COMMUNITY SCHEMES OMBUD SERVICE (CSOS)
The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).
CONCILIATOR: KZN (REF: CSOSCONKZN/01/2023)
This position reports to the Senior Manager: Dispute Resolution and offers a total cost to company package of R801 087,00 per annum.
Requirements
• Bachelor’s Degree in Law.
• National Diploma with a focus on conciliations, will be an added advantage.
• At least 3 years’ experience as a Conciliator and/or court work/litigation/conciliation and/or arbitration processes of the CCMA or Bargaining Councils.
• Expertise and understanding of Community Schemes governance and conciliation of disputes.
• Understanding legislative environment of the CSOS and thorough knowledge of the CSOS as well as Sectional Titles Management Act.
• Knowledge of the Community Schemes environment.
• Should have Corporate Governance knowledge with emphasis on Community Schemes.
• MS Office skills.
• Analytical skills.
• Innovative skills.
• Report writing.
Key Performance Areas
• Preparing and issuing Notices of Set down for all Conciliation hearings, inviting parties to a formal conciliation hearing.
• Facilitating the Conciliation sessions and assisting parties to find a resolution.
• Drafting Settlement Agreements and ensuring that they are signed by both parties.
• Prepare and issue Notices of Non-Resolution and referral to adjudication on all disputes that are not resolved at conciliation.
• Conduct informal telephone conciliations on simple quick resolution matters.
• Dispose of disputes in an efficient and effective cost-effective manner.
• Excellent case management and closure of all matters within the prescribed time limit.
• Ensuring that all case management documents are properly filed and comply to the generally accepted standards (SOP).
• Preparing detailed conciliation report.
• Creating awareness on walk-in applicants and/or telephonic applicants on an ad hoc basis.

CASE MANAGEMENT OFFICER: WC (Ref. CSOS/CMWC/01/23)
This position reports to the Senior Manager: Dispute Resolution and offers a total cost to company package of R610 625,00 per annum.

Key Performance Areas
• Assessment on all applications for dispute resolution to determine jurisdiction.
• Identification of issues in dispute in terms of Section 39 of the CSOS Act.
• Prepare Notices 43 to CSOS Act.
• Facilitate submissions received from various interested parties in terms of Section 44 of the CSOS Act.
• Set the matter down for a Conciliation hearing in terms of Section 47 of the CSOS Act
• Prepare file for Conciliation hearing.
• File management
• Managing and capturing reports on case management system in the division.
• Assist with telephone complaints as well as walk-in applicants
• Providing weekly feedback to complainants.
• Prepare monthly reports on all matters.
• Maintain diary of all matters.
• Assist with various ad hoc administrative support and duties within the division.
