KEY RESPONSIBILITIES
Strategic Management
- Provides strategic direction and guidance on Facilities management.
- Gives direction on facilities management, to ensure strategic plans are formulated and implemented and ensure CGS`s line functions to understand and follow the strategy.
- Conducts research into the external environment (national and international) to identify best practices in terms of facilities management.
- Developing facilities policies, standards and directives that will support and enhance the core business and ensure effective utilisation of money furniture and facilities.
- Developing, implementing, maintaining and redefining a facility plan for the CGS.
- Evaluates long term opportunities and risks for Facilities management.
- Ensures that the Facilities Management strategy and plan is disseminated and well understood by line managers throughout the organisation.
- Ensures that Facilities management strategic plans including resources and budget are formulated, approved, implemented and maintained in line with the CGS strategic objectives.
- Ensures that best practices, governance frameworks covering all the facilities management aspects are adequately developed, implemented and maintained.
- Develops and implement a Facilities Management policy in accordance to requirements of the National Treasury and Department of Mineral Resources.
- Develops policies and procedure which will govern the use of facilities (e.g. auditorium) by external stakeholders and drive high returns.
- Implements and ensure compliance of Facilities Management to CGS policies and procedures.
- Conducts facilities risk assessment and develop a risk management plan for all CGS facilities - develop and implement disaster management strategies (in respect of facilities) which will ensure business continuity should disaster strike.
- Manages implementation of automated facilities management systems and continuously review applicability.
- Put in place measure for energy efficient and environmental-friendly facilities.
- Ensures that CGS facilities comply with the Occupational Health and Safety Act, as well as applicable CGS Health and Safety policies and procedures.
- Ensures that HVAC systems are well maintained and fully operational.
- Ensures that office space is used optimally and the allocation of workstations meets the applicable regulations.
- Facilitates and expedites the delivery of services to the CGS business operations:
- Lease Agreements
- Layout plans
- Rentals/Contracts.
- Manages Facilities Management operational performance, operations processes, policies, procedures, and guidelines.
- Directs and plans essential services such as building/premise maintenance, mail service, gardening, waste disposal and recycling.
- Promote institution-wide awareness and understanding of Facilities Management policies.
- Ensures efficient management of outsourced Facilities Management services in accordance with CGS business requirements.
- Develops and implements systems/tools for the execution, monitoring and completion of Facilities Management projects.

- Oversees and audits all furniture installations and reconfigurations.
- Conducts regular scans of the workspaces to identify areas/items/equipment/materials in need of repair, replacement or upgrade and escalate accordingly.
- Develops and implements maintenance programmes relating to the interior and exterior of the property, as well as fire, life, safety and other safety programs for assigned property.
- Executes prudent and proper management of Facilities Management budget in line with CGS policies and Public Finance Management Act, 1999.
- Exercise proper implementation of financial management protocols within the business unit in line with CGS policies.
- Together with the Executive Manager Corporate Services, take accountability for the overall CGS Facilities Management budget and ensure that the budget is spent appropriately.
- Provides a 3-year3 year rolling plan for the capital requirements of the Facilities Management business to the CFO.

MANAGER: FINANCE

Overall Job Purpose : To lead and manage the Finance Management Business Unit and provide accurate, complete, timeous, and reliable financial accounting management and reporting in order to maintain sound financial discipline and control in line with the Council for Geoscience’s strategic objectives.
KEY RESPONSIBILITIES:
Strategic Management
- Provides a strategic, responsive, sound, and enabling financial, systems, policies and administrative framework.
- Develops and implements appropriate financial management strategies, policies, controls and procedures for the CGS.
- Gives direction on financial accounting management, to ensure strategic plans are formulated and implemented and ensure CGS’s line functions to understand and follow the strategy.
- Develops and oversee the implementation of the financial administration and reporting systems.
- Conducts research into the external environment (national and international) to identify best practices in terms of financial accounting management.
- Contributes substantively to the Financial Division’s strategic, and performance planning and reporting processes.
- Manage all functions of the Finance Unit.
- Provides leadership, management and development of staff in the Finance Unit.
- Develops and implement appropriate financial management strategies, policies, controls and procedure for CGS.
- Ensure accurate recording of assets and liabilities of the CGS
- Ensures that the financial affairs of the CGS are managed in accordance with the requirements of the Public Financial Management Act (PFMA) and are accounted for in accordance with the Generally Recognised Accounting Practices (GRAP).
- Ensures workforce transformation.
- Preparation of annual budgets, annual financial statements, unit board submissions, weekly management accounting reports, and quarterly reports in accordance with the PFMA and Treasury regulations.
- Prepares and submit all statutory returns.

