ADMINISTRATOR PROVINCIAL-EC (EAST LONDON)

RESPONSIBILITIES:
  • Coordinate and provide administrative duties in the Provincial Office such as, receiving telephone calls, correspondence and emails and flagging them as required.
  • Work with the Head: Clients Services and Projects to prioritise an agenda and focus on the most important issues and opportunities within the province.
  • Develop, maintain, and update the Provincial Office’s annual meetings planner.
  • Attend and minute proceedings of meetings as directed by the Manager.
  • Compile a decision register and follow-up on the office meeting outcomes.
  • Draft and type letter, reports, memo’s and ensure that all documents are formatted to professional standard.
  • Coordinate the Provincial Office’s meetings and preparation and ensure that all invitations, logistics, minutes and relevant agendas and material are provided.
  • Assist in the coordination of Stakeholder Workshops and other events and functions as required within the province.
  • Attend key meetings as directed by the Manager with the purpose of ensuring follow-up and execution on identified actions.
  • Provide input and formulate business presentations in consultation with the Manager.
  • Work with the Manager to strategies and manage a portfolio of relationships relevant to the business unit.
  • Order, receive, verify, store, and maintain an accurate inventory of office supplies as required.
  • Compliance with performance Management Policy.
  • Attendance of Development workshops and interventions as per agreed PDP
  • Prepare and submit to the Supervisor accurate, complete, and credible monthly reports as required for consolidation and tabling to monthly MANCO.
  • Ensure all work is backed up regularly as per ICT policies ono the CETA electronic servers.
  • Attend all risk, compliance, ethics and fraud prevention updates meetings, trainings, and workshops as scheduled by CETA.
  • Build and maintain relationships with all CETA business units for the purposes of expectations management and knowledge sharing.
  • Respond to routine queries and escalate higher-level requests to the relevant staff in the business unit as required.
  • Convene and attend meetings and present findings and business cases to relevant stakeholders when required.
  • Implement timeous communication on progress and challenges in achieving the tactical work plans to impact stakeholders.
  • Attend and address all stakeholder queries timeously and effectively.
 
MINIMUM REQUIREMENTS/EXPERIENCE/KNOWLEDGE
  • A highest qualification in office Management, Business Administration, Communications, or Generic Management qualification.
  • Project Management qualification will be advantageous.
  • Experience in administration or in a similar role and experience in ETD sector or Public Entities-Operational.

REMUNERATION AND BENEFITS
Remuneration for this role is a negotiable basic plus benefits package per annum, in line with the CETA Remuneration Policy and the applicable salary scales. A competitive package will be negotiated to attract best candidates.
The appointment will be a long-term appointment linked to CETA licence, subject to satisfactory performance as per Performance Management Policy of the CETA.

SPECIALIST: ARTISAN DEVELOPMENT (MIDRAND)

JOB PURPOSE AND PROFILE
To provide coordination and administrative support to the Qualifications and Accreditation unit to ensure the effective and efficient coordination of Artisan Development efforts and projects implementation in support of the execution of the overall strategy.
 
