THE EMPLOYER
The Cross-Border Road Transport Agency (C-BRTA) is aa statutory authority, established in terms of Section 4 Act No. 4 of 1998 as amended, to regulate cross border road transport by providing an unsurpassed service through regulating cross border movements, facilitating resolution of constraints along the various transport corridors and borders as well as through effective law enforcement. Four key programmes constitute the focus of the C-BRTA: (1) Facilitation; (2) Research & Advisory; (3) Regulatory Services and (4) Law Enforcement.
The C-BRTA Offices is located at 350 Witch-Hazel Street, Eco Point Office Park, Block A, Eco Park, Centurion, Pretoria.

JOB PURPOSE
The Executive will be responsible for overseeing the direction and management of the Corporate Services Division. The Division includes Human Resources Management, Compliance, Facilities Management and Customer Services. The Executive will be responsible for all major decisions affecting the work of the Corporate Services Division. The Executive will undertake direct management and leadership of staff reporting directly to him/ her, delegating responsibility where appropriate, and reports to The Chief Executive Officer.
REQUIREMENTS
Formal Qualifications:
• B Degree/Diploma in HR or an equivalent qualification at NQF level 7.
• Postgraduate qualification in HR or Business Management or an equivalent qualification at NQF level 8.
Experience:
• 10 Years applicable work experience at a Senior Management role in human resources.
• 3 – 5 years HR experience at an Executive level and interaction with Directors/Board will be an added advantage.
• Extensive, up to date knowledge of labour legislation and general HR Management processes.
KEY PERFORMANCE AREAS
The successful candidate will be expected to:
• To oversee the human resources function, ensuring the provision of advice on HR matters to the Executive Team and Senior Management team.
• Lead the development and regular review of relevant HR strategies, policies, and procedures in accordance with relevant legislation.
• Implement the Agency’s Transformation Strategy, with regard to HR to ensure Agency reaches desired level.
• Direct the planning, development and implementation of HR and OD strategy.
• Provide advice and guidance to the Executive Team and Senior Management on organisation development matters by:
– Managing the implementation of the Workplace Skills Plan,
– Aligning education, training, and development with skills requirements,
– Developing and maintaining a secure and comprehensive skills development database system,
– Ensuring quality assurance of all Human Resources; and
– Development interventions,
• Manage employee/employer relationships,
• Lead HR team in maintaining or changing the organisational culture, and
• Providing expert advice and support to the Human Resources and Remuneration Committee.
COMPETENCY REQUIREMENTS
• Strategic Human Resources Management,
• Advanced knowledge in Employee Relations Management,
• In- depth knowledge of Cross-Border Road Transport Act, its Regulations and all applicable legislation (including the PFMA),
• Contemporary knowledge of ethics and standards applicable to HR and legal practice,
• Knowledge in legislation drafting and interpretation,
• Knowledge in contracts negotiations, drafting and vetting
• Project Management Skills,
• Job profiling, Job Evaluations and Grading,
• Knowledge of facilities management and Occupational Health and Safety.
