ASSISTANT DIRECTOR - FINANCIAL
 
Description
Competencies: An in-depth knowledge of financial management, taxation, PFMA, GRAP, audit standards, payroll, management accounting, SAGE, ESS, VIP and regulatory/reporting frameworks is critical. Proven ability to lead or supervise will serve as an added advantage. Must be a self-driven, independent thinker, with good interpersonal skills and be results orientated.
 
Responsibilities
  • Maintain the daily and month-end procedures to ensure regular maintenance of accounting records and performance information (Pre-determined objectives).
  • Oversee and ensure effective full automation of key processes on leave and payroll administration, Property, plant & equipment as well as liabilities management. This will entail business processes improvements on VIP, ESS and Sage systems as well as the corresponding automation of key processes.
  • Produce monthly trial balance, balance sheet reconciliation in line with monthly cut off procedures. Maintain the General ledger and ensure correct processing of transactions.
  • Review all inputs to the VIP system as part of the monthly payroll procedures and ensure that valid and accurate salaries are paid to Staff and Commissioners.
  • Adherence to policies and procedures of CGE, PFMA and other relevant legislations.
  • Provide information to the Auditor General and Internal auditors.
  • Preparation of lead schedules supporting the financial statements.
  • Ensure that payments to employees, third parties, collecting agencies such as SARS are timely made in terms of laws and regulations.
  • Compile salaries’ journals, and reconciliation between the VIP and General ledger monthly.
  • Co-participate in budgetary processes within the Commission, exercise budget to expenditure controls, which includes planning on control responsibilities. Load the approved Budget on the system.
  • Assist the Finance Manager in preparing monthly, quarterly, and annual management reports for purposes of internal information management as well as quarterly reporting to Plenary, Portfolio Committee and National Treasury.
  • Facilitate the monthly budget reporting meetings with all departments and provincial offices and provide management with budget versus spent monthly reports.
  • Manage and develop team members and administration thereof (quarterly performance assessments & performance agreements).
 
Qualifications
Bachelor’s degree in Accounting or Financial Management. Three years relevant experience in reporting on management accounts, budgeting, payroll, taxation, reconciliation, audit etc. Must be a South African citizen.

EDUCATION OFFICER
 
Responsibilities
  • Facilitate the management of gender transformation training initiatives as per the project plan.
  • Collaborate and liaise with various CGE stakeholders for various public education and information initiatives.
  • Develop and co-ordinate gender education and information programmes.
  • Develop and conduct gender engagements, information programs, campaigns, outreaches, and workshops.
  • Implement operational plan for the department.
  • Conduct presentations on gender related initiatives.
  • Conduct situational analysis, research trends, and share with management of identified gender related trends.
  • Conduct feedback and engagement assessments from stakeholders through impact assessment methods.
  • Contribute towards the content collation processes, and production thereof for various transformational initiatives.
  • Develop monthly and quarterly reports, together with interventions reports.
  • Draw up various databases of stakeholders for different sectors.
  • Travel to various areas as per the need to manage gender related initiatives.
  • Disseminate education and information material on behalf of the institution.
  • Manage PEI resources within the province.
  • Coordinate the CGE transformative events as per the standards.
  • Perform other duties as required.
 
Qualifications
Grade 12/equivalent. Bachelor’s degree in social sciences or Bachelor of Arts or /Equivalent. Driver’s License.
A minimum of 4 years’ experience as an outreach practitioner and a community-based practitioner with engagement facilitator experience.
Fluent in any Nguni language.
