JOB DESCRIPTION
The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).
 
JOB REQUIREMENTS
This position will be reporting to the Regional Ombud: KZN, FS & MP.
 
Requirements
• Bachelor’s Degree in Law.
• National Diploma with a focus on conciliations, will be an added advantage.
• At least 3 years’ experience as a Conciliator and/or court work/litigation/conciliation and/or arbitration processes of the CCMA or Bargaining Councils.
• Expertise and understanding of Community Schemes governance and conciliation of disputes.
• Understanding legislative environment of the CSOS and thorough knowledge of the CSOS as well as Sectional Titles Management Act.
• Knowledge of the Community Schemes environment.
• Should have Corporate Governance knowledge with emphasis on Community Schemes.
• MS Office skills.
• Analytical skills.
• Innovative skills.
• Report writing.
 
Key Performance Areas
• Preparing and issuing Notices of Set down for all Conciliation hearings, inviting parties to a formal conciliation hearing.
• Facilitating the Conciliation sessions and assisting parties to find a resolution.
• Drafting Settlement Agreements and ensuring that they are signed by both parties.
• Prepare and issue Notices of Non-Resolution and referral to adjudication on all disputes that are not resolved at conciliation.
• Conduct informal telephone conciliations on simple quick resolution matters.
• Dispose of disputes in an efficient and effective cost-effective manner.
• Excellent case management and closure of all matters within the prescribed time limit.
• Ensuring that all case management documents are properly filed and comply to the generally accepted standards (SOP).
• Preparing detailed conciliation report.
• Creating awareness on walk-in applicants and/or telephonic applicants on an ad hoc basis.

BUSINESS ANALYST: HEAD OFFICE

The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).
 
JOB REQUIREMENTS
This position will be reporting to the Chief Information Officer.
 
Requirements
• A National Diploma/Degree in Information Systems/Technology/Computer Science, or equivalent qualification at NQF6.
• Five (5) year Business Analyst or Process Analyst experience, three (3) of which must be at supervisory/senior level.
• Business Process certification or CBAP certification will be an added advantage.
• Knowledge / experience in applying formal business process modeling, process reengineering methods.
• Experience in the implementation of ICT solutions in a solution analyst/ design capacity.
• Experience in the implementation of various modules of Enterprise Resource Planning (ERP) systems.
• Demonstrate experience in application of business analysis methodologies, techniques and tools within problem solving and solution design.
• Knowledge in ICT procurement and related processes.
• Knowledge coupled with experience in working in an agile design & development environment will be an added advantage.
• Knowledge in working with business process management tools/repositories will be an added advantage.
• Stakeholder management and the ability to develop and maintain stakeholder networks.
• Confident to present and engage at an executive/ board level.
 
Key Performance Areas
• Gather/solicit and document business process requirements in the form of a business requirements specification.
• Develop business case, tender specifications and participate in procurement processes.
• Analyze, document and present current business processes, procedures, business rules.
• Documenting of detailed functional requirements specifications, in line with the business requirements and business goals (including screen designs where applicable).
• Validate own solution designs against business requirements to ensure delivery of a quality product.
• Oversee the development and testing of business applications (in conjunction with the Project Manager).
• Develop and/or update user/training manuals and/or standard operating procedures and train end-users.
• Compile and present solution documents to project stakeholders at an executive level.
• Contribute to all the change management and communication efforts related to the deployment of business solutions/applications.
• Contribute to the designing of formal and structured test cases.
• Play a lead role in the piloting and deployment business solutions/applications.
• Conduct post implementation benefit reviews and reporting.

PROJECT COORDINATOR: HEAD OFFICE

JOB REQUIREMENTS
This position will be reporting to the Chief Information Officer.
 
Requirements
• 3 Year B Degree/Diploma in Information Technology / Project Management or Equivalent (NQF Level 6).
• A post graduate diploma / degree would be an added advantage.
• A total of 5 or more Years working experience in an IT project management office, 3 of which must be at supervisory level, and 2 of which must be managing at least one project.
• Project management qualification will be an added advantage.

• Monitoring the daily progress of projects.
• Providing detailed updates to project managers or other stakeholders.
• Ensuring team members have the supplies and resources they need to complete their assigned tasks on time and within their budget limits.
• Organizing reports, invoices, contracts, and other financial files for easy access.
• Planning meetings and organizing project logistics.
• Performing billing and bookkeeping tasks.
• Ordering necessary office supplies.
• Maintain a register of Projects.
• Document all project related meetings and workshops.
• Develop and implement projects coordination and communication plan.
• Review project performance in line with agreed targets.
• Identify and document project risks and develop and implement risk mitigation plan.
• Comply with all reporting tools in the unit.
• Prepare regular reports.
• Conduct risk assessment.
• Apply project management principles.
• Document the status of the project.
• Conduct project compliance reviews to ensure compliance with CSOS Project Management Framework.
• Work with various members of the project team and the client to develop a timeline, create schedules, and oversee progress to make sure goals are met on time.
• Organizing contracts, financial files, reports, and invoices, and performing administrative duties such as ordering office supplies, bookkeeping, and billing.
• Responsible for coordinating and attending meetings, as well as developing project plans.
• Keep up to date with new developments and changes in own field and within CSOS.
• Share new information and best practice trends with colleagues.
• Proactively introduce improvement opportunities in line with best practice to optimise organisational success.
• Partner with management to optimise productivity and teamwork effectiveness.
• Maintain ownership for own work, performance management and development.
• Maintain open and honest communication.
• Engage in problem solving and continuous improvement processes to optimise output of the area.
