Qualification: Bachelor’s Degree (NQF 7) in Business Administration or equivalent as recognised by the South African Qualification Authority (SAQA); Postgraduate qualification will be an added advantage; Project Management Certificate qualification is a must; Certificate in Occupational Directed Education and Training Development Practices shall be an added advantage.
Experience: At least 6 years of experience within the field ; At least 2-3 years middle management experience within the field; 2-3 years of experience in a SETA environment is advantageous; and a Driver’s License.
Description:
- Produce inputs into the strategic and Annual Performance Plan
- Timely submission of inputs into the Organisation’s Strategic Plan, and APP and prepare Department/Unit Operational Plan
- Develop the Unit’s Operational Plan
- Manage that performance targets contained in the Operational Plan are fully achieved
- Produce the Unit’s monthly, quarterly and annual reports to the Management and Board structure
- Perform effective contract management in the area of responsibility
- Submit any other reports as and when required
- Financial Management
- Develop a budget for area of responsibility
- Track and monitor expenditures against the allocated budget
- Implement measures to ensure financial viability thereby delivering robust and accurate financial planning and a reporting system that incorporates a balanced budget within the area of responsibility
- Develop initiatives aimed at eliminating waste, improving productivity and reducing operating costs with the area of responsibility
- Develop Demand Management Plans
- Provide inputs into the Procurement Plan for the organisation
- Manage that TOR for the procurement of goods and services are timely prepared
- Asset management
- Unit’s assets properly managed in accordance with stipulated guidelines and procedures
- People Management
- Manage a positive and constructive culture
- Set performance targets for the department and regularly monitor achievement thereof (performance management).
- Provide feedback on the performance of the subordinates
- Manage capacity development of subordinate(s) by providing relevant training
- Manage Individual Development Plans/Individual Learning Plans (IDPs/ILPs) for subordinates to promote succession and talent retention.
- Monitor implementation of (IDPs/ILPs)
- Contribute to the development of internal controls and systems
- Implement and monitor internal control systems and organisational policies
- Submission of documents (reports/requests etc) to the Governance Structure
- Compliance with legislative prescripts by ensuring timeous submission of reports to the AA Structures and Management Committees
- Timely submission of responses to Parliamentary Questions
- Identify, assess and monitor risks within the Unit
- Develop a risk register for the Unit
- Participate in fraud risk assessments and monitor action plan
- Manage the implementation and monitoring of internal control systems and organisational policies
- Obtain a departmental acceptable Audit score
- Manage the audit of performance information
- Submit responses to internal and external audit queries
- Facilitate and manage Skills Development Priorities (NSDP) – Planning and Reporting on PIVOTAL Programmes and ensure that Skills Gaps as identified in the SSP through PIVOTAL Programmes are adequately and timely addressed
- Oversee and manage Learning Programmes offerings and ensure that they are all in line with Skills development Priorities
- Implement and maintain programme quality systems and processes
- Identify learning programme content that is up to date and in line with SSP trends and demands
- Analyse and report on all programmes in terms of performance
- Ensure programme compliance with relevant Quality Assurance bodies
- Ensure that Mandatory and Discretionary Grants (PIVOTAL & Non-PIVOTAL) processes and execution are well-coordinated, managed and disbursed accordingly
- Provide progress reports and updates monthly and quarterly basis
- Facilitate and consolidate regional Learning programmes activities in relation to DG and MG
- Analyse and report on all programmes in terms of allocations and performance
- Provide reports with recommendations of improvement in all areas of responsibilities
- Manage stakeholder partnerships through MoUs, particularly Universities, TVET colleges and other DHET providers in implementing PIVOTAL programmes
- Ensure implementation of Learning Programmes Developmental Plans and closely monitor progress
- Manage and implement projects within the area of responsibility
- Implement recommendations from stakeholders
- Manage Stakeholder engagements through various forms
- Maintain healthy internal and external relations communities, government, employers, colleges, internal stakeholders etc.) to assist in achievement of organizational goals
- Enrich stakeholders and community through lifelong learning opportunities and access to learning
- Implement and maintain community upliftment programmes
Knowledge and skills required
- Excellent knowledge of the pieces of legislation and regulations governing the SETAs including, Validation Framework, Sector Skills Plan (SSP), SETA Grant Regulations
- Understanding of the planning, budgeting and reporting processes in the public sector
- Good knowledge of King III and IV Reports on corporate governance
- In-depth knowledge and understanding of risk management processes
- In-depth knowledge and understanding of corporate governance
- Understanding of the relationship between various Arms of the State, that is: Parliament, Executive and Judiciary
- Understanding of the political landscape in the Country
- Extensive knowledge and application of Workplace Based Learning Programmes Regulations
- Extensive knowledge White Paper on Post School Education and Training
