INFORMATION TECHNOLOGY (IT) SPECIALIST
(Cost to Company: R 1 124 677. 81 – 1 305 234. 51 per annum)
The Council for the Built Environment (CBE), located in Hillcrest, Pretoria has the above permanent position available for immediate appointment.
JOB PURPOSE
To develop and execute the CBE’s knowledge management and information technology strategy in line with its business strategic goals by improving the organisation’s existing business tools, systems and introducing other technologies.
KEY RESPONSIBILITIES
1. IT Management
- Optimize existing processes or introduce new systems and processes leading to more effective measurement of delivery and control.
- Effectively manage relationships with supporting and dependent stakeholders.
- Introduce or improve processes associated with effective delivery of Information Technology (IT) project goals within the sphere of Business Systems.
- Deliver internal developed systems.
- Structure quality gateways in the delivery of the Software Development Life Cycle (SDLC).
- Manage projects associated with Business Systems where external vendors are involved.
- Manage projects associated with Business Systems where internal stakeholders are responsible for delivery of enhanced software.
- Represent the IT division on technical systems to clients of externally developed systems.
- Make decisions on technical systems and champion Business Systems.
- Serve as a functional advisor for Business Systems.
- Manage the outsourcing delivery of systems and development life cycle
2. IT Governance
- Develop and implement the CBE’s IT Governance Framework in line with Department of Public Service and Administration (DPSA).
- Ensure compliance with the Public Service Corporate Governance ICT Policy Framework (CGICTPF).
- Develop and implement the CBE’s ICT Plan.
- Review and implement the CBE’s IT Security Policy.
- Review and implement CBE’s IT policies and procedures.
3. IT Business Continuity
- Develop and implement the CBE’s IT Risk Management Framework in line with Enterprise Risk Management.
- Develop and implement the CBE’s IT Disaster Recovery Plan.
- Develop and implement the CBE’s Archive Plan.
4. Stakeholder Relationship
- Develop clear and implementable service delivery programmes.
- Identify opportunities to exceed customer expectations.
- Design internal work processes to improve customer service.
5. Budget Management
- Analyse the IT division’s business plan to determine its financial requirements.
- Obtain the budgetary prescriptions from the Finance Division.
- Determine financial allocations for the IT division in accordance with deliverables.
- Submit the IT division’s budget for approval in accordance with CBE’s policies and procedures.
- Monitor the division’s expenditure against budget and ensure spending occurs within budgetary limits.
- Peruse the division’s monthly expenditure statements from Finance and addresses anomalies.
- Explore opportunities to reduce costs.
6. Project Management
- Manages projects from original concept through to final implementation.
- Define project scope and objectives.
- Develop and implement technical project management tools such as plans, schedules, project estimates and resource plans.
- Develop responsibility and compliance matrices.
- Interface with all areas impacted by projects.
- Conduct project meetings, and undertake project tracking and analysis.
- Ensure adherence to quality standards and review project deliverables.
- Provide technical and analytical guidance to project team/s.
- Recommend and take action to direct the analysis and solutions of problems.
7. Human Resource Management
- Set performance objectives for subordinates.
- Ensure that subordinates have signed performance agreements.
- Conduct performance appraisals for subordinates.
- Draw up action plans to address poor performance for subordinates.
- Identify training needs for subordinates.
- Ensure ongoing training and development of subordinates.
REQUIREMENTS AND COMPETENCIES
- Advanced Diploma / Bachelor’s Degree (NQF Level 7) in Information Technology (IT)
- Minimum of five (5) years’ experience in Information Communications Technology.
- Management experience from middle management.
- Software Development Life Cycle (SDLC)
- Business Continuity Management

- A valid driver’s license