RESPONSIBILITIES:
  • Assist in the development of the strategy and budget for the Artisan Development business unit in consultation with the Senior Manager: Qualifications and Accreditation for accreditation operations across the CETA.
  • Develop supporting tactical plans for Artisan Development to ensure execution of the strategic objectives and goals.
  • Implement the tactical work plan by developing operational activities, ensuring alignment to the achievement of strategic objectives.
  • Direct and lead the implementation of artisan development initiatives to support CETA in the implementation of its strategy and achieve its objective.
  • Monitor and continuously evaluate progress of the business unit’s achievements against the tactical plan and strategic objectives.
  • Use insights gained through business information to compile reports, and metrics to measure success and inform the business decision making process and realign objectives.
  • Keep abreast of changes in legislation, regulations and/or the skills development environment and respond to changes through adjustments to the strategy and tactical plans as required.
  • Provide advocacy on artisan development related matters to relevant stakeholders.
  • Ensure the establishment, maintenance and improvement of Standard Operating Procedures, policies, and guidelines relating to the Artisan Development business unit in consultation with the Senior Manager: Qualifications and Accreditation.
  • Coordinate the issuing of serial numbers for trade testing through liaising with the relevant providers.
  • Submit requests to the National Artisan Moderation Body (NAMB) for the issuing of certificates for pre-NQF projects.
  • Ensure the collection of certificates from the NAMB on behalf of entities and oversee the submission of certificates to relevant stakeholders, and drive service provider actions to achieve intended outcomes.
  • Establish and maintain an Artisan Development framework and targets for the CETA.
  • Report on learner targets, achievements and variances against the established strategy and tactical plans.
  • Develop, implement and maintain standard management and reporting templates and tools to drive efficiency and continuous improvement in the business unit.
  • Ensure the preparation, verification and submission of quality reports and related supporting documents to various stakeholders.
  • Develop and maintain a quality standards databases and registers within the organisation and ensure data integrity and quality.
  • Liaise with the special projects teams to implement specialist projects recommendations as required.
  • Conduct and oversee the regular benchmarking of artisan development process and advise on the non-compliance to relevant standards.
  • Schedule all the special projects based on the approved implementation plan and relevant reports that are due for artisan development.
  • Prepare internal reports with relevant and required data for special project meetings.
  • Perform all duties and responsibilities in line with applicable Acts, Regulations and per CETA relevant policies and procedures.
  • Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks.
  • Support and provide evidence to all internal and external audit requirements.
  • Maintain quality risk management standards in line with relevant requirements.
  • Maintain and enforce all related Service Level Agreements to minimise business risk and ensure business continuity.
  • Review related Standard Operating Procedures in consultation with the Senior Manager: Qualifications and Accreditation to ensure business optimisation.
  • Adhere to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
  • Contribute to the review and update of the CETA policies and procedures.
  • Ensure all work performed is backed-up regularly as per ICT polices onto the CETA electronic servers.
  • Apply / implement and undertake all activities and duties in line with policies, procedures and relevant laws and regulations applicable to the task at hand.
  • Attend risk, compliance, ethics and fraud prevention updates meetings, trainings and workshops as scheduled by CETA.
  • Contribute to the risk maturity levels at the CETA.
  • Follow protocols and report suspicious activities, corrupt or fraudulent activities that one is aware of onto the CETA whistle blowing and fraud prevention hotline.
  • Ensure that all relevant CETA registers, reconciliations and regulatory reports are compiled and submitted on time.
  • Build and maintain relationships with all CETA business units for the purposes of expectations management and knowledge sharing.
  • Provide advocacy on matters related artisan development to empower the CETA stakeholders to make informed decisions.
  • Represent and participate in the organisation’s committees and tasks teams when required.

MANAGER: LEARNING PROGRAMMES ADMINISTRATION (MIDRAND)

RESPONSIBILITIES:
  • Set standards and establish disciplines to manage the disbursement of Discretionary Grants projects in an objective manner in line with CETA’s Grant Funding Policy.
  • Ensure that discretionary grants processes and execution are well-coordinated, managed and disbursed accordingly.
  • Provide input into the development of the Learning   Programmes   Implementation Administration frameworks and strategy.
  • Develop supporting tactical plans for the Learning Programmes Implementation Administration business unit to ensure execution of the strategic objectives and goals.
  • Drive the implementation of the tactical plan by developing and allocating operational activities to various divisions and ensuring alignment to the achievement of operational targets.
  • Ensure the establishment, maintenance and improvement of Standard Operating Procedures, policies, and guidelines relating to the Learning Programmes Implementation business unit in consultation with the Senior Manager: Learning Programmes.
  • Provide advocacy on a learning programmes implementation administration perspective to the CETA’s strategic decision-making process.
  • Compile reports, and metrics to measure success and inform the business decision making process and realign objectives.

  • Ensure the analysis of learning programmes implementation trends and the compilation of reports on the implementation progress and performance of stakeholders for submission to the Department of Higher Education and Training.
  • Lead and coordinate programme production resources service providers as required to ensure that objectives are achieved against set quality standards.
  • Provide input into the business unit’s risk register, ensure the mitigation of the business unit’s risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.
  • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.

  • Valid Driver’s License
  • Experience in learning programs Administration – Operational
  • Experience in Managing others - Managerial
  • Advanced computer skills in MS Office packages
  • Experience in developing and implementing key processes and proven/demonstrated ability in implementing projects operational processes.
  • The incumbent must have a good understanding and knowledge of skills development legislation, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), South African Qualifications Authority Act (SAQA Act), Public Finance Management Act (PFMA), etc.
