The Cross-Border Road Transport Agency (C-BRTA) is as statutory authority, established in terms of Section 4 Act No. 4 of 1998 as amended, to regulate cross border road transport by providing an unsurpassed service through regulating cross border movements, facilitating resolution of constraints along the various transport corridors and borders as well as through effective law enforcement. Four key programmes constitute the focus of the C-BRTA. (1) Facilitation; (2) Research & Advisory; (3) Regulatory Services and (4) Law Enforcement. SENIOR MANAGER: INTEGRITY MANAGEMENT SERVICES
(Permanent position)
REF: CEO 003/11/2022
 
JOB PURPOSE 
Provide strategic direction and manage internal and external investigations. Develop and oversee implementation of fraud management strategy for the Agency and oversee Integrity Management Services (IMS). 
 
REQUIREMENTS 
Formal Qualifications: 
• A degree or NQF level 7 qualification in Forensic Investigation / Law / Accounting / Auditing 
 
Experience: 
• Minimum of 10 years’ experience in Forensic / Criminal Investigations. 
• 5 years at management level. 
 
KEY PERFORMANCE AREAS 
The successful candidate will be responsible for the following: 
• Fraud and prevention management, 
• Forensic investigations, 
• Facilitate strategic alliances with strategic stakeholders, 
• Conduct fraud risk assessments and implement recommendations and training initiatives for empowerment on identified areas of integrity weaknesses. 
 
COMPETENCY REQUIREMENTS 
• Knowledge in Forensic investigation Methodologies and practices; 
• Understanding of various crimes; 
• Advanced intelligence methods; 
• Knowledge in the Constitution of the Republic, Cross-Border Road Transport Act, Act no.4 of 1998, Labour Relations Act, Act 66 of 1995, Promotion of Administrative Justice Act, Act 3 of 2000, Criminal Procedure Act, Act 51 of 1977, Companies Act, Act no. 71 of 2008, Protected Disclosures Act, Act no. 26 of 2000 , Prevention and Combating of Corrupt Activities Act, Act no. 12 of 2004, Prevention of Organised Crime Act, Act no. 121 0f 1998, Public Finance Management Act, Act no. 1 of 1999, Organisation for Economic Cooperation and Development (OECD) and Protection of Personal Information Act, Act 4 of 2013; 
• Data Analysis; 
• High Level communications skills, both written and verbal; 
• Ability to present case using relevant presentation tools; 
• Ability to evaluate, identify and access trends and patterns requiring further investigation; 
• Computer Skills ( Work, PowerPoint, Excel, Microsoft outlook); 
• Analyst Notebook, iBAse, Case management; and 
• Advanced knowledge in Employee Relations Management.

SENIOR MANAGER: RESEARCH, DEVELOPMENT & ADVISORY
Permanent position

JOB PURPOSE 
To conduct in-depth research in relevant areas in order to provide well-researched and scientifically driven solutions to the Agency and information to key industry stakeholders. 
To manage transformational and strategic projects and initiatives to improve efficiencies and effectiveness in the provision of cross-border road transport services as well as to manage knowledge generated by the organisation. 
 
REQUIREMENTS 
Formal Qualifications: 
• A Postgraduate degree or NQF level 8 qualification in Transport/ Economics/Project Management or related discipline. 
• Postgraduate NQF level 9 qualification will be an added advantage. 
 
Experience: 
• 10 years experience in the transportation research field, sustainable transportation planning, sectorial projects and other related 
• 5 years at management level

JOB PURPOSE
To lead the Enterprise Applications & Digital Transformation stream that will focus on the implementation of new projects and subsequent support and maintenance of systems post implementation. Also sets and leads the technology strategy for the organisation.
 
REQUIREMENTS
Formal Qualifications:
• A degree or NQF level 7 qualification in Information Systems or Computer Science.
• Certification in any one of the following will be an added advantage:
1) Application Development
2) COBIT
3) ITIL
4) Project Management certification (PMP or Prince II)
5) Database Management
 
Experience:
• 10 years experience of IT Software operations i.e., Release Management, Scrum, Engineering and software architecture design, Business analysis DevOps, IT Project, and product management
• 5 years at management level.

SENIOR MANAGER: OPERATOR RELATIONS AND INDUSTRY DEVELOPMENT
Permanent position

JOB PURPOSE
To provide training, capacity building and the promote entrepreneurship in respect of small, medium and micro-enterprises with an interest in cross-border road transport
To identify business opportunities in the cross-border road transport industry and assist cross-border operators to turn them into real opportunities.
To develop the cross-border road transport corridors by facilitating improvement of their performance.
To establish and maintain consultative and cooperative relationships and structures with cross-border operators with a view to provide support on the resolution of operator conflicts, disputes, and complaints.
 
REQUIREMENTS
Formal Qualifications:
• A degree or NQF 7qualification in Transportation related discipline/commerce or business development or business management or economic development or equivalent.
• Postgraduate NQF 8 qualification will be an added advantage.
 
Experience:
• 10 years of working experience in operator relations and industry development
• 5 years of managerial experience
 
KEY PERFORMANCE AREAS
The successful candidate will be responsible for the following:
• Development of the cross-border road transport industry
• Development of SMMEs in the cross-border road transport
• Development of industry stakeholder partnerships
• Empower the cross-border road transport industry to maximise business opportunities
