative and creative.
 
DUTIES: Manage human capital development and the development of knowledge application  products for hydrogen and fuel cell technologies and energy efficient technologies. Management of hydrogen and fuel cell technologies sector and other alternative energy technologies that can improve energy efficiency and demand side management. Strategic Niche management of distributed generation technologies. Innovation policy and strategy development related to hydrogen and fuel cell technologies and energy efficiency and demand management technologies as well as distributed generation technologies. Informing the policy and strategy development of other government departments to create an enabling environment for the rapid uptake of hydrogen and fuel cell technologies and energy efficiency and demand side management technologies as well as distributed generation technologies. Strategic programme management including people management, empowerment and financial management of the allocated budget. Work with stakeholders (private sector and government) to promote innovation, technology transfer and commercialisation of hydrogen fuel cell technologies and distributed generation.

DEPUTY DIRECTOR GOVERNANCE AND INSTITUTIONAL PERFORMANCE
CENTRE: Pretoria
SALARY PACKAGE: R 733 252 – 863 738 per annum (all-inclusive remuneration package)
 
REQUIREMENTS: National Diploma/ Bachelors Degree in science, economics, social sciences or developmental studies. Three years management experience in governance and financial management. They should have knowledge of Public Finance Management Act (PFMA), science and technology systems and institutional governance. Knowledge of the Companies Act and King III will add as an advantage. The incumbent will be required to have good report- writing skills and computer literacy, good analytical skills and research capabilities and ability to communicate at all levels. 
 
DUTIES: The incumbent will be responsible of the appointment of Boards or Councils. Coordination of Strategic and Annual Performance Plans as well as Shareholder Compacts. They will oversee the Entities’ budgeting process (MTEF and ENE), MTEF budget proposals, MTEF databases and ensure that signed allocation letters ENE chapter inputs and database Procurement Plans submitted to National Treasury. The incumbent will also develop / Review of Governance Frameworks / Processes / Systems, systematic and effective governance for the DST public entities and also provide responses to general inquiries from National Assembly, NCOP, Minister and Deputy Minister. Prepared Minister’s Briefing Notes for different meetings and assist with ad hoc work within the sub-programme and other colleagues.

DEPUTY DIRECTOR: R&D

REQUIREMENTS: Minimum National Diploma (NQF 6) in Natural Sciences or Engineering or Information Communication and Technology. NQF 7 is an added advantage. Minimum three years management experience in industrial scientific and /or technological research and development environment. The incumbent will be required to have knowledge Public Finance Management Act, Public Service Regulation Act and Promotion of Administrative Justice Act, knowledge and understanding of Research & Development industry practices, Knowledge of the Science & Technology (S&T) policy environment, Section 11D of the Income Tax Act (Act 58 of 1962) and relevant Intellectual Property e.g. patents, copyright and design etc and an understanding of government support for business on Research & Development and their international environment.
 
DUTIES: The incumbent will be responsible for the evaluation of applications for R&D tax incentive, develop terms of reference to source external experts and monitor the implementation of contracts and adjudicate and compile and update programme guidelines, application and monitoring forms for use by taxpayers. They will also be responsible for developing plans for awareness promotions as well as human resource management.
 
 
 
 
 
DEPUTY DIRECTOR: STRATEGY & PLANNING
CENTRE: Pretoria
 
REQUIREMENTS: National diploma / B. Tech in the relevant field. Minimum three years’ management experience in strategic management. The incumbent should have knowledge of planning practices, science and technology policy, PFMA, project and financial management as well as economic analysis. They should have good communication, report writing, negotiation, analytical and computer skills.
 
DUTIES: The incumbent will coordinate the development and review of DST operational plans, this include the development of guidelines to be followed in developing operational plans. They manage the monitoring and evaluation planning by engaging DST programmes in preparing their inputs and participate in preparing their inputs. They will also be responsible for the development of the Chief Director PPGME operational plans and engage the relevant p to prepare inputs into operational plans and coordinate the implementation of Performance Information and Policy Procedure Manual Engage with relevant people to prepare inputs into the operational plans.

SENIOR ADMIN OFFICER: SUSTAINABLE HUMAN SETTLEMENTS (12 MONTHS)

REQUIREMENTS: A national diploma in social science, built environment, geography, development studies or related field. A certificate in project management and geographic information system (GIS) is an added advantage. 2 year working experience in an innovation for service delivery environment where innovation and technology solutions have been applied to improve municipal services such as water, energy, sanitation, ICT including innovations for improving sustainable human settlements. Basic understanding of Science and Technology and its impact on development. Basic understanding of the national system of innovation. Basic understanding of the Public Finance Management Act. Basic understanding of the European Union funded programmes and understanding of project management principles. Strong administrative, organisational and intermediate project management skills. DUTIES: Content and research support for Innovation for Service Delivery Programme. Monitoring of the ISDP programme expenditure, implementation and projects deliverables. Programme Administration such as providing assistance in developing project plans and capture progress in the projects cycle. Track progress on programme issue log and risk log with relevant project team members internally or externally and issue reminders and follow up, compile updated progress feedback letters based on project’s schedules and progress meetings, identify and compiled possible project risks and compile reports for management action, file and maintain updated records of ISDP projects and receive and check documents and letters compiled by ISDP stakeholders, implementing entities and ensure that they are processed accordingly.
