FINANCIAL MANAGER: OFFICE OF THE CFO
Level 11 - Salary package: R779 235.80 (All-inclusive package)
Centre: Head office – Johannesburg
Requirements: A degree or equivalent in financial or business management/administration plus 3 years management and/or auditing experience. Qualifications in Accounting. Extensive skills and experience in and knowledge of financial management. In-depth knowledge of the PFMA, procurement legislation, GRAP, GAAP, IFRS and other related regulatory/reporting frameworks. Proven management skills. Track record in preparation and management of strategic plans, business plans and annual performance budgeting. Ability to implement internal systems and controls to ensure sound financial management. Registration as a Chartered Accountant or completion of articles will be an added advantage. Attributes: Self driven, independent. Good strategic management and leadership skills. Good interpersonal skills. Excellent people management and leadership skills. Results orientated and able to work under pressure.

Duties: Develop, implement and maintain appropriate mechanisms to timely respond to the changing needs for financial information, the interpretation thereof and render technical advice to the CFO*Ensure that the financial resources of the Commission are utilized effectively and economically to realize the objectives of the strategic plan*Provide technical advice to line managers to ensure the equitable allocation, maintenance and effective utilization of resources in line with strategic objectives of the Commission, legislative imperatives and good governance. *Meet the reporting requirements and standards under the PFMA and financial statements*Oversee budgetary process within the Commission, exercise budgetary control and provide early warning arrangement at a strategic level*Oversee the preparation and submission of the annual financial statements and liaise with the Auditor General*Assist the CFO in managing Risk Management Compliance, Asset Management, Demand Management and Acquisition and Management Accounting*Assist the CFO in preparing monthly quarterly and annual financial reports*Assist the CFO with the following functions: Planning and budgeting. Revenue, expenditure management asset and liability management Facilitate of monthly budget reporting meetings with all departments and provincial offices*Assist in setting performance standards with respect to service delivery to Commission*Establish and maintain an appropriate risk management strategy, policy Facilitate the annual risk management exercise, control self-assessment exercise and the maintenance of a comprehensive risk register*Facilitate ongoing risk awareness programme*Ensure Risk Management Strategy and its supporting processes are implemented with the Commission*Determine and compile internal controls, processes and procedures*Assist the CFO in ensuring compliance with the PFMA and normative measures in the Commission*Facilitate the implementation of the Commission Fraud and Prevention Plan.
