Overall Job Purpose:
To provide, implement, manage and develop effective and efficient integrated Asset Management strategies, policies, procedures, processes, standards and systems with sound leadership for Assets Management business unit in line with the Council of Geoscience’s strategic objectives.

 
Key Responsibilities:
Strategic Management:
  • Provides strategic direction and guidance on asset management
  • Gives direction on asset management, to ensure strategic plans are formulated and implemented and ensure CGS`s line functions understand and follow the strategy
  • Develop and oversee the implementation of the asset management system
  • Conducts research into the external environment (National and International) to identify best practices in terms of asset management
  • Developing, implementing, maintaining and redefining asset management plan for the CGS
  • Evaluate long term opportunities and risks for asset management
  • Ensure that the asset management strategy and plan is disseminated and well understood by line managers throughout the organisation
  • Ensure that asset management strategic plans including resources and budget are formulated, approved, implemented and maintained in line with the CGS strategic objectives
 
 
Assets Management Operational Support (Business Process)
  • Ensure that best practices, governance frameworks covering all the asset management aspects are adequately developed, implemented and maintained
  • Develop and implement an asset management policy and procedures in accordance to requirements of the National Treasury and GRAP and monitor compliance
  • Develop, implement and manage mechanisms to safeguard assets
  • Execute and monitor the implementation of the asset acquisition, maintenance and disposal plans
  • Acquisitions - ensure adherence to procurement policies and procedures when procuring assets
  • Prepare tender specifications for outsourced products and services
  • Advise purchaser/bid committee on any applicable rules and regulations to ensure compliance to CGS assets management policies and procedures
  • Develop assets disposal strategies which warrant high return on investment for CGS
  • Manage the insurance requirements for all assets
  • Implement and ensure compliance of asset management to CGS policies and procedures
  • Conduct asset assessment and develop a risk management plan for all CGS assets
  • Manage implementation of automated asset management systems and continuously review applicability
  • Manage asset management operational performance, operations processes, policies, procedures, and guidelines
  • Prepare business plan (s) for the life cycle of assets, including; an analysis of pricing options utilising life cycle cost, and recommendations on the most appropriate asset solution
  • Prepare a monthly reconciliation with supporting schedules of the asset registers to the relevant accounting records, and resolve uncleared items
  • Promote institution-wide awareness and understanding of asset management policies
 
Project Management
  • Ensure efficient management of outsourced asset management services in accordance with CGS business requirements
  • Develops and implements systems/tools for the execution, monitoring and completion of asset management projects
  • Ensure that projects are implemented timeously and within budget
 
Stakeholder Relations
  • Nurture and maintain strong relationships with various internal and external stakeholders
  • Ensure the provision of effective and efficient asset management services and solutions to various divisions within CGS to enable them to achieve their strategic objectives
  • Interact with service providers to ensure SLAs have been met and contracts managed appropriately
  • Promptly shares and exchanges knowledge/information
 
Quality Management
  • Ensure the effective incident management and regular reviews of the asset services and solutions
  • Oversees and audits all furniture installations and reconfigurations
  • Conducts regular scans of the physical assets and to identify areas/items/equipment/materials in need of repair, replacement or upgrade and escalate accordingly
  • Establish and execute a performance measurement system to evaluate the effective utilization of assets
 
Financial Management
  • Execute prudent and proper management of asset management budget in line with CGS policies and Public Finance Management Act, 1999
  • Exercise proper implementation of financial management protocols within the business unit in line with CGS policies
  • Together with the CFO, take accountability for the overall CGS asset management budget and ensure that the budget is spent appropriately
 
People Management
  • Execute prudent and proper human resource management within the business unit
  • Champion the skills development and transfer within the business unit
  • Implementation of the CGS performance management policy within the business unit
  • Mentors and coaches staff within the business unit where required
  • Promotes a culture and practices that reflect the CGS values and encourages good performance
  • Determines human resource requirements taking into consideration operational needs, skills scarcity and retention capability
  • Supports a transformation programme of the CGS aligned with the objectives of the Employment Equity (EE) Act

Qualifications and experience:
  • Relevant Degree in Finance or equivalent qualification and 5-10 years’ experience in relevant financial environment.
  • Knowledge of Asset Management policies and procedures
  • Sound knowledge of the principles and practices of asset management
  • Sound knowledge of Quality, Health, Safety and Environmental regulations
  • Understanding of PFMA and BBBEE policies
  • Understanding of Government Immovable Asset Management Act (GIAMA)
  • Good understanding of supply chain management
  • Understand integrated risk management processes
  • In-depth knowledge in facilities and asset management
  • In-depth knowledge of life cycle costing techniques
  • Knowledge of ISO 9001
  • Project Management
