COUNCIL ON HIGHER EDUCATION (CHE)
 
The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No 67 of 2008, as amended) it advises the Minister of Higher Education, Science and Innovation on all higher education issues and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). 
The Corporate Services Directorate is responsible for the efficient and effective provision of corporate services – administrative, financial, technical and professional, to support the discharge of the core mandate of the CHE. 
 
Applications are invited from interested and suitably qualified candidates for appointment to the following position: 
 
SUPPLY CHAIN OFFICER 
CORPORATE SERVICES DIRECTORATE 
BASIC SALARY PACKAGE 
R316 791 – R356 874 PA 

 
Reporting to the Supply Chain Manager, the successful candidate will be responsible for the following: 
Liaising with internal and external stakeholders; reviewing purchase requisitions from programmes/directorates for completeness and in line with agreed timelines; sourcing price quotations as per specifications from programmes /directorates; evaluating quotations received and making final vendor selection; generating purchase orders, delivery notes and goods receipt vouchers; facilitating the bid specification process; coordinating the end to end bidding process; preparation of packs for the Bid Evaluation Committee (BEC) and Bid Adjudication Committee (BAC) and coordinating the seating thereof; serving as secretariat to the BEC and BAC; updating and maintaining the demand plan; updating and maintaining the supplier database; compiling reports on awarded bids and Request For Quotation’s (RFQ); performing ad-hoc duties as requested by the Supply Chain Manager/Chief Financial Officer and responding to internal and external requests. 
 

The successful candidate should have: 
A National Diploma/Degree in Supply Chain Management/ Finance/ Commerce/ Public Management or Business Management (NQF Level 6) and 3-5 years working experience in Supply Chain Management / Procurement. 
 
Competencies (knowledge/skills/attributes): 
The candidate must demonstrate the following competencies: 
Customer oriented; analytical ability; deadline driven; ability to work under pressure; Advanced MS Office proficiency; knowledge of supply chain Enterprise Resource Planning (ERP) systems and process (PASTEL and Sage )would be advantageous; numeracy skills; attention to detail; writing skills; ability to communicate at various levels of management, and report writing. In-depth knowledge and understanding of SCM processes, Treasury Regulations, PFMA, PPPFA, BBBEE, Tender and Contract Administration.
