APPOINTMENT OF A CHAIRPERSON AND RISK MANAGEMENT COMMITTEE MEMBERS 
•Ref No: 37/20/01. 
• Centre: Head Office, Pretoria 
• Remuneration: Members will be remunerated according to rates approved by the Department 
• Duration: Three year contract. 
 
 
MINIMUM REQUIREMENTS 
 A post graduate qualification in Accounting / Risk Management or Auditing such as CRMA/ CIA /CA (SA) or a relevant three- year tertiary or equivalent qualification in Accounting, Risk Management and Auditing. 
 A professional qualification and affiliation to a professional recognised body for appointment as a member or Chairperson of the Risk Management Committee of the Department of Home Affairs: Head Office. 
 Candidates should have executive management experience in Governance, Risk Management and Internal Controls environment for more than ten years with exposure in serving in the oversight Committees. 
 A person who has Government interest in delivering a better service to its citizens. 
 
SKILLS AND KNOWLEDGE 
 Excellent knowledge of the Risk Management Frameworks and Corporate Governance, Public Finance Management Act and Treasury Regulations, Enterprise Wide Risk Management, COSO model, ISO and Public Sector Risk Management Framework; 
 Knowledge of internal controls, accounting and Public Sector; 
 Knowledge and understanding of the role of internal and external audit; 
 Knowledge and experience of the ICT governance will be an added advantage; 
 Applicants should be independent and knowledgeable on the status of their position as member or a Chairperson of the Risk Management Committee; 
 Excellent communication skills (verbal and written); 
 Analytical thinking ability; 
 Courage to challenge answers and ask relevant questions, willing to dedicate time and energy to serve the interest of the public; 
 Encourage openness and transparency, healthy scepticism and professional approach. 
 High level of integrity, inquisitiveness and independent judgement, knowledge of the public sector fund’s risk and control. 
 
 
KEY PERFORMANCE AREAS 
Ensure that the Committee operate in terms of the approved Terms of Reference approved by the Director-General, including: 
 Review and recommend for approval the Risk Management Policy, Risk Management Strategy and the implementation plan. 
 Review and recommend for the Director-General’s (DG) approval the Fraud risk management policy, framework and strategy. 
 Review the risk appetite and the tolerance framework of the Department and recommend for approval by the DG. 
 Review the Department’s risk identification and assessment methodologies to obtain reasonable assurance of the completeness and accuracy of the department’s risk profile. 
 Evaluate risk management best practice and consider its impact and implication for the Department processes and structures. 
 Examine the manner in which management ensures and monitors the adequacy of the nature, intent and effectiveness of the risk and control strategies. 
 Review any material findings and recommendations by assurance providers on the system of risk management, and check that appropriate action is instituted to address the identified weaknesses. 
 Review the risk register/s, assess and advise management on the adequacy and effectiveness of mitigating measures. 
 Prepare for the approval of the Director-General the Department’s report on risk management and control for inclusion in the Annual Report. 
 Be prepared at all times to advise the Director-General on any issue relating to risk management in the Department. 
 Examine the Department performance information in relation with the risks. 
 Providing inputs into the combined assurance assessment. 
 Review the objectives and key performance indicators of the function for recommendation to the Director-General for approval. 
 Monitor and report on the progress of the implementation of the Risk Management Policy, Strategy and implementation plan across the Department. 
 Review the overall performance of the Risk Management function. 
 Report annually to Director-General summarising the activities, recommendations and decisions of the Committee for the financial year.
