COMMUNITY SCHEMES OMBUD SERVICE (CSOS)
The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).
CHIEF FINANCIAL OFFICER (CFO)
Reporting to the CSOS Board, The Chief Financial Officer (CFO) will contribute to the CSOS’ strategic objectives by providing financial services that enables the achievement of strategic goals and objectives. This entails the provision of financial management, financial reporting and accounting services. The Chief Financial Officer is responsible for the provision of strategic support to the Chief Ombud in the management of financial objectives. The role provides leadership in the preparation and implementation of the CSOS Budget and Financial Plans aligned to the CSOS’ strategy.
The role further ensures compliance with accounting policies, standards, principles, all Acts and related Regulations and other statutory requirements.
Requirements
• Chartered Accountant (CA)
• Seasoned Chief Financial Officer with over 10 years’ experience within the Public Sector
• 15 Years working experience in a Finance environment
• Knowledge of financial and management accounting and tax
• Knowledge of supply chain management framework.
• Knowledge of PFMA and Treasury Regulations, Income Tax and other statutory requirements
• Knowledge of IFRS, GRAP, GAAP,
• Knowledge of good governance.
• General knowledge of broader political, economic and social environment.
• Advanced MS Office (Word, Excel, and PowerPoint).
• Accounting, Asset and payroll packages.
• Policy Development.

Key Performance Areas
• Provide strategic leadership, direction and Management on Finance Matters to the entire organization
• Evaluate the finance division structure and team plan for continual improvement of the efficiency and effectiveness of the CSOS as well as provide the staff with professional and personal growth.
• Ensures that effective internal financial controls are in place to enable compliance with GRAP and National Treasury regulatory reporting requirement
• Ensure effective Financial Planning, Budgeting and related forecasts
• Oversee the preparation of strategic and business plans, specifically the related Budgets & Forecasts, and evaluate and advise on the impact of CSOS overall budgeting process on the entity’s objectives.
• Oversee the development and implementation of revenue management strategy
• Oversee the development and implementation of the investment strategy and policy
• Oversee the development, implementation and maintenance of an effective system of expenditure control
• Responsible for implementing and monitoring effective financial risk management systems
• Develop SCM policy and oversee the implementation of Supply Chain Processes and executing related risk assessments
• Oversee the integrated internal control framework (systems, policies and processes)
• Ensure the preparation of monthly accounting records in line with generally acceptable accounting standards, practices and procedures;
• Oversee the financial reporting of the CSOS to the Executive Authority and all other stakeholders;
• Plan and coordinate both the internal and the external audits.
• Ensure the CSOS’ compliance to laws, regulations and standards i.e. CSOS Act, PFMA, Treasury Regulations, relevant accounting standard, Taxation (Income Tax Act), and liaise with the relevant stakeholders,
• Proactively introduce improvement opportunities in line with best practice to optimise business success
• Provide Executive Management and the Board with financial advice on the implications of business activities of CSOS
• Drive Business Intelligence – structure, interpret Data and implement processes into the CSOS’ operations, building a clear roadmap of the direction the business needs to take to achieve its financial objectives.
• Deliver on the CFO’s functions as set out in Section 19 of the CSOS’ Act.

MANAGER: EXPENDITURE MANAGEMENT
The Manager: Expenditure Management reports to the Chief Financial Officer (CFO).
Requirements
• A Honours Degree in Accounting or Equivalent
• A total of 10 years working experience, three (3) of which must be at supervisory level
• Ability to write, analyse and interpret financial reports and forecasts
• Ability to work well in a team with both seniors and juniors
• Excellent verbal and written communications
• Ability to produce high level reports that will be submitted to Board
• In-depth knowledge of GRAP application and understanding of PFMA
Key Performance Areas
• Develop policies, processes and standard operating procedures relating to own area of specialisation
• Provide specialist input in the development of operational plans and strategy
• Execute work plans and drive the evidence collection in real time
• Ensure expenditure management practices to ensure compliance with the relevant legislation, national policies, regulations, frameworks and guidelines.

• Implement and maintain an effective expenditure control system
• Implement and maintain an efficient, accurate and timely payment process as per legislative and regulatory frameworks
