FOREIGN MISSION DEPLOYMENT OPPORTUNITIES WITHIN THE DEPARTMENT OF HOME AFFAIRS
The Department of Home Affairs is looking for highly competent, knowledgeable and ethical Officials, who are committed to the Department’s shared values, have what it takes to serve the needs of clients internationally, and are equipped with the right attributes and skills to deliver a world-class service to form part of its Foreign Service Team.
All DHA Officials who hold a permanent employment status, are on salary levels 8, 10 or 12, whose credentials meet the requirements of the positions outlined herein and wish to be considered for possible Foreign Mission placement on a four-year, full-term abroad, are invited to express interest by following the “Directions to Applicants” outlined below.
Screening, selection and placement of Officials into Missions abroad, will be facilitated in accordance with the Department’s approval Policy on the Placement of Employees in Missions abroad, 2014, read with Employee Acquisition and Mobility Policy, 2018, on the basis of a lateral transfer (same salary level), with due regard of the Department’s strategic objectives and operational service delivery requirements.
It is the Department’s intension to promote employment equity as well as diversity through these placements. The Department furthermore retains the right to give preference to Officials who have not previously served a four-year deployment term abroad.
Placement recommendations will be facilitated according to the following phased approach -
screening - consisting of (i) Phase 1: Identifying from the Officials who have submitted applications, those whose applications qualify1 to be considered; and from those who qualify to be considered, those considered most suitable2; (ii) Phase 2: Training - Officials identified as suitable during Phase 1, will be required to attend a compulsory 3-month Foreign Service Training Program during which various assessments will be facilitated, and which requires a pass rate of at least 75% to be certified competent; including assessment of Attendance and Absenteeism profiles; and
selection – Phase 3: Shortlisting and interviews of Officials considered suitable during Phase 2.

Officials who have not completed a minimum period of 2 years’ service in South Africa after completing a 4-year, full term Foreign Mission deployment abroad, as well as Officials who have pending disciplinary cases, will not be eligible for consideration.
Conditions for deployment: Officials need to * be in possession of a Valid Top Secret Security Clearance Certificate, and * sign a Placement Contract with the Department.

SALARY LEVEL : 12
CENTRE : Branch: Immigration Services, Chief Directorate: Permits
REQUIREMENTS : • Applications are open to Deputy Directors on salary level 12, who hold a permanent employment status within the Department of Home Affairs, • Minimum of 8 years’ operational and management experience in the Immigration and/or Civic Services environment, • Minimum of 5 years’ experience gained at a Deputy Director’s level within the Department, during which human resources (personnel / teams) have been managed • Candidates must have a broad and deep understanding of the core business: Immigration and Civic Services • Management and leadership experience (understanding of value based leadership and Moetapele principles) • Proven understanding and demonstration of the Department’s values • Proven experience in the management of procurement, finances and the application of the Public Finance Management Act and Treasury Regulations, • Sound knowledge and understanding of the application of project management, change management and customer care principles, • Willingness to relocate abroad for 4 years and to be placed at a Mission at the Department’s prerogative.• Experience in and an understanding of the National Foreign Policy will serve as an added advantage. • Knowledge of the Constitution of South Africa, Immigration Act, Legislation related to Birth Marriage and Deaths, Identification Act, Refugee Act, Public Service Regulatory Frameworks including the Public Finance Management Act • Understanding of Departmental Legislation, Policy and Procedures • Understanding of the Department of Home Affairs’ mandate abroad • Analytic thinking, honesty and integrity • Problem solving, innovation and decision making • Sound interpersonal relations and teamwork • Client orientation and customer focus • Diplomacy and protocol • Influencing, networking, planning, organizing and accountability • Communication, stakeholder, project and change management • Policy analysis and interpretation • Data analysis • Business report writing • Record and time management • Computer literacy.
DUTIES : Successful candidates will, amongst others, be responsible for, the following specific tasks: • Manage and coordinate the activities and performance of DHA services in the Mission, against agreed service levels, business requirements and targets; ensuring effective risk and compliance management • Monitor and ensure compliance with legislation, regulations, DHA policies and procedures, and audit requirements within the Mission; as well as quality, risks, standards and practices against prescribed frameworks• Ensure the effective management of DHA core functions relating to both Civic and Immigration services; and the administration and processing of applications in the Mission within stipulated timeframes and quality standards (i.e. Visas, Permits, ID, Passports, Birth, Marriage and Death Registrations, amendment of personal information) • Develop, interpret and manage statistical information on service standards, throughout times, bottlenecks, volumes and error rates, and provide relevant reports • Manage and implement strategic objectives and innovation within the Mission and region; provide strategic direction, advice and guidance on DHA matters including strategic projects related to DHA activities identified for the relevant Mission; and provide information relative to the identification and development of objectives, goals and strategy • Develop and implement governance processes, frameworks and procedures within the Mission associated with statutory / financial responsibilities • Manage human, financial and physical resources, as well as performance management and training and development needs of the Mission; ensure effective capacity planning for the Mission and that employees are equipped with the required skills and resources to perform optimally; • Manage the financial resources of programmes, asset management and projects of the Mission in accordance with the PFMA and supply chain and procurement framework; and identify and monitor financial risks in relation to the projects in the Mission • Establish and manage effective relationships with all stakeholders on matters relating to the Mission; promote and ensure effective stakeholder identification, analysis and management. DUTIES : Successful candidates will, amongst others, be responsible for, the following specific tasks: • Provide administrative support within the Mission; monitor and coordinate the Office’s activities • Execute Civic and Immigration Services’ application processing according to DHA prescribed standards and guidelines, within targeted turnaround times; providing the highest level of prompt and friendly client service • Receive, scrutinize and screen all applications for adherence or compliance with Departmental policies, legislation and processes; and verify applications and applicants on the system • Resolve problems or complaints in accordance with the guidelines established by management • Provide recommendations on outcomes of investigations (i.e. financial assistance, applications for permits and applications in general) • Give inputs into and be pro-active with regards to process or client service delivery improvement opportunities • Maintain and update the filing system of documents in the Mission • Monitor and manage the administration Office’s correspondence, documents (including for meetings and presentations) and reports; and assist with all incoming correspondence • Compile and type correspondence and documents • Monitor the flow of information and documents in the office; and monitor and coordinate communication to and from the Office • Assist in compiling daily statistics of applications as and when required; and assist in the compiling monthly statistical reports • Organise meetings and workshops and record documents thereafter • Order stationery, office supplies, etc. • Ensure that administrative processes are accurate and timeous; and identify and report irregularities, unlawful conduct or breaches.
