CSOS INTERNSHIP PROGRAMME: 2024
The Community Schemes Ombud Service (CSOS) is contributing towards skills development by providing graduates with opportunities to gain work experience in various skills areas. It is therefore inviting applications for an Internship Programme that would run for a period of twelve (12) months.
Interns within the CSOS National Office based will be in Centurion. This position reports to the Senior: Specialist Procurement and offers a total cost to company package of R461 337,12 per annum.
Requirements
• Matric
• A National Diploma in Commerce/Logistics/procurement/Business Administration.
• A minimum of 3 years working experience in supply chain management or procurement in the public sector.
Key Performance Areas
• Treasury Regulations Develop, implement, and coordinate various B-BBEE initiatives in all areas of BEE including Management Control, Employment Equity, Skills Development, Preferential Procurement, ESD and Socio-Economic Development.
• Ensure compliance with CSOS B-BBEE requirements.
• Monitor and stay abreast of B-BBEE and related legislation amendments and updates and ensure the organisation is aware of any changes and potential impacts on the compliance or scorecard.
• Develop and implement appropriate strategies and processes to ensure BBBEE compliance and the achievement of the targeted B-BBEE score and improvements in each reporting year across all elements of the Generic scorecard.
• Establish and maintain effective working relationships with key stakeholders, both internal and external, across the organization to ensure the successful delivery of required targets.
• Provide thought leadership and best practice relating to B-BBEE.
• Assist with the evaluation of transactions pertaining to the prescribed contained within the Preferential Procurement Regulations.
• Invite, evaluate, and award quotations within a specified threshold.
• Advice clients on the compilation of terms of reference, specifications, and evaluation criteria of bids
• Verify the acquisition of commodities with regard to the contract terms and conditions.
• Prepare advertisements and coordinate briefing sessions for bids.
• Provide secretariat function to bid committees.
• Accept and verify bid documentation in conjunction with the Tender committees
• Conduct screening processes after the closing date of bids in accordance with the requirements of the bid.
• Prepare evaluation sheets and signing of Declaration of Interest and Code of Conduct forms by evaluation bid committee members.
• Assist with the facilitation of the validity of bids prior to award communication.
• Prepare and issue letters to successful bidders.
• Maintain an effective and accurate commitment management register.
• Advise Project Owners in advance prior to termination/lapsing of the contract.
• Monitor the contract management expenditure to avoid incurring irregular, fruitless wasteful expenditures.
• Conduct supplier performance evaluations quarterly with Project Owners
• Provide the Loss Control Committee with the required documents to make informed decisions.

• A total of 4 years working experience.
• Postgraduate qualification in Law and Admission as an Attorney will be advantageous.
• Previous experience in Sectional Titles will be advantageous.

• Extensive knowledge of the CSOS Act & Regulations.
• Sectional Titles Schemes Management Act & Regulations.

• Compile a report with recommendations for the scheme.

• Conduct further verification and quality assurance on the amended documentation.

• Present the signed signature to the scheme.
• Update the database.
• Liaise with the deeds office and receive establishment certificates.
• Check that all documents are attached as per the application form.
• Verify the authenticity of submitted documentation.
• Receive correct measures from schemes.
• Monitor compliance.
• Update the schemes database compliance status.
• Submit the certificate to the Chief Ombud for approval.
• Ensure that all suggested amendments on the Community Schemes Governance document have been affected by the Executive Authority of the Community Schemes.
• Governance document and the final document submitted to CSOS.
• Ensure that the Community Schemes Governance Documentation is legible and complete.
• Request the community schemes to replace the Governance documentation where necessary.
• Ensure that the Governance Documentation are of good quality.
• Ensure that the Governance Documentation is archived as per the Record Management Policy.

• 3 years degree in Public Administration or equivalent.
• 5-7 years relevant working experience.
• Sound understanding of political and legislative environment of the CSOS Act as well as the Sectional Titles Management Act, Companies Act, Share Block Act, Schemes for Retired Persons Act and Cooperative Act.
• Knowledge of the community schemes environment.
• Knowledge of records management.
• Advanced MS Office skills.

Key Performance Areas
• Maintaining proper record and filling management system in the Regional Office both for office management, dispute and governance records.
• Draft written communications and correspondence and direct it to the appropriate persons when required.
• Prepare and provide a monthly office management report to the Regional Office Manager.
• Manage the regional satellite office in conjunction with all the Regional CSOS head office business units and regional staff.
• Provide specialist input in the development of Operational Plans and Organisational Strategy.

• Checking of performance information to ensure accuracy of information for monthly and quarterly reports.
