SENIOR PROCUREMENT SPECIALIST

Reporting Line: Manager: Supply Chain Management

Overall Job Purpose Procurement of goods and services and SCM Compliance Management.

 

KEY RESPONSIBILITIES

  • Oversee and monitor the ordering process and resolution of order queries.
  • Conduct the procurement of strategic CGS projects.
  • Prepare National Treasury monthly information report.
  • Ensure compliance with National Treasury regulations.
  • Ensure compliance with the Auditor General Supply Chain Management Compliance Checklist.
  • Conduct demand management and progress tracking.
  • To oversee and ensure that needs assessment is done on all purchases.
  • To ensure that an expenditure analysis for purchases of major assets is done.
  • To ensure that budges are not exceeded.
  • Conduct compliance with the implementation of PPPFA.
  • Handle complex procurement projects with the application of Quality Based Selection (QSB).
  • Handle the procurement of externally funded project.
  • Understanding and application of Quality and Cost Based Selection (QCSB) procurement.
  • Understanding and application of procurement by other means.
  • Oversee and assure accurate compilation of bid documentation.
  • Monitor Supply Chain Management turnaround times and reporting.
  • Conduct International Bid processes.
  • Ensure that bid files are prepared and bid responses are filled.
  • Assist the Supply Chain Manager with the collection of information, developing and writing of policy and procedures for the Supply chain unit.
  • Train end-users on SCM policy and procedures to both internal and external clients.
  • Supervision, management and administration of SCM staff.
  • Conduct performance reviews of SCM staff.
  • Perform reasonable duties as may be delegated by the Supply Chain Manager from time to time.

  • A minimum of 12 year's relevant experience in Supply Chain Management and of which five (5) years must have been at supervisory level. 
  • Computer Literacy (MS Office).
  • SAP is advantageous.

Overall Job Purpose  : The incumbent is responsible for financial planning, budgeting, and project accounting. This role ensures financial accuracy, supports strategic decision-making, and manages financial risks associated with projects.

 

KEY RESPONSIBILITIES

Financial Planning & Budgeting

  • Developing financial forecasts, preparing budgets, and ensuring cost control for projects.
  • Developing financial models for project forecasting.

Project Costing & Expense Management

  • Ability to conduct variance analysis to identify discrepancies in financial performance.

  • Proficiency in financial modelling for profitability analysis and investment feasibility.
  • Experience with ERP systems like SAP for efficient financial data management.
  • Familiarity with project accounting software to track costs, funding, and financial milestones.
  • Knowledge of GRAP standards to ensure compliance.

Overall Job Purpose  : Sourcing and purchasing technical goods and services and ensuring quality and cost effectiveness in compliance with the prescribed Council for Geoscience policies and procedures.

 

KEY RESPONSIBILITIES

  • Identify, evaluate, and select suppliers for technical materials, equipment, and services that meet the company's specifications and requirement.
  • Negotiate contracts and pricing with suppliers to secure the best possible prices.

Overall Job Purpose   : Designing and implementing procurement database systems to ensure all records are accurate, secure, and easy to access. Performing regular backups to ensure the integrity and security of the database.

 

KEY RESPONSIBILITIES

Master Data Management

  • Maintain and validate procurement master data (vendors, materials, pricing, contracts) in ERP/SAP or procurement systems.
  • Execute master data creation, changes, and deletions accurately and timely.
  • Process a high volume of transactions daily and prioritize data entry requests.
  • Ensure data accuracy, completeness, and consistency across procurement databases.
  • Implement data governance best practices and standardisation procedures.

Overall Job Purpose:  Assist in managing inventory and support warehouse operations, coordinating goods receipts and issues while maintaining a clean and organized warehouse environment. Ensure timely receipt, storage and dispatching of goods.

 

KEY RESPONSIBILITIES

  • Assist in receiving incoming deliveries, verify contents against purchase orders, quotations and delivery notes.
  • Inspect and check incoming goods for damage, discrepancies, or defects, reporting any issues to the Stores Controller and coordinating with vendors or suppliers for resolution.
  • Assist in organizing warehouse space, arranging shelves, racks, and storage areas to optimize space utilization, accessibility, and efficiency.
  • Load and unload trucks, containers, or pallets using manual or powered equipment, such as forklifts, pallet jacks, or hand trucks, following safety procedures and handling guidelines.
  • Maintain cleanliness and orderliness of the warehouse and dispose of waste materials, ensuring compliance with safety and sanitation standards.
  • Follow standard operating procedures (SOPs), work instructions, and the organisation’s policies governing warehouse operations, ensuring compliance with quality standards and regulatory requirements.
  • Prepare goods for storage or shipment, labelling, tagging, and categorizing items according to storage requirements, product type, and destination.
  • Pick and pack orders for shipment, selecting items from inventory, assembling orders, and preparing them for dispatch, ensuring accuracy and timeliness of order fulfilment.
  • Prepare shipping documents, packing slips, and labels for outgoing orders, ensuring compliance with regulations, customer requirements, and documentation standards.
  • Process goods receipts/delivery notes on the system after physical acceptance of goods delivered.
  • Coordinate with logistics providers, carriers, and freight forwarders to schedule pickups, deliveries, and transportation of goods, tracking shipments and resolving logistics issues as needed.
  • Assist in inventory reconciliation and stock adjustments, documenting inventory movements and transfers in inventory management systems and maintaining accurate records.
  • Perform physical inventory counts, cycle counts, and stock checks to ensure accuracy of inventory records and reconcile discrepancies between physical stock and system data.
  • Ensure proper categorization of stores and stores neatly packed in sequence.
  • Investigate and resolve stock discrepancies or delivery issues.
  • Assist in conducting regular safety inspections, equipment checks, and preventive maintenance activities on warehouse equipment, reporting any defects or malfunctions for repair.
  • Monitor inventory levels and stock replenishment needs, alerting Manager of low stock levels, overstock situations, or potential stockouts to facilitate timely ordering and replenishment.
