SPECIALIST: PROCUREMENT AND SUPPLY CHAIN MANAGEMENT
Job Title: Specialist: Procurement and Supply Chain Management
Position Status: Permanent
Peromnes Grade: P07 (R 853 424.00 Cost to Company, per annum)
Location: Head Office (Pretoria)
Reporting Line: Supply Chain Manager
Overall Job Purpose: Responsible for all procured items to be supplied to all business units in the correct quality, on time, in full and at a competitive price to ensure that supplier relationship management is in place and in accordance with relevant Public Management Finance Act legislation and the company’s policies and procedures.
Key responsibilities:
- Assists in developing and formulating of relevant SCM policies and procedures
- Assists in compiling the overall Procurement Plan for the CGS
- Responsible for organising and coordinating the SCM functions including demand, acquisition, supplier performance in accordance with the relevant legislation, policies and procedures
- Facilitates the integration of SCM best practice into Division/Departmental planning and operation
- Provides guidance and advise to both line managers and employees on implementation of relevant SCM legislation and procedure, and National Treasury prescripts and practice notes
- Facilitates the provision of SCM services and solutions to both line managers and employees across the CGS
- Rendering of effective and efficient tender management and administration support:
- Participates in the Bid Specification Committee meetings in order to assist Business Units with determining the correct specifications for tender processes
- Compiles minutes and provide audio records of all relevant committee meetings
- prepare and compile tender document
- Ensures that correctness of all tender document and proper Signed-off by Supply Chain Manager
- Conducts market analysis exercise to determine the availability of suppliers and commodities in line with specific tender requirements
- Reviews all tender specifications for compliance with the SCM Policy and Procedure
- Develops tender documents in preparation for tender advertisements in line with SCM prescripts
- Conducts strategic sourcing during the procured cycle
- Develops tender advertisement in line with SCM prescripts and processes
- Contributes to the design and formulation of CGS Performance Management policies and procedures.
- Coordinates and administers the tender process until the closing of the tenders
- Updates and communicates with suppliers and internal clients on progress regarding tender administration process
- Renders effective and efficient supplier database management
- Manages the process of establishment of suppliers for panel of experts and general supplies in accordance with the SCM policy
- Ensures accurate and effective filing of the tender application forms in the registry
- Maintains the suppliers information on a continuous basis by updating the BBBEE certificates
- Maintains the suppliers information on a continuous basis by updating Tax Clearance certificates
- Responsible for effective and efficient facilitation, coordination and administration support of the Management Bid Evaluation Committee (BEC)
- Responsible for effective and efficient facilitation, coordination and administration support of the Bid Adjudication Committee(BAC)
- Responsible for effective and efficient management of the Request for Quotation processes
- Oversees, coordinates and manages the process of drafting specification/terms of reference and conditions
- Prepares purchase orders and send copies to suppliers and to business units originating requests
- Monitors compliance with the legislative framework (PPPFMA and BBBEEA)
- Support the implementation of the overall SCM performance system
- Assists in monitoring and tracking supplier performance through periodic financial reviews, product performance, and customer satisfaction surveys
- Conducts research on leading practices and benchmark CGS against “best-in-class” organisations in respect of SCM processes and systems
- Monthly reporting on all SCM matters across business, inclusive of analyzing and identifying trends
- Continually develops and maintains effective relationships with both line managers and employees
- Builds capacity of line management on SCM processes
- Responds to stakeholders and suppliers inquiries about order status, changes or cancellations
- Reports on supply chain management information as required to internal and external stakeholders
- Implements and maintains a comprehensive SCM administration system
- Ensures compliance to SCM Policies and Procedures
- Monitors, tracks and reports SCM Key Performance Indicators
- Develops and maintains an adequate and secure SCM Data record-keeping system
- Proactively contributes to the initiatives, projects and activities in which the SCM team are engaged
- Assists in scoping project plans related to identified SCM interventions.
- Mentors, coaches and trains line management and/or staff within own unit on SCM principles and best-practices and relevant policies and procedural guidelines
- Supervises and monitors the work of other junior Supply Chain Officials
- Compiles BBBEE quarterly performance statistics
- Compiles and submits own Personal Development Plan
- Participates in Continuous Professional Development initiatives/interventions in order to keep up with new technologies and procedures

Qualifications and experience:
- Relevant Degree in Supply Chain Management, Procurement, Purchasing or equivalent
- Minimum 10 years related experience in Supply Chain Management of which 5 years must be Procurement or Supply Chain Management Specialist experience
- Good knowledge and understanding of public sector Supply Chain Management models and processes
- Good knowledge and understanding of Supply Chain Management operations
- Proven experience in developing, implementing and reviewing of supply chain management processes, tools and systems
- Good knowledge and understanding of the Public Finance and Management Act (PFMA), Treasury Regulations and Guidelines
- Knowledge and understanding of the SCM Regulations, Practice Notes, Circulars, Policy Frameworks
- Knowledge and understanding of the Preferential Procurement Policy Framework Act and its associated regulations
- Good working knowledge of the Broad Based Black Economic Empowerment Act, 53 of 2003
- Ability to apply all supply chain management policies, procedures and practices
- Ability to communicate and report on market intelligence data
- Sound end-to-end Supply Chain Management knowledge
- Computer literate – ability to work with MS Word, Excel, PowerPoint, and Internet
- Proven experience in Project Management
