Description
JOB PURPOSE AND PROFILE:
Specialist: Special Projects will assist in ensuring that the objectives of the unit are met efficiently and effectively.
RESPONSIBILITIES:
- Drive and oversee the project implementation from the start through to completion of special infrastructure projects to ensure the completion of work on time and within budget.
- Provide a lead role in the operational, delivery and monitoring of special infrastructure projects.
- Negotiate contractors’ orders and monitor contractors’ performance in line with relevant regulatory contractor’s frameworks.
- Manage and execute special infrastructure projects and other special projects as required.
- Deliver efficient savings for the CETA by adopting a strategic supplier performance management approach and work closely with Finance Unit to control and manage expenditure.
- Ensure that proper industry techniques and processes are followed. Identify and mitigate risks.
- Prepare for internal and external audits and quality assurance reviews of the special projects.
- Communicate with the responsible parties to ensure that quality construction exceeds the required standards.
- Set high standards on the project to ensure that the stakeholders’ needs are efficiently met.
- Prepare internal and external reports relating to project status and progress, estimates, deliverables, and safety statistics within required timelines.
- Hold meetings with necessary stakeholders on construction projects related matters.
- Compile and provide all the required reports in terms of Governance and management’s structures. Monitor compliance with safety and building regulations and implement public safety measures. Supervise the construction project team to ensure that project work is completed on time and exceeds the customer’s requirements.
- Ensure proper and updated record-keeping of all project documents, reports and compliance certificates, including financial related information.
- Ensure achievement of set goals and targets within set timeframes.
Requirements
Minimum Qualifications and Experience:
- Diploma or bachelor’s degree in Civil Engineering, Construction Project Management, or an equivalent qualification.
- Relevant NQF qualification in Project Management is an added advantage.
- 5 years’ experience in construction project management as a Team Leader or supervisor in a built environment.
- Registration with the SACPMP, other relevant Councils within the CBE or equivalent professional body is essential.
- Knowledge of Quality systems applicable to construction related projects is essential.
- Knowledge and understanding of the design and construction processes.
- Ability to use influence and persuasion to further the SETA’s goals to internal and external stakeholders.
- Clear understanding of technical requirements for CETA DG skills projects and special infrastructure projects.
- Knowledge and understanding of the Skills Development Act, PFMA and National Treasury Regulations is essential.
- Experience in a PSET entity or public sector environment will be an added advantage.
- Proficiency in MS Projects tools.

Job Purpose:
The role of the System Administrator at the Construction Education and Training Authority (CETA) is to ensure the smooth and secure operation of the organization's IT systems and infrastructure. The System Administrator is responsible for managing, monitoring, and maintaining all hardware, software, and network components to support CETA's mission-critical operations. By proactively addressing technical issues, implementing security measures, and optimizing system performance, the System Administrator plays a crucial role in enabling productivity and efficiency across the organization.
Responsibilities:
1. System Management and Maintenance:
- Manage and maintain CETA's IT systems, including servers, networks, operating systems, and databases.
- Perform routine maintenance tasks such as system updates, patches, backups, and system optimizations to ensure reliability and performance.
2. Security Management:
- Implement and enforce security measures to protect CETA's IT infrastructure from cybersecurity threats, unauthorized access, and data breaches.
- Monitor system logs, security alerts, and access controls to identify and mitigate security vulnerabilities proactively.
3. Issue Resolution and Troubleshooting:
- Respond promptly to technical issues and user-reported problems, diagnosing and resolving hardware, software, and network issues to minimize downtime.
- Utilize troubleshooting tools and techniques to identify root causes and implement effective solutions.
4. User Support and Training:
- Provide technical support and assistance to end-users, addressing inquiries, and resolving technical issues related to IT systems and applications.
- Conduct user training sessions and create documentation to promote IT best practices and enhance user proficiency.
5. System Documentation and Compliance:
- Maintain accurate documentation of system configurations, procedures, and troubleshooting processes.
- Ensure compliance with industry standards, regulatory requirements, and company policies related to IT systems and data security.
6. System Upgrades and Expansion:
- Plan and execute system upgrades, migrations, and expansions in collaboration with IT teams and stakeholders.
- Evaluate emerging technologies and recommend solutions to enhance system performance, scalability, and efficiency.
Requirements
Desired Skills, Experience and Competencies:
- Bachelor's degree in Computer Science, Information Technology, or related field (preferred).
- Proven experience as a System Administrator or similar role, managing IT systems and infrastructure.
- Proficiency in operating systems (e.g., Windows Server, Linux), networking protocols, and database management systems.
- Strong troubleshooting skills and the ability to diagnose and resolve technical issues effectively.
- Knowledge of cybersecurity principles, best practices, and tools for system protection.
- Excellent communication and interpersonal skills, with the ability to provide user support and collaborate with cross-functional teams.
- Attention to detail and the ability to prioritize tasks in a fast-paced environment.
- Relevant certifications (e.g., Microsoft Certified Systems Administrator, CompTIA Network+) are a plus.

REMUNERATION AND BENEFITS
