The CCMA has a vacancy for a National Senior Commissioner- Dispute Prevention and Resolution.
Purpose: To lead, provide strategic support and guidance to all CCMA Operations including the Provinces, and through this ensure that the CCMA achieves all operational objectives and efficiencies while meeting all statutory obligations. Provides the leadership, management, and vision necessary to ensure that CCMA has the proper operational control and reporting procedures to ensure efficiencies.

Knowledge:
- Above average knowledge of the law and fully conversant with case law.
- Full knowledge of CCMA rules, guidelines and practice notes.
- High level of interpretation of statute and applying complex legal principles (instruments and interpretation both statute and common law).
- Multi knowledge and demonstration of multi-play of statute.
- Competent knowledge and practical experience in dealing with volumes of evidence and ability to extract silent matters/issues.
- Remain abreast of developments in the Employment Laws and identify early signs of potential risks and problems which require leadership intervention
- Knowledge of CCMA Rules, policies, processes, systems, operations and procedures
- Knowledge of Labour Market
- Knowledge of social partners – government and labour policies – in relation to the CCMA
- Knowledge of computer literacy and the CCMA systems

- Demonstration of application of foreign law and domestic law.
- Readily able to engage on complex legal issues without preliminary research.
- Experience in conducting high profile cases and able to interact with parties and balancing it with the labour market.
- Experience in publishing and or presenting papers internationally or domestically.
- Proven track record in imparting knowledge relating to labour matters.
- Full understanding of the ILO conventions and its applicability.
- Good communication and interpersonal relations skills at various levels .
- Planning and organisational skills. Take ownership of projects and implementation.
- Well informed, effective and timely decision making
- Emotional maturity
- Ability to think strategically and ability to put these into practice
- Ability to engage with Social Partners at all levels. Excellent verbal and written communication skills in English
Key Requirements:
- Unless an applicant can demonstrate suitability through experience of not less than 10 years in senior management role, a Bachelor’s Degree in Law or Social Sciences is required.
- A post graduate qualification will be advantageous.
- At least 10 years’ experience in Industrial Relations environment / Employment Laws. Must be or have been a Practicing Commissioner.
- 3 – 5 years must be in a Senior Management position.

MANAGER: GOVERNANCE AND SECRETARIAT SERVICES

The Governance and Strategy Department has a vacancy of a Manager: Governance and Secretariat Services.
Purpose
Performing the functions of Company/Board Secretary, this position supports Management and Governance Structures in the execution of their mandates through provision of logical, administrative and secretariat services, as well as provide expert corporate governance advice.
Key Performance Areas:-
- Provide expert Corporate Governance advice to Management and Governance Structures
- Develop, roll – out, monitor and report the Corporate Governance Maturity Model
- Produce quarterly Corporate Governance Reports on the status of the CCMA’s Corporate Governance status
- Assist Management and Governance Structures in the embedding of an ethical culture in the organisation
- Assist in the implementation of the Ethics Management Plan
- Provide inputs into the CCMA’s Annual Report
- Provide leadership in the overall Policy Management process
- Ensure that all Management and Governance Structures are operating on approved Charters
- Develop annual Work – Plans for all Management and Governance Committees, aligned to the approved Charters of the respective Management and Governance Committees
- Ensure compliance by the CCMA to all relevant Corporate Governance best practice
- Develop, implement, maintain and review all relevant Governance plans frameworks and standard operating procedures
- Provide logistical, administrative and Secretariat Services to Management and Governance Structures, including secretarial support during meetings
- Ensure proper record of meetings and that all action – lists are executed and reported
- Manage the day-to-day operations of the Governance and Secretariat Services Unit, including directing staff.
- Ensure induction of newly appointed Members of the Governance Structures
- Facilitate the evaluation of all Management and Governance Structures and produce reports
- Provide Secretariat Services at national events
- Compile quarterly submissions to the Ministry of Employment and Labour following Governing Body approvals
- Monitor expenditure against budget to ensure that expenditure remains within budgetary constraints
- Prepare budget variance reporting for submission
- Setup Performance Contracts for subordinates and ensure all work is completed in compliance with the performance contract and organisational processes
- Review performance on a formal and informal basis and ensure that subordinates have adequate resources to perform optimally
- Develop the Sub – Unit’s annual Departmental Operational Plan
- Manage and monitor the implementation of the Sub – Unit’s Departmental Operational Plan
Key Requirements
- Appropriate Bachelor’s Degree or equivalent
- Expert knowledge and practical application of Corporate Governance documents including King IV Report on Corporate Governance, Protocol on Corporate Governance in the Public Sector – South Africa and Handbook for the Appointment of Boards of Public Institutions, amongst others.
- Expert knowledge and practical application of the legislation applicable to the CCMA
- 3 – 5 years’ practical experience in the field of Corporate Governance and Secretariat Services and/or similar position
- 5 – 10 years Financial Management & Reporting experience