MANAGER: ANALYTICAL SERVICES

Overall Job Purpose : To plan, organise, coordinate and oversee the overall operation of laboratory activities as well as implement the business unit operational and performance plans in line with the strategy of the Council for Geoscience. Provide daily support to the Geoscience Technical Programme of the Council for Geoscience.
KEY RESPONSIBILITIES:
Strategic Management
- Provides a strategic, responsive, sound and enabling laboratory, systems, policies and administrative framework.
- Develops and implement appropriate laboratory services strategies, policies, controls and procedures for the CGS.
- Gives direction on laboratory services management, to ensure strategic plans are formulated and implemented and ensure CGS’s line functions understand and follow the strategy.
- Develops and oversees the implementation of the laboratory systems.
- Conducts research into the external environment (national and international) to identify best practices in terms of laboratory services management.
- Contributes substantively to the Geoscientific Services Division’s strategic, and performance planning and reporting processes.
- Manage the overall laboratory production environment, including service and customer report delivery, turn-around time, sample receipt, and process improvement.
- Ensures that data integrity, quality control and assurance, customer expectation are met including, auditing test procedures, following Standard Operating Procedures (SOPs), documentation, QA/QC meetings, overseeing local participation in proficiency programmes, customer follow up and corrective action.
- Directly manage and oversee laboratory staff (including supervisory staff) regarding staffing needs, communication, employee training, professional growth, employee behavior, corrective action, and scheduling.
- Ensures prudent laboratory practices are upheld in the unit.
- Manage and meet the financial obligations of the unit, including assisting in managing the revenue and projections, cost control, budgets, expenses and vendor contracts.
- Assists in the development of new analytical techniques and protocols.
- Manage and contribute to competitive integrated and multidisciplinary geoscience research and innovation publications.
- Manage and operate the laboratory within the scope of the ISO 17025 or related standard
- Ensures maintenance of optimal laboratory environment.
- Ensures optimal condition of equipment in the laboratory; including instrument calibrations and preventive maintenance, facility lease renewals, site repairs, site security and housekeeping.
- Assists in coordinating operations assistance with sales and marketing by development of new services, transitioning new accounts, promoting and marketing laboratory services and acquiring new accounts.
- Supports organizational initiatives and goals by adherence to corporate policies at the laboratory level and communicating, promoting and guiding company initiatives and policies at the local level to employees.
- Provides support for the Geoscience Technical Programme of the Council for Geoscience.
- Oversees the development of project plans and manage accordingly to deliver all defined work components, including coordinating the implementation of the laboratory projects in line with the Council for Geoscience imperatives.
- Oversees the implementation of programme/project plans and manage the delivery of all defined work components – these plans should indicate resourcing, time frames (scheduling of project activities), budgets, and milestones, as well as tracking project deliverables, quality management, health and safety management, and reporting requirements – typically agreed with recipients of the outputs, i.e. the stakeholders and clients.
- Promotes and implement the integrated and multidisciplinary geoscience in the Laboratory
- Coordinates the implementation of contributions and participation of the Laboratory in the organisational programme in line with the Council for Geoscience and national strategic objectives.
- Arrange project monitoring and evaluation of results, and report on progress of the projects as required.
- Involvement in stakeholder relations and support to ensure account retention, through field visits to customers, customer communication, customer complaint resolution.
- Provide advice to industry, government and the public on the management of laboratory related services in line with Council for Geoscience communication policy.
- Facilitate and maintain healthy relations with various stakeholders, in line with Council for Geoscience stakeholder relations and communications strategy.
- Ensure prudent management of SLAs with Council for Geoscience clients.
- Oversees the development and implementation of operating manuals for work procedures for ISO certification and monitor implementation thereof.
- Ensures quality control and quality assurance of products and services and compliance with ISO, at all times in the unit.
- Designs monitoring and evaluation mechanisms on the implementation of projects and programmes in line with the Council for Geoscience strategy.

- Demonstrable ability to manage a diverse portfolio of projects and resources.
- Knowledge of ISO standards.

- Knowledge of applicable regulations and/or laws applicable to the field of expertise.

EDUCATIONAL QUALIFICATIONS
- Grade 12, and
- MSc, with combined 6 years geoscience and managerial experience in a related field; practical knowledge in geology, geochemistry, mineralogy, chemistry or any geoscience related field, or
- PhD, with combined 5 years geoscience and managerial experience in a related field; practical knowledge in geology, geochemistry, mineralogy, chemistry or any geoscience related field.
- Membership of an appropriate professional institution will be an added advantage.
